NORCAP strengthens international and local partners’ capacity to prevent, prepare for, respond to and recover from crisis. We do this by delivering the right expertise, building strategic partnerships and advocating for more effective action. NORCAP rosters’ experts work with UN agencies, humanitarian organizations, development actors, governments and other national stakeholders to build save lives, build resilient communities, ensure peaceful transitions from conflict and promote sustainable governance.
NORCAP is currently seeking Somali speaking Justice and Rule of Law advisor with significant technical expertise and experience, with ability to adapt to complex situations.
Job description
Justice and Rule of Law is crucial for the development of Somalia. The expert position will be centrally placed to influence this work.
Roles and Responsibilities:
Provide evidence-based advice on the justice institution’s strategies and policies in collaboration with stakeholders
Provide briefings and recommendations on progress in the justice institutions.
Lead working groups
Ensure higher degree of harmonization of international assistances and application of partnership principles for the justice sector
Contributing to capacity building in the justice sector
Highlight priority areas with significant gaps, where programs are under-resourced, and make recommendations to ensure that gaps and priorities are addressed
Prepare analytical reports, briefing notes, talking points and other documents as required.
Develop detailed annual action plans for the sector priorities and milestones, clearly setting out planned activities, roles and responsibilities of different actors, timelines, and required resources
Act as lead focal point
Develop evaluative tools to monitor Justice institutions of different levels and initiate policy recommendations to address challenges;
Undertake any other duties that may be assigned.
Qualifications
Possess at least five years of international experience in a leadership role within the field of Justice and Rule of Law, preferably within a national level government agency or in an international organization;
Proven leadership and experience in planning policies and strategies in the Justice and Rule of Law;
Knowledge of best practices related to Justice and Rule of Law;
Demonstrated abilities and contributions to policy and guideline formulation;
Proven ability to interface effectively with a wide range of stakeholders including senior decision makers;
Proven experience in coordination skills with governments, donors and Non-Governmental Organizations (NGOs);
Experience of operating in a complex political environment. Must be willing to travel and work in a challenging environment with security risks;
Familiarity and proven interest in capacity building and developing practical mentoring processes;
Oral and written fluency of the Somali language with awareness of local issues is required;
