Somalia: TECHNOLOGY SKILLS UPGRADING TO TVET INSTRUCTORS IN SOMALILAND

  1. INTRODUCTION

The second phase of Horumarinta Elmiga (HE) Program, a three-year EU-funded intervention with a sector-wide approach, is being implemented by the consortium of the Save the Children, CARE Netherlands and Norwegian Refugees Council in partnership with the ministry of Education and Higher Education (MOE&HE) of Somaliland. Save the Children is the lead agency of this program. The overall objective of Horumarinta Elmiga (HE) Phase II is to help ensure that education and training efficiently and effectively contribute to poverty alleviation within a peaceful, secure and democratic Somaliland. HE II seeks to build on achievements of the HE I program, and the consortium fully recognizes the advantages of a Sector Wide Approach (SWAP) to education where each sub-sector needs to be treated in relation to its contribution to the education sector as a whole. Technical and Vocational Education and Training (TVET) is one of the major components of this program. Under HE II, special emphasis will be placed on entry points to TVET that can be further strengthened, for example, through new vocations and recognition of prior learning. However, the primary focus of the intervention will revolve around pathways to employment (wage or self-employment).

The total project target beneficiaries are 1,100 unemployed and unskilled youth, of which 50% are girls. The project aims to impart training at the level of both enterprises and institutions. Depending on the level of training (Level I, II, and III), and upon completion of skills training, the project seeks to ensure 80% employment of TVET graduates. The skills trainings are being conducted in vocational training centers located in the major towns in Somaliland. To improve the quality of training offered by these TVET Providers, the instructional capacity of the instructors should be enhanced and built in the areas of vocational pedagogy and technical skills upgrading. Limited of qualified instructors has been identified as one of the biggest challenge affecting the provision of quality training and by extension development of TVET in Somaliland. Furthermore, most of the current TVET instructors are approaching retirement age in the coming few years.

One of the main problems with the majority of TVET instructors is their inability to transfer the technical knowledge and skills they currently possess during training delivery in classrooms and workshops. To enable instructors deliver as expected, an advanced technical training course for instructors will be organized and facilitated by experienced master trainers. In the previous phase of the project, majority of TVET instructors were provided four-months of pedagogical training facilitated by public universities in Somaliland. Currently, a second round of this straining is being facilitated by local universities and attended by untrained instructors in phase one. That means all available TVET instructors have got pedagogical skills, but there is technical skills gap in which this training is expected to cover. Therefore, the Instructors will be trained on the implementation of competency based-approaches and preparation of practical lessons besides use of modern tools and equipment in workshops.

INSTRUCTORS AND REQUIRED TRAINING HOURS

The instructor training will build the capabilities of both the newly recruited and the long serving senior Instructors but will specifically focus on ambitious, younger trainers who truly show commitment to the intended lift in quality and who show ambition to be instructors. The training will be delivered in Somaliland and will entail an intensive 75 hours (5 hours per day for 15 days) training program to equip them with the necessary Attitudes, technical skills and associated principles to competently plan, deliver, evaluate and contribute towards assessment and certification process. The upgrading program on safety, operations principles, parts, maintenance scheduling; equipment and tools besides workshop organization and management, and basic technical drawing will enhance technical mastery on delivery of practical sessions. This will also contribute towards production of quality products in production units thus enhancing cost recovery in the Centers. Besides this will be a perfect starting point for building the capacity of instructors in the ongoing upgrading of institutions into Polytechnics and secondary institutes.

REQUIRED SKILLS AREAS:

The main skills areas focused for this training are as follows;

  1. Welding and fabrication: Level 1, 2 and 3.

  2. Motor Vehicle Mechanics: Level 1, 2 and 3.

  3. Plumbing and Pipe fitting technology Level 1, 2 and 3

  4. Electrical Installations Level 1, 2, and 3

  5. Refrigeration Cooling: Currently, there is no official curriculum from the ministry, but it is very crucial and has a lot of market-demand.

In the above courses, there is evident skill gaps on mastery of machines and tools in the centers. Though there are fairly adequate machines and tools for training in IBTVET centers, instructors are yet to effectively use such machines and equip beneficiaries on market-demanded skills.

OBJECTIVES OF THE CONSULTANCY

a) To enhance the practical – based skills delivery through Instructors technical skills upgrading.

b) To build instructors capacity to prepare instructional practical lessons, materials and handouts,

c) To train TVET instructors on competency modular TVET curricula; its implementation and assessment.

d) To provide skills upgrading on correct use and handling and training delivery based on machines and tools.

e) To enhance instructors creativity innovation and application of machine tools and equipment.

2.SCOPE OF WORK:

i. Develop a rapid Training Needs Assessment (TNA) tool to aid in a rapid assessment on instructors needs, who to target and actual training gaps in technology and curriculum.

ii. Conduct a desk study to familiarize with challenges facing the TVET centers and issues facing the instructors in particular. Knowledge of issues facing instructors will assist in knowing how to relate with them and appreciate their challenges.

iii. Based on the TNA, develop TOT training package for instructors and technical upgrading training program for assistants. The training should be 90% practical and relevant to the above mentioned skill areas.

iv. Send qualified master trainers for the above mentioned skills areas those meet the qualifications mentioned in bulletin 7 below.

v. Make field visits the centers and ensure that all required training facilities are ready before conducting the training.

vi. Submit list of training materials required to Save the Children for procurement.

vii. Emphasize mainly on how instructors effectively and efficiently implement and assess the curricula and proper usage of available TVET machines and tools in the centers to properly transfer skills and knowledge to trainees in the workshops and in the classrooms.

viii. Use practical examples to show the instructors how to use and produce quality products.

ix. Practically, train instructors on principles, usage, parts ,dismantling, fixing and maintenance of machines and tools for training

x. To develop with the instructors training stage 1 curriculum as a way of showing them how it is done.

xi. To demonstrate to the instructors preparation of a practical training plan, lesson plan, practical training delivery, aids, activity, assignment and assessments. .

3.METHODOLOGIES:

· Conduct thorough desk research on the modern methods of technical teaching in TVET institutions and hence using related machines and tools effectively.

· Conduct technical capacity assessment of TVET instructors to identify areas of skills gap. Emphasis should be made on the knowledge of instructors to implement current curricula and use of relevant machines and equipment.

· Based on the findings of the needs assessment, develop technical capacity building of TVET instructors.

· Prepare comprehensive notes on technological competence of the instructors for use during the training and later for use by instructors while teaching. Share training documents with Save the Children for review and approval.

· Endeavor to use contemporary practical’s training methods and techniques for the benefit of our instructors. Importantly the inculcation of practical skills and mastery of skills subject matter will be key.

· Demonstrate how to conduct effective mentorship and provide hand on supports.

· Show instructors how to set and conduct credible practical assessment tests.

· Conduct weekly briefing and feedback to the ministry and Save the children towards achievement of agreed set tasks in time, quality and desired outputs.

4.EXPECTED OUTCOME:

This consultancy is expected to improve technical competencies of TVET instructors on the implementation and assessment of the TVET competency-based curricula, use of tools equipment and machinery thus creating a cadre of competent, all rounded trainers and by extension enhanced training quality.

5.DELIVERABLES/OUTPUTS:

The deliverables / outputs of this assignment are:

a) Certificates of Trained instructors.

b) Inception report to be shared with Save the Children before commencement of the training.

c) Training needs assessment report detailing the skill gaps, proposed training methodology, and training machinery and tools, etc

d) The instructors training program and curriculum with measureable performance indicators to ensure that progress is ascertained.

e) Training plans to implement the proposed instructor training curriculum/syllabi

f) Weekly reports detailing key achievements, progress, challenges and steps to be taken shared to Save the Children.

g) A Report on the whole training process, detailing the experiences and challenges encountered in the process.

6.DURATION OF THE ASSIGNMENT:

The duration of the assignment will take 70 working days excluding the travel and off days as per the below table;

  1. QUALIFICATION AND EXPERIENCE OF THE MASTER TRAINERS Four (4) professional master trainers as per the above mentioned skills areas are required. The minimum experience and level of education of each trainer is as follows; • University degree in science or technology. • Degree or diploma in education. • Highly experienced and specialized trainer with strong technical knowledge on TVET machines; their proper use and maintenance. • Professional skills on vocational pedagogy and adult psychology. • Able to develop standard performance assessments tools. • Industry experience a must • Excellent communication and analytical skills, • Good report writing skills. • Proficient in English language. • Computer literate,

  2. CODE OF CONDUT:

Save the Children's work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children's Code of Conduct sets out the standards which all staff members must adhere to and the institute is bound to sign and abide to the Save the Children’s Code of Conduct.

A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables. The Institute will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service. The Institute will not therefore disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with the institute will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation and implementation of the consultancy agreement. 10.MANDATORY SECURITY TRAINING:

The Institute shall be expected to go through mandatory on-line security training and submit the certificate of completion to SC before the commencement of the task. Failure to deliver this will lead to an automatic disqualification. SC will advise on the security plan on appointment.
