Somalia: Research on traditional customary law & current rangeland management practices to support enforcement of customary law

PROJECT SUMMARY

Natural Resource Management (NRM) is a four year European Community (EC) funded intervention that seeks to reduce hunger and food insecurity by improving rangeland conditions in Puntland regions of Somalia. The project will improve the state of natural resource management through the implementation of land rehabilitation and restoration work on degraded rangelands, improving sustainable use of natural resources through community based range management programs, integration of environmental considerations into all economic planning and programming activities in the region and galvanizing community support for environmental protection and sustainable use of resources. The project will also support the development of alternative sources of energy that can create jobs for local community, mainly the youth and women to help reduce the current dependency on firewood and charcoal that is contributing to the decimation and destruction of large chunks of land and drought resilient trees/vegetation. Moreover, ‘Stewardship Puntland’ an awareness raising campaign will also be launched to sensitize both rural and urban communities on environmental issues and to instill on the general public a sense of environmental ownership and stewardship.

POSITION SUMMARY

Adeso is seeking a qualified consultant specializing in conducting baseline assessments in the field of Natural Resource Management with specific reference to restore ecological damages in particular mangroves, land rehabilitation and restoration of degraded coastal habitats, coastal agriculture, and provide livelihoods and food security, and other community capacity development initiatives.

The consultancy is for a period of 30 days, beginning 20th October 2015, and will include desk review work, field level primary data collection, collection of existing secondary data on land management, stakeholder consultations, data analysis, report writing, review and possible revision of the logframe and presentation of the findings at field level in a phased manner. Collection and analysis of data in technical areas like land use pattern and terrain, soil conditions and agricultural/land fertility status analysis, fishing resources, ecological damages in particular mangroves, land rehabilitation and restoration of degraded coastal habitats in the area as applicable should be part of the baseline assessment process.

OBJECTIVES OF THE ASSIGNMENT

This consultancy is aimed to research on traditional customary law which is aimed to develop a framework for sustainable use of pasture land highlighting best practices to ensure sustainable pasturing in line with indigenous practices that allowed sustainable use of range lands over many centuries as well as possible implementation mechanism. Moreover, the consultancy will use the Dhahar district’s successful customary law as case study and extend to research and conduct four case studies on traditional/customary law in Bari, Sanaag, Mudug and Sool regions which will form the basis for scaling up these Xeer (customary) based systems to national level legislation. The discussions and inquiry will be conducted in villages, as it is as much an exercise to document the historical practices, and to help communities to redeem customary practices and systems. Findings will also be also be mainstreamed in to legal frameworks for the environmental and rangeland protection, forming a unique customary, and public laws.

CONSULTANCY PERIOD**

The consultancy is for a period of 50 days which is expected to start on 25th January 2016, and the selected consultant are required to quote days required for preparation, field work, analysis of data collected and final editing and reporting. The selected consultant will be expected to travel to the four regions of program implementation, namely, Bari, Mudug, Sool and Sanaag. All international travel, accommodation and meal expenses will be covered by selected consultant, and Adeso will cover local transport while the consultant is doing field work activities. Note that dates might change based on flight schedules to Somalia, and travel might be required over the weekend.

SCOPE OF WORK

In Puntland customary law has played a vital role in the management of natural resources in arid and semi-arid areas across the Horn of Africa. ADESO is seeking the services of a high quality consultant or firm with extensive experiences in customary-based resource management practices to document historical & current rangeland management practices to support enforcement of customary law or recommend customary practices that can be revived to improve the current and future stewardship of rangeland resources in Puntland. The scope of work will broadly involve but is not limited to the following:-

(i) Review and document the Dhahar district’s successful customary law case study and conduct four case studies on traditional/customary law in Bari, Sanaag, Mudug and Sool regions which will form the basis for scaling up these Xeer (customary) based systems to national level legislation.

(ii) Preparation of data collection tools

(iii) Field Data Collection, Analysis and Reporting

(iv) Prepare report and framework for sustainable use of pasture land

In consultation with the NRM team, the MoEWT and other key stakeholders, the consultant will specifically undertake the following tasks:-

Review historical/current documents on rangeland and its management in Puntland or elsewhere under similar agro-ecological zones;

Submit a report covering historical & current rangeland management practices to support the development and implementation of an environmental law in Puntland;

Document local customary laws and how environmental courts could empower local communities to exercise their communal rights in a legal manner and protect their environment from misuse;

Recommend reinstituting community-based rangeland management programs to reduce overgrazing and encourage sustainable use of natural resources.

Visit selected rangelands and conduct situational analysis with relevant stakeholders on:

· current and traditional grazing management practices taking into account the main social, cultural, and indigenous technical knowledge (ITK) factors and their effect on rangeland condition;

· existing conflicts in rangeland utilization and management between different communities/groups;

· Suggest any appropriate measures that are needed to resolve, manage or minimize grazing conflicts, taking into account the capacity development and support needed by the facilitators/mediators.

· Finally, review national acts, policies and strategies that influence rangeland management.

Submit a report identifying traditional custom (xeer)-based strategies (both past and current) used in the management of rangelands and other communal natural resources (water, wildlife etc.), as well as traditional conflict resolution mechanisms;

Finally, the consultancy will present findings in a regional workshop for discussion and feedback by key stakeholder

OUTPUTS

The consultancy will review all relevant existing studies/documents on rangeland management practices in Puntland and other relevant custom-based rangeland management practices. The consultancy will be conducted in close consultation with ministry of Environment, Village Environmental Committees (VECs) local leaders, women, youth and the NRM project staff, and all relevant stakeholders. This will subsequently support Village Environmental Committees to enforce these customary practices in NRM related cases at grassroots level. The outcomes of this process are expected to inform recommendations for better laws, and ultimately the development and implementation of an environmental law in Puntland.

A final report will be prepared and include feedback during the key stakeholders’ presentation as well as any comments from the client. The final report will include the framework for sustainable use of pasture. The report will highlight traditional custom (xeer)-based strategies (both past and current) used in the management of rangelands and other communal natural resources (water, wildlife etc.), as well as traditional conflict resolution mechanisms.

METHODOLOGY**

The major part of this consultancy will start with a detailed review, and conduct research case studies on traditional/customary law in Bari, Sanaag, Mudug and Sool regions. It will document historical and current rangeland management practices to support enforcement of customary law current rangeland management usage. However, it will be conducted in villages, as the exercise will aim to document the historical practices, as well as start local dialogue about how customary practices can be revived. Moreover, the assignment will also involve extensive community visits to the relevant areas and one-on-one interviews with pastoralists and other key stakeholders.

QUALIFICATION PROFILE

The suitable candidate/consultants should have the minimum of a in Development Studies MSc in Rangeland Management with specialization in rangeland management or a degree in Biodiversity, forestry, biological/agricultural sciences or related fields.

· Minimum 5 years working experience in rangeland management of livestock production and eco-system sustainability in similar (and preferably Somalia, East African) rangeland systems.

· The candidate should also have at least five years of experience in the field of pasture management and livestock keeping in general.

· Minimum 5 years working experience of rangeland policy and strategy development and implementation in similar agro-socio-cultural-economic zones,

· Familiarity with community-based natural resource management approaches and techniques and 5 years of working experience of their application to rangeland.

· Familiarity with natural resource-based community conflict management and mediation techniques and 3 years of working with communities for successful rangeland conflict management.

· Minimum 5 years’ experience in working with national research and extension staff in rangeland management and basic and applied rangeland research.

· Competence to guide research staff in the design of uptake-oriented rangeland research.

· Ability and enthusiasm to work in a team to support and strengthen the NRM initiative.

· Previous experience in Somalia is an added advantage.

· Fluency in spoken and written English is a requirement.

· Physical fitness and willingness to trek to remote rangelands is essential.

Position overview:
The Child Protection in Emergencies/ Community Engagement Officer will contribute to UNICEF core commitments for children in humanitarian action (5 violence against children and women) will be responsible for leading activities to develop robust community-based child protection systems for vulnerable children and prevention of violence against women and children in INTERSOS areas of operation.

Main responsibilities:

  1. Support the establishment and strengthening of child protection and GBV community-based systems
    • Support the CP/GBV PM to conduct research into community-based social norms on child protection and GBV, including alternative care systems and stakeholder mapping;
    • Conduct and supervise training with men and boys, women and girls on social norms change and GBV prevention and response using agreed methodology;
    • Support the establishment and strengthening of self-help groups for informal foster carers, male and female youth, GBV survivors and women’s groups to work on CP and GBV issues;
    • Support community advocates to develop participatory media and other IEC materials to use in the community to raise awareness;
    • Conduct training and follow-up with Teachers, community-based child protection committees and Community-Based Health workers (CHWs).

  2. Technical support to improve child protection in emergencies, M&E and project management support
    • Provide technical support for the development and functionality of GBV and CP referral pathways in INTERSOS areas of operation;
    • With the Child Protection/GBV Field Coordinator, support the functioning of a community-based complaints mechanism and safe and confidential system on Sexual Exploitation and Abuse;
    • Supporting the development of contingency and emergency response plans based on the Child Protection Minimum Standards and IASC Guidelines on Integrating GBV in Humanitarian Action with INTERSOS protection department and partners;
    • Ensure all community engagement activities integrate robust M&E, and reports and accountability documentation for community-engagement sessions are completed in a timely manner;
    • Support the collection of Most Significant Change Stories from the community and review them on a quarterly basis with the GBV/CP PM and Field Coordinator to assess broader impact and required project management adjustments to the project;
    • Support the development of success case studies, human interest stories and identification and documentation of good practices on community engagement;
    • Supervise and provide technical support to other CP and GBV officers in each base to support effective community-based social norms change and emergency awareness raising;
    • Any other task as requested by the CP/GBV Field Coordinator and CPor GBV PM Necessary for the project implementation.

Person specification:
 Social worker, Community Development degree or equivalent practical field experience working in Somalia, preferably with a humanitarian organisation;
 Minimum three years experience working on GBV and CP projects;
 Proven experience in participatory training and community engagement is required;
 Gender-sensitive and advocate for women, children and minority rights;
 Experience engaging the community for community-based prevention and response to GBV and CP is required;
 Good cooperation skills and ability to work in a team and with persons from different backgrounds;

  1. Contexte

Madagascar est Etat partie aux principaux instruments juridiques internationaux relatifs aux droits de l’enfant dont :

  • la Convention des Nations Unies relative aux droits de l’enfant et ses Protocoles facultatifs concernant la vente d’enfant, la prostitution des enfants et la pornographie mettant en scène des enfants et les conflits armés;

  • La Convention des Nations Unies contre la criminalité transnationale organisée;

  • Et le Protocole additionnel à la Convention des Nations Unies contre la criminalité transnationale organisée visant à prévenir, réprimer et punir la traite des personnes et plus particulièrement des femmes et des enfants;

    L’engagement du Pays à s’acquitter de ses obligations découlant de ces instruments s’est traduit notamment par la réforme législative, la mise en place de structures nationales et la mise en œuvre de politiques et programmes.

    Ainsi la loi 2007-022 sur le mariage et les régimes matrimoniaux, la loi 2007-023 sur les droits et la protection de l’enfant et la loi 2014-040 sur la traite des personnes ont été promulguées.

    Afin d’assurer la prévention et le suivi des actions sur la lutte contre la traite, la loi n°2014-040 prévoit la mise en place d’un dispositif permanent de lutte contre la traite, dénommé « Bureau National de Lutte contre la Traite des Etres Humains » (BNLTEH). Ce Bureau est effectif conformément au Décret n°2015-269 du 03 mars 2015 et réunit divers acteurs impliqués dans la lutte contre ce fléau et facilite la coordination des acteurs et des actions.

    Enfin, un Plan National de Lutte contre la Traite des Personnes (PNLTP) a été adopté et validé le 05 février 2015. L’adoption de ce plan s’inscrit dans le cadre de la mise en œuvre du Plan National de Développement 2015-2019 adopté par Madagascar conformément à l’Axe stratégique PND1 : « Gouvernance, Etat de Droit, Sécurité, Décentralisation, Démocratie, Solidarité nationale »

    Conformément à son mandat et dans le Cadre du Programme de Coopération 2015-2019 avec le Gouvernement de Madagascar, l’UNICEF continue d’apporter son appui pour le renforcement du Système de Protection de l’Enfant dans le Pays, dont l’appui à la mise en œuvre des activités visées dans le PNLTP, la lutte contre la traite et l’exploitation des enfants ayant été identifiée comme priorité.

    A cet effet, UNICEF fait appel aux services d’un/e consultant/e international/e qui aura pour principale mission d’accompagner le processus de lutte contre la traite des enfants tout en renforçant la collaboration inter agences qui constitue une stratégie importante pour tendre vers une harmonisation accrue des interventions.

BACKGROUND:

A global leader in humanitarian assistance, the International Rescue Committee works in more than 40 countries offering help and hope to refugees and others uprooted by disaster, conflict and oppression. Following over two decades of periodic interventions in the country’s humanitarian crises, the IRC has consistently been in Somalia since 2007, providing life-saving services such as health care, environmental health and livelihood security projects to displaced persons and vulnerable host communities. Currently, the IRC conducts major activities in its Health, Livelihoods, WASH, Women’s Protection and Empowerment, and Governance sectors across five main regions of Somalia, from the south to the northeast (Puntland). The IRC supports communities in Banadir, Nugaal, Bari, Mudug, and Galgaduud regions through its five field offices, with additional support from its main office in Kenya’s capital, Nairobi.

SCOPE OF WORK:

Under the supervision of the Field Manager, the HR/Admin Assistant will support and be the focal person in various HR and admin functions for IRC Somalia Dhusamareeb field office, such as ensuring adherence to all personnel policies; recruitment, orientation and training for newly recruited staff and overall office administration.

The HR/Admin assistants participates in maintaining and reviewing all administrative and human resource systems and procedures. S/he will ensure uniform compliance with policies and procedures at all sites and provides technical support to all staff.

SPECIFIC RESPONSIBILITIES

  • Implementation of policies in Dhusamareeb field office. Assist the FM and the HR/Admin Manager in developing and reviewing policies/ guidelines for further presentation to the DDO/CD
  • Ensure proper and adequate understanding of Somalia labor laws and IRC’s obligations and advice the FM on the same
  • Manage recruitment process under the field office level including review of CVs and short listing and ensure that all recruitment has passed through reference checks, timely job offer and proper orientations for newly hired staff
  • Monitor and ensure the timely preparation and payment of payroll for the IRC staffs & seconded staffs, back pay, severance and other related pays due to staff
  • Monitor and ensure that all personnel documents are updated and maintained in the personnel files at the field office
  • Ensure all staffs in Dhusamareeb have complete personnel files
  • Ensure all employees database is maintained and updated
  • Maintain up to date leave records for staff
  • Follow up and ensure to conduct exit interviews for exiting national staff and maintain copies on the file
  • Monitor and coordinate timely contract renewals, preparation of ID cards, hiring and termination letters
  • Overall responsibility for office administration ensuring smooth functioning of the office and portrayal of professionalism- cleanliness, staff attendance, management of visitors
  • Follow up timely procurement of office supplies and monitor reconciliation of office supplies with the warehouse report from logistics
  • Assist in purchasing and selecting staff gifts, organizing fare well parties etc

REQUIREMENTS:

  • University Degree/College diploma in Office Management, Business Administration with focus on human resource management and office administration
  • At least 3 years experience with an INGO in similar roles
  • Strong organizational skills, ability to operate professionally and at a pace that assists in fast tracking various HR processes and decisions
  • Ability to manage demanding workload and problem solving
  • Excellent computer skills, especially word, excel and power point

This will include planning, coordination, budgeting, project implementation, monitoring, evaluation, Proposal Writing, reporting, communication and team management.
The PM will liaise with and report to the Program Manager and Executive Director on all project, administrative, and regulatory issues. The PM will also report to the Project steering Committee, comprising the Donor, CED and local administration, and, as necessary, collaborate with government officials on matters of mutual interest.

The key responsibilities include, but are not limited to, the following:

  1. Ensure the approved project agreements are delivered according to the contractual requirements of the Donor; i.e., all activities and deliverables are completed within the agreed timescale and budget, and any other requirements or criteria are fulfilled as specified in signed agreements.
  2. Develop and regularly update detailed six-monthly work plans and budgets with Project Officers to guide project implementation and ensure the project progresses towards completion.

  3. Ensure Interim (and other occasional) programmatic reports for donors are prepared as required, ensuring these are of a high quality and submitted to the Program Manager in a timely manner for submission to the donor.

  4. Responsible for the production of timely concept papers, proposals and reports for new and ongoing projects according to the organizational strategy.

  5. Directly lead, manage, and motivate the Project Officers and other staff under your direct line management. Ensure the staff member has clear job descriptions, work plans and objectives and receives quarterly performance reviews to ensure quality performance.

  6. Supervises the work of the project team to ensure proper project implementation.

  7. Develop and apply a sound project/program monitoring and evaluation system/tools and ensure that the program progress (activities and outputs), results and immediate objectives (outcomes) and impacts are systematically tracked, documented and shared on the basis of CED and donors’ requirements.

  8. Coordinate all assessments, monitoring and evaluation work in close coordination with the Communication and Media Officer & MEAL Officer.

  9. Collect and collate all program reports, lessons learned, good practices and success stories in collaboration with the Communication and Reporting Officer and MEAL Officer as well as the program team on regular basis.

  10. Monitor and support all project staff in implementing the project. In particular this includes ensuring that appropriate induction, training, and follow-up needs of all project staff are identified and planned for in collaboration with the Program Manager and Human Resource Manager.

  11. Work with project staff to identify the technical support needs of the project and ensure this support is provided.

  12. Ensures progress is taking place as per the plan and immediately reports any deviation in terms of time, cost, or modification of the objectives of the project.

  13. Be fully aware of and participate as required in the development and review of the project’s plans and strategies.

  14. Establish protocols for communication and management arrangements CED staff working in the project and other programs.

  15. Monitors the project communication and visibility plans in line with the overall communication strategy of the organization and ensures maximum visibility of the Project

  16. Ensures the project’s progress is monitored monthly.

  17. Monitors budget implementation, compliance and financial reporting to donor.

  18. Ensures timely completion of narrative, quantitative and financial reports.

Job Summary

Under the overall and supervision of CED Program Manager, the Communications and Media Officer will be responsible the collection and dissemination of information and communication strategy of the program, advocacy activities, donor liaising and fund-raising to ensure broader internal and external understanding of the work being done under the projects. He/she will represent CED in the UN, EU and international agencies meetings in Somalia and Kenya. He/she will make presentations and submit CED activities and achievement to all concerned partners and donors. He/she will manage the delivery of high quality media coverage of CED's programs. A communications and media officer compiles program reports and ensure that they are communicated appropriately in line with different projects implementation mandate.

Responsibilities

  1. Represent CED in meetings of the UN Clusters, International Agencies, donors and other technical and coordination meetings on behalf of CED.
  2. Assist CED in advocacy, lobbying, and campaigns, project funding and fund-raising.
  3. Develop organisational communication strategy plan
  4. Develop and implement the CED’s different projects communication and visibility plans in line with the overall communication strategy of the organization.

The IRC has been operational in Central Somalia (Mudug and Galgadud regions), Puntland and Mogadishu implementing interventions in the areas of livelihood, WASH and health reaching out to more than 200,000 conflict and drought affected people.

Summary of Responsibilities:

Under direct supervision of Deputy Director of Operations, the Field Manager will play a pivotal role in managing the IRC Dhusamareeb field office. The position holder will ensure quality office administration, security management, managing field trips of the program staff and maintain close working relationship with relevant authority and other actors such as INGOs and UN agencies. The position will contribute to program assessments undertaken by IRC in Galgaduud region from time to time, monitor humanitarian and security trends and represent the IRC in relevant coordination forums.

Key parameters for success for the role include- flexibility, pro-activeness and problem solving, facilitating team work, cost effectiveness and seeking and providing clarity to program and operations teams.

Specific responsibilities

A.Operations

  • Work with the field team and the senior management team for IRC Somalia in achievement of the country program strategic plan and priorities identified therein.
  • Ensure compliance of all IRC policies. Orient and train the supply chain staff at Dhusamareeb office site and ensure all activities are implemented in line with the IRC supply chain guidelines and policies.
  • Line manage about 5 staff and provide quality overview HR management support to all staff in the office- ensuring that recruitment, orientation, staff management issues are dealt with in line with the IRC organisational policies and guidelines. Make sure that documentation for all HR management issues are in place. Work closely with the HR team at the Nairobi office in performance of various HR functions
  • Encourage and participate in staff development initiatives for the office.
  • Provide close oversight to the operations component of the program including management of the vehicles, logistics and procurement of materials, store management and IT functions
  • Ensure that staff prepare monthly and weekly travel plans and coordinate efficient movement ensuring adequate security
  • Ensure efficient visitor management to the Dhusamareeb office including booking of hotels, airstrip pick up, security and organizing external meetings.

  • Review and provide guidance in the development and maintenance of an operational budget for the field office which fully reflects the changing needs of the office. Work with Grants and finance teams in Nairobi and field office staff to ensure that these needs are met in present and future budgeting activities.
  • Review operational support staffing structure on a quarterly basis and submit your recommendation to the Deputy Director of Operations for action.
  • Enforce discipline among staff and ensure proper documentation and compliance with IRC policies and procedures.
  • Enforce compliance with IRC logistics, finance and administration policies and procedures. This includes but not limited to organizing at least three sessions per year to orient and update staff on policies and procedures.

B.Programs

  • Facilitate a good working relationship between the Sector coordinators/ managers for different sectors and respective program teams at the field office.
  • Line manage the Program Manager/Officer for the Dhusamareeb office (to whom the field program team leads report) and ensure that strong and facilitative linkages are built with sector coordinators.
  • Work closely with the Deputy Director for Programs for Somalia, Finance and Grants team members in ensuring that all planned activities are implemented at the field site and any concerns/ risks are addressed
  • Ensure that the budget spending rates are in line with project work plans and the program and supply chain staff plan and submit PRs, work-plans and other necessary documentation in good time.
  • Actively seek input from program personnel on how systems and support functions can be improved with program results in mind.
  • Ensure adequate support and communication to program staff in the field locations for them to be updated on all relevant changes to policies
  • Monitor the work-plans of each program and raise over-laps or operational constraints
  • Help with and encourage program planning. Participate in Grant opening and closing meetings as well as grant mid-point review meetings
  • Provide guidance to program staff on implementation of projects including regular field visits.
  • Take lead in IRC program expansion plan and identification of new areas of intervention depending on fund availability and donor interest.
  • Make sure that clan diversity and fair and equal distribution of IRC resources to different communities and that target locations are selected on the basis of need.

C.Staff Safety and Security Management

  • Act as the security focal point for the Dhusamareeb field office and communicate issues promptly as they are observed for necessary guidance and support from the Deputy Director of Operations and Country Director.
  • Ensure development and implementation of the standard operations procedures for the office and train staff on the same
  • Complete incident report forms as necessary and encourage all staff to fill in the form should there be any security incident that he/she is aware of.
  • Review safety and security issues at field sites, compiling recommendations for Deputy Director of Operations and Security coordinator.
  • Communicate changes in the security situation to the Deputy Director of Operations, Security Coordinator and CD in a timely manner.
  • Provide weekly security updates to the Deputy Director of Operations and Security Coordinator highlighting impact on IRC’s work and remedial actions.
  • Recommend and implement security enhancement measures for IRC Dhusamareeb Office/Guest house compound.
  • Monitor security/ political development in the region and its surroundings and inform Deputy Director of Operations on weekly basis about any security changes in the areas of operation.
  • Brief all visitors proper security and safety procedures in a timely fashion upon arrival and are briefed on specific site security before departure on field trips.
  • Together with the Security Coordinator, identify security and training needs of the field team and ensure that staff attend necessary trainings.
  • Responsible for ensuring that Security Guidelines are in place and implemented and adhered to by the field staff.
  • Responsible for maintaining continuing awareness of prevailing local security conditions, identifying probable threats and risks and advice program managers/coordinators and staff on all security related matters.
  • Conduct regular security and risk assessments, security management reviews and brief national and international staff on changes in security situation, security policy and security operational guidelines.
  • In crisis, is responsible and authorized to re-assess security strategies and increase security levels without prior consultation.
  • Inform the Country Director (CD) or DDO and Security Coordinator of any security alert, incidents, any changes in the region and its surroundings.

D.External representation and networking

  • Represent the IRC to local government authorities and line ministries, donors, visitors, and partners
  • Act as the focal point for the IRC office Dhusamareeb of Galgaddud region.
  • Coordinate closely with the community leaders at various locations in Galgaduud region and make sure to establish good working relationship with them

Position overview:
The CP/IDTR Capacity Building Officer will contribute to UNICEF core commitments for children in humanitarian action (4 UASC and 6 PSS). The position is responsible for building capacity for CP/IDTR officer and case workers on case management, basic emotional support for UASC and their care givers, as well as improving support and follow-up for children and caregivers in informal foster families through case workers and community-based approaches.

Main responsibilities:

  1. CP/IDTR team and referral partners training and mentoring on IDTR, case management, PSS and working with caregivers
    • Develop and conduct training and mentoring for INTERSOS CP/IDTR staff on CP basics, protection principles including child-centered approach and adherence to INTERSOS code of conduct, child protection, PSEA and data protection policy;
    • Develop and conduct training, mentoring and regular competency review with the CP PM and CP/IDTR Field Coordinator on IDTR case managementfor INTERSOS and partners including:
    a. Create a climate of trust and care;
    b. Introduction, Consent procedure
    c. Rapid case assessment;
    d. Comprehensive best interest assessment, case action planning and implementation;

Purpose of the job

The Fundraising and Communications Manager is required to set up, launch and manage fundraising strategy & program. The Fundraising and Communications Manager will be responsible for establishing funding strategy, liaising with donors, donor research, monitor the funding requirements of the organisation and identify and develop new sources of income and suitable donors in order to maximise external funding for programs. Primary responsibilities include the institutional fundraising and resource development; external communications; advocacy; cultivating and maintaining relationships with partner agencies, donors and other stakeholders; participating in the representation of the organization in various arenas; and serving as member of the Management Team of CED.

Key responsibilities:

  1. Develop, implement and review comprehensive fundraising strategies and plans to ensure clear and achievable fundraising objectives; and positive and effective relationships with the donors.
  2. Ensure that the fundraising strategy of CED is adequately diversified and includes tactics in specific areas such as major donors; web based giving, foundations, corporate support, etc.

Job Summary

A human rights protection officer (HRPO) trains communities and local institutions on human rights and how to redress violations of the civil, social, cultural and political rights basic to Somalis under the Human Rights and Civic Education project. The positions works closely with the Human Rights monitoring and evaluation officer and is responsible for all protection issues to mitigate or redress violations. The position also works closely with human rights legal experts recruited for short-term assignments under the project.

RESPONSIBILITIES:

  1. Training on Human rights protection based on:
    • Gathering information on human rights violations in the project areas
    • Visiting victims of human rights violations to gather facts
    • Interacting with government leaders and attending trials to follow-up on redress mechanisms of each reported cases

  2. Implementation
    • Prepare a detailed implementation plan (DIP) based on project’s logic of implementation and use it to guide the timely and quality project implementation
    • Establish 12 community based dispute resolution institutions (CBDRIs) spread across the five priority regions targeted under the project for capacity building on delivering fair and affordable justice
    • Train 12 CBDRIs on:
     the legal provisions in the constitution and how to resolve conflicts in line with the law
     application, observance and enforcement of customary law
     monitoring the security services in their observance of the law and provide feedback that would contribute in reforming the security services
    • Mobilise and motivate CBDRIs and other regional stakeholders to form coalition of stakeholders canvasing for reforms and protection of human rights

FINAL EVALUATION TERMS OF REFERENCE (TOR)

  1. Introduction

a. The organization
CARE International had been Operating in Somalia since 1981 in delivering humanitarian service to the most vulnerable members in the community. CARE currently works through three main programs: First, the Rural Women program which supports poor, rural women and girls in addressing long term underlying causes of poverty and vulnerability as well as social, cultural, political and economic obstacles towards positive change. We help women and girls improve their economic status, access education and support them to play a greater role in local leadership and conflict resolution. Second, the Urban Youth program focuses on job creation and livelihood opportunities for poor youth through interventions such as secondary education, vocational training, small business development and microfinance. Third, the Emergency program provides direct humanitarian relief to victims of drought and conflict in Puntland, Mogadishu, and Lower Juba.

b. The project
CARE Somalia is implementing a WASH project in Sool, Sanaag and Togdher regions of Somalia/Somaliland under the Rural Women Program. The objective of the project is to contribute to the resilience and drought recovery of Sool, Sanaag and Togdheer and reduce vulnerability to future droughts with specific focus on the role of vulnerable/women headed households. The project is an expansion of sustainable environmental services (WASH) for 15 selected rural villages in the 3 regions.

The project was designed to address the needs of women, children and the vulnerable, consistent with CAREs programme’s target group, for having enough safe water close to the home, safe faecal management and dignity through a household latrine, inclusion through community hygiene promotion, children’s hygiene and community led total sanitation (CLTS) training. In addition women will be given a chance to take on a lead role in water related SMEs as the government puts in place systems and structures to manage water in the communities. Overall, the project will reduce risk against the multiple factors causing diarrhea, reportedly the main cause for child deaths in Somaliland and improve the public private partnership for future sustainability.

c. Project Objectives
The specific objective for CARE’s Haraad Reeb (Quenching the Thirst) project is to have an expansion of sustainable environmental services (WASH) for 17 selected rural communities in Sool, Sanaag and Togdheer.

The project will directly contribute to 3 Expected Results as outlined below:

Expected Result 1: Enhanced access to water by improving water infrastructure

Indicators
a. 30% of beneficiary households with average water use for drinking, cooking and personal hygiene is at least 15 litres per person
b. 36,000 people gaining access to an improved drinking water source, 30% will be women and girls
c. 100HH targeted for rain water harvesting mechanism

Expected Result 2: Improved operations and maintenance of rural water supply

Indicators:
a. The water act disseminated and adapted by key stakeholders in rural water supply
b. 16 water systems managed through public-private partnerships in a cost recovery mechanism
c. Community technicians are able to service and maintain water systems.

Expected Result 3: Sanitation and hygiene practices improved in the rural community
Indicators
a. 5 villages certified as “open defecation free” communities
b. 15% of people who observe the four key hygiene practices (washing hands after defecation, after cleaning a child’s bottom, before eating and preparing food)

To address the longer-term water, sanitation and health issues faced in the targeted villages, CARE will work with communities, Somaliland government authorities and the private public partnership to implement community-based sustainable WASH systems. This will be done through the formation and capacity building of development committees and associations. To achieve this strategy, CARE has facilitated the formation of Development Committees, women groups and User Committees in each village. CARE is undertaking capacity building to ensure institutions are effective in addressing the concerns of the communities.

  1. Objectives of the evaluation

The overall objective of the final evaluation is to assess the progress made towards achievement of the overall and specific objectives of the project, and achievement towards the indicators of the project. The evaluation will assess the overall impact (positive as well as negative) observed as a result of the project intervention. The terminal evaluation is expected to generate well documented findings, lessons learned and recommendations.

CARE shall hire an external consultant for 17 days to carry out the final evaluation.

The project’s final evaluation is a part of the agreement with the Federal Ministry for Economic Cooperation and Development (BMZ). The evaluation will be done to assess the WASH situation at the end of the project provide recommendations based on lessons learnt from the project interventions.

The assessment will help determine some impact signs the project has made on the main target communities, in terms of improved hygiene practices and increased access to safe drinking water and increased access to sanitary facilities. The final evaluation will also gauge the level of community and other stakeholder participation and ownership of the implementation process including the identification of the intended and unintended outcomes, best practices and lessons learned as well as challenges arising from programme implementation and provide recommendations on the way forward for future programming.

A. The purpose of the final evaluation is primarily:

• To assess extent to which the project has achieved its objectives and created the expected changes in target communities lives.
• To review the achievements against targets of indicators established in the project’s logframe
• Assess whether the project objectives and strategies were relevant in addressing the identified problem(s).
• To evaluate the effectiveness and efficiency of the different approaches used to implement the project
• Establish the extent to which the results of the project are sustainable
• To generate learning (positive and negative) and good practices in implementing the project that could be applied in future programming.
• Based on the findings of the evaluation make specific recommendations for different stakeholders for improvements for community-based sustainable WASH systems.

B. An assessment of a number of critical elements in the project approach and methodology
• To assess the increase in knowledge, attitudes, behaviours and practices of community members on key hygiene practices
• To assess capacity development/building and strengthening of government and community systems and structures in rural water supply management such d private sector linkages component of the WASH project, and provide suggestions to improve these linkages
• To highlight the challenges and lessons learnt in applying the community-led total sanitation (CLTS) approach in theSomaliland context
• To review advocacy positions on the implementation and enforcement of the Water Act with the Ministry of Water and its local representations
• To assess the effectiveness of measures put in place to ensure project achievements are sustained and review existing PPP arrangements and give recommendations and suggestions for improving the sustainability of the project

C. An assessment of the achievements of the project so far against log frame indicators and Organisation for Economic Co-operation and Development (OECD) criteria
The consultant shall assess the project achievements against the following criteria (relevance, efficiency, effectiveness, impact and sustainability):
Relevance
The consultant should look at the design of the project and assess the extent to which the stated project objectives address the identified problems or real needs.

Efficiency
• Analyse the quality of day-to-day management (adequacy of project budget, management of personnel, project properties, communication, relation management with elders, community leaders, other development partners, etc)
• Local capacity building: To what extent the project is able to strengthen the institutions such as communities, government, women groups and the private sector in coordination with other agencies implementing similar projects

Effectiveness
• Assess whether the beneficiaries (communities and LNGOs) perceive that the planned benefits are appropriate
• Assess the appropriateness of the indicators (OVI’s) and make recommendations on any possible changes to be made.
• Assess the robustness of the monitoring protocol and data collection & compilation by project staff based on the log frame indicators.

Impact
• To assess the planned overall objectives against the logframe indicators;
• To assess how the project would impact on the access of beneficiaries to WASH services and, as a result, their health;
• To assess the extent to which strengthening the government capacity in management of water systems and structures would impact on sustainability of the project;
• To analyse the project approach to gender and its possible impact on gender equity and related issues;
• To assess the possible intended or unintended impact on environment.

Sustainability
• Ownership of objectives and achievements: to what extent have the stakeholders been consulted and involved in defining the objectives, the selection process for activities and beneficiaries, implementation?
• Institutional capacity: Assess the degree of commitment of stakeholders, community and institutions in owning the project, the measures taken to strengthen their capacity and suggest improvements for the future.
• To analyse the capacity building component of the project including appropriateness of training methods and suitability of the approach in implementing the project.
• To assess the economical and financial sustainability of the interventions.

At the end of the final evaluation, the external consultant shall produce a comprehensive report and present it to CARE and BMZ.

  1. Scope of Evaluation

    The terminal evaluation will be implemented in 25th January – 11th February 2016 over a period of 15 working days. While the main emphasis of the evaluation should be on measuring the final achievements, results and impact of the project against baseline values on each of the indicators, the final evaluation should also cover the relevance, effectiveness, efficiency and sustainability.

    The geographical scope of the evaluation is Sool, Toghdeer regions and Sahil in Somalia/Somaliland.

  2. Methodology
    The consultant shall use mixed methods including desk review, key informant interview sample survey, and observation using simple but numerically sensitive tools to collect data. The sample size must be statistically representative of the population. The analysis will involve statistical and content analysis using appropriate packages as deemed fit by the consultant. The analysis among others should show trends and to the extent possible should be disaggregated by gender and location. The BMZ WASH project is part of the Vulnerable Rural Women Program. In consultation with the Program Coordinator the consultant will include relevant program-level indicators from the Vulnerable Rural Women Program Strategy to measure the extent to which the project is contributing to the following strategic objectives:
    i. Over 70% of rural HHs have access to a reliable, safe and affordable water source
    ii. 70% of rural HHs have access to improved sanitation facilities

  3. Tasks

The consultant will undertake the following tasks:

  1. Conduct meetings with key project staff of CARE, partners and Ministry of Water resource
  2. Design the evaluation, including data collection tools for the project and relevant program indicators and sampling technique and size.
  3. Obtain feedback on data collection tools and evaluation design from key CARE, Ministry of water Resource and finalize data collection tools and evaluation design
  4. Conduct desk reviews of secondary information and project documents including the project proposal (including logframe), implementation and M&E plans of the project, project financing agreements and any other relevant documents.
  5. Train enumerators who will pre-test the data collection tools. During training, the consultant will translate the tools into Somali.
  6. Collect data from a representative sample of individuals from the target groups and key stakeholders, including, Ministry of Water, women’s groups, village committees, local authorities and relevant private sector stakeholders, through e.g. household questionnaires, key informant interviews (KII) and Focus Group Discussions (FGDs)
  7. Assess quality of on-site water and sanitation facilities and associated infrastructure previously constructed by CARE;
  8. Data processing (data entry, verification and analysis);
  9. Report writing and submission of first draft report
  10. Presentation of findings and recommendations to and validation by key stakeholders
  11. Finalize the report incorporating feedback and submission of final report.
  12. Hold community and stakeholder feedback sessions to present findings and recommendations of the study

There should be adequate women representation and participation throughout the data collection process. Where necessary, especially in rural areas, focus group discussions should be conducted separately for men and women.

  1. Deliverables

The consultants will produce the following specific deliverables after signing the contract:

The report will be written in English.

The consultant needs to produce 3 hard copies of all deliverables. The final report will also be provided in electronic copy (both PDF and MS Word format) on a CD.

  1. Expertise required

The evaluator should be an experienced and independent consultant with the following expertise:

• Minimum of 10 years professional experience in developing countries, including previous experience working in Somalia/Somaliland;
• University degree in project management, water engineering or other relevant related subject;
• Excellent understanding of water structures, problems related to personal and environmental hygiene, institutional governance and public-private sector partnerships.
• Be conversant with community basic WASH systems and designs in water related structures.
• Demonstrated experience in community development / community targeting / rapid rural appraisal.
• Have a good understanding of Somalia/Somaliland and its history, and the resulting impact this may have on the working environment.
• Have an understanding of operating conditions in an insecure environment
• Have practical experience in assessments, planning and implementation of interventions using participatory methods such as Participatory Rural Appraisal (PRA).
• Familiar with Project Cycle Management and evaluations

  1. Work plan and Time schedule

The consultancy is expected to take place in the months of 1st February 2016 – 17th February 2016 in a total of 17 days, including preparation, evaluation design, field work, report writing and presentation of findings and recommendations to CARE, partners and external stakeholders.

The first draft report is to be received by February 20 2016.

The consultant shall adhere to the “Do No Harm” principle and any other humanitarian principles. The consultant will be required to follow CARE Somalia’s security advice.

Specific Responsibilities

  • Develop the overall framework for the project’s M&E systems, in collaboration with USAID and senior project staff, including requirements, reporting, baseline, and evaluation surveys.   • Conduct field visits for data validation, to monitor the quality and completeness of data sets. Coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data.   • Generate monthly indicator reports and tracking progress against key indicators.
  • Ensure timely and accurate submission of project activities to donor, including progress against targets set in the award agreement and annual work plan, quarterly, and annual reports.
  • Provide technical leadership and support to project and partner staff in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting. Supervise, mentor, and build capacity of project M&E staff
  • Develop and implement effective monitoring tools and approaches to demonstrate the effectiveness of project interventions.
  • Support the Chief of Party in coordinating the mid-term and final project evaluations.

Required Experience:

  • Master’s Degree in a relevant field (development studies, public health, demography, statistics, etc.)
  • Minimum of six years’ experience and demonstrated practical skills in M&E of donor-funded development programs. Previous experience supporting education-related programming is an advantage but not a requirement. (Previous experience working on a USAID-funded contract is strongly preferred.)
  • Strong knowledge of M&E methodology data analysis and synthesis, performance evaluation and correction, and report writing.
  • Demonstrated capacity to use project M&E to advance strategic goals and provide data for decision-making.

Position Summary

The finance Manager will be in charge of finance policies, procedures, and ensuring timely and quality reporting of Financial and grant management related duties of the CED offices in Mogadishu and Nairobi under the technical supervision of CED Executive Director.     Security:

  28. This will involve close monitoring of the daily regional security situation and providing updates to the Project Staff. This will also involve the first-line supervision of the security guards, including protocol and training needs for the security team.

  30. Ongoing analysis of the context and developments in relation to the security situation.

Job Summary

Provide human rights monitoring, evaluation and reporting in the project implementation areas. This position will specifically be responsible for monitoring human rights and civic education Project.

RESPONSIBILITIES:

  1. Monitoring
    Work with local leaders and external consultant in mapping civic education needs and priorities
    • Data collection and entry of project monitoring information on human rights as per monitoring plan jointly prepared with stakeholders.
    • Keep a record of reported human rights violations and progress in redressing abuses
    • Maintain a record of human rights cases, situations and progress in the project area and update the project team regularly
    • Visit locations and communities to assess needs and any human rights issues requiring attention
    • Monitor the progress in government and the CBDRIs in delivering justice to all
    • Monitor communities understanding of and implementation of the human rights as per the Somali constitution
    • Assessment of the progress of project activities in achieving results and based on the findings, advice project staff appropriately during project review meetings
    • Promote a participatory and community-led monitoring and evaluation process of the project activities to measure changes and inform on review of strategies

  2. Evaluation
    • Assist in primary and secondary data gathering for project evaluations.
    • Compilation of reports on activities implemented giving assessment on quality of implementation
    • Assess the progress on capacity of community based institutions supported under the project in their administration of justice and human rights to all
    • Work with external consultants in arranging interviews and field data collection during periodic monitoring and evaluation of the project

    • jointly with other project staff, organise 10 consultative meetings (2 per region) at village level to be attended by all stakeholders to determine the civic education needs to guide in development of training curriculum
    • Assist in organizing of field assessments including secondary data gathering for an expanded program in civic education.
    • Assist in the collection/compilation of primary data for concepts papers and proposals.

  4. Implementation/Training
    • Participate in selection and training of 45 human rights champions in monitoring and reporting on human rights
    • Guide and monitor the human rights champions in the sensitisation of the population on the role and compliance of national security services with the provisions of the Provisional Constitution
    • Train and sensitize the communities on the role of security services and the role of the community in monitoring and reporting violations of rights
    • Develop monthly training schedules
    • Train communities in conjunction with the human rights champions on the role of customary law as linked to the constitution
    • Attend community planning meetings and offer guidance based on monitored data
    • Assist in the compilation and dispatch of project monthly reports.
    • Prepare field visitation plans and make Regular field visits
    • Organize public and media events that promote civic education awareness and hence protection
    • Maintain a filing system for general human rights activities.
