NCA opened a country office in Luanda in 2003, one year after the end of the civil war in Angola. The country office is currently implementing long-term programmes on Climate Resilience, Economic Empowerment and Resource Governance in several provinces of Angola.
In April 2017, approximately 30 000 refugees fleeing political and ethnic tension in the Kasai Occidental region in the DRC crossed the border into Angola, in the Lunda Norte province. NCA Angola entered into an agreement with UNHCR in July 2017 to supply WASH services in response to refugee influx from the DRC. An energy and environment component was added to the project in September. The initial implementation period ended on 31 December 2017 and are in NCA Angola is in the final stages of formalizing an agreement for 2018.
We are now looking for a committed Operations and Compliance manager to lead the Procurement Unit, and supervise the three unit staff members in Dundo. The position will also be responsible to lead other Operations, Finance, Administration and HR processes.
The position is contingent on funding and initially a six months contract, with the possibility of extension. The position reports to the team leader who leads NCA Dundo office.
Job description
- Lead the Procurement Unit and oversee all procurement processes linked to the NCA Dundo operation, both in Luanda Norte and in other provinces according to need
- Ensure that the NCA Dundo office develops and implements procurement systems and procedures in line with the NCA Procurement Manual and UNHCR Procurement policies
- Review of processes and documentation to ensure compliance and correction of processes that are not compliant.
- Identify needs and provide on-the-job training and oversight of Procurement Unit consisting of Admin/Logs Coordinator, Logistics Officer.
- Supervise the admin / finance team and quality assure administrative and financial procedures
- Ensure close dialogue with NCA Luanda finance management team on budget management and expenditure
- Support administrative personnel to develop performance plans
Qualifications
- Higher university degree (Master level) in relevant field (i.e. office administration/procurement/logistics or similar)
- 3-5 years’ experience in emergencies, preferably Africa
- Experience from procurement / admin and logistics work in similar operations
- Good knowledge and command of procurement systems and tools
- Management experience
- Verbal Portuguese skills necessary, alternatively very good Spanish skills, French skills an advantage, in addition to English verbal and writing

- Good communication and cooperation skills to manage the team and represent NCA with UNHCR, UNICEF and other actors involved in the humanitarian operation.
- Ability to work under pressure and with tight deadlines.
