Angola: WASH and Energy/Environment Coordinator

NCA opened a country office in Luanda in 2003, one year after the end of the civil war in Angola. The country office is currently implementing long-term programmes on Climate Resilience, Economic Empowerment and Resource Governance in several provinces of Angola.

In April 2017, approximately 30 000 refugees fleeing political and ethnic tension in the Kasai Occidental region in the DRC crossed the border into Angola, in the Lunda Norte province. NCA Angola entered into an agreement with UNHCR in July 2017 to supply WASH services in response to refugee influx from the DRC. An energy and environment component was added to the project in September. The initial implementation period ended on 31 December 2017 and are in NCA Angola is in the final stages of formalizing an agreement for 2018.

We are now looking for an experienced WASH and Energy/Environment Coordinator to manage the WASH and Eneregy/Environment team and coordinate all the activities with other collaborative organisations.

The position is contingent on funding and initially a six months contract, with the possibility of extension. The position reports to the team leader who leads NCA Dundo office.

Job description

  • Manage the WASH and Energy/Environment team, ensure that daily and weekly plans are completed;

  • Coordinate with the authorities and other organisations in the WASH and Energy/Environment sector, especially UNHCR, UNICEF and ACT Alliance partner LWF

  • Monitor NCA WASH and Energy/Environment activities and budgets, and report in a timely manner and according to requests from the NCA Dundo Team Leader and UNHCR.

  • Participate in Procurement committee and coordinate effectively with logistics, admin and finance teams

  • Ensure project interventions are technically sound, gender mainstreamed and that they comply with relevant standards and NCA’s accountability commitments.

  • Provide coaching to project staff and refugee workers to improve technical quality as needed.

  • Participate in project amendments as needed

  • Responsible for implementing and making sure the Core Humanitarian Standards are understood

  • Introduce accountability systems where missing

    Qualifications

  • Higher university degree (Master level) in relevant field (i.e. WASH engineering or similar)

  • 3-5 years’ experience in emergencies, preferably Africa.

  • Experience from WASH and Energy/Environment work in similar operations.

  • Verbal Portuguese skills necessary, alternatively very good Spanish skills, French skills an advantage, in addition to English verbal and writing.

  • Good knowledge and command of WASH and Energy/Environment monitoring, evaluation and reporting tools

  • Good communication and cooperation skills to effectively lead a team

  • Proactive and cooperate constructively with other WASH and Energy/Environment actors

  • Respond quickly to a rapidly changing context and make context-appropriate recommendations and programming decisions

  • Ability to seek solutions in a challenging context

  • Work under pressure and with tight deadlines

  • Maintain a coaching attitude and have the ability to provide constructive criticism without creating defensiveness on the part of others.
