interventions that build local capacity in underserved communities worldwide. Since 1991, International Medical Corps has responded to the emergency needs of the Somali population through interventions in health, nutrition, WASH, and food security and livelihoods.
1. PROGRAM BACKGROUND

In December 2013 International Medical Corps resumed the provision of inpatient health and nutrition services at Galkayo South Hospital in Galmudug Region of south-central Somalia. Nutrition services include stabilization center care and outpatient therapeutic feeding for treatment of severe acute malnutrition (SAM) among children aged 6-59 months, with and without medical complications, respectively. International Medical Corps is currently implementing a health and nutrition project in Galkayo South with funding from ECHO. Specifically, the grant supports inpatient medical care, both pediatric and adults, management of diseases of outbreak potential, outpatient and inpatient therapeutic treatment for SAM, HHN education and counseling to caregivers of children under-five.

2. PURPOSE

The main objective of this assessment is to carry out a SQUEAC coverage assessment determine the coverage of International Medical Corps’ CMAM program for SAM patients, and to identify barriers and boosters for accessing the program as well as carrying out a community assessment to strengthen a community mobilization strategy that fits with and builds on local resources to improve access and use of CMAM services

Specific objectives

1. To estimate coverage of the CMAM services in galkayo

2. To identify factors affecting uptake of the CMAM services in the area of operation (barriers and boosters)

3. To develop competencies and skills of technical staffs in SQUEAC methodology

4. To develop in collaboration with IMC technical team, specific recommendations and a joint action plan to improve acceptance and coverage of the programme.

5. To conduct a community assessment to understand and analyze the program context to identify existing systems, resources, community structures and cultural factors in order to strengthen a community mobilization strategy that fits with and builds on local resources to improve access and use of CMAM services

To achieve these mentioned objectives, the consultant is expected to undertake the following:

1. Train data collectors for the assessment: Transfer skills in undertaking a SQUEAC assessment to International Medical Corps’ national staff to equip them with skills to undertake a SQUEAC coverage assessment independently in future.

2. Supervise a full coverage survey (survey planning, data collection and analysis, and reporting) in all the targeted areas of operation in Galkayo South.

3. Organize actual survey: with support from International Medical Corps’ technical and support staff, ensure accurate data collection at field level. Ensure adequate supervision and coordination of the survey teams in the field.

4. Data processing and management; ensure accurate information is collected and analysis of all data is done with the team using all existing and new information available, and compile a comprehensive SQUEAC and community assessment reports.

5. Reporting: The preliminary assessment report will be send to the International Medical Corps within 10 days of completion of data collection; the consultant will present preliminary findings of the survey to International Medical Corps staff and other stakeholders in Galkayo south, IMC Nutrition Advisor and technical staff for review validation purpose. The final report will be submitted to International Medical Corps within 1 week after validation of the preliminary report.

3. METHODOLOGY

The coverage assessment will follow the three stages of the SQUEAC methodology namely identification of barriers and boosters (stage 1), confirmation of the main barriers using hypotheses (stage 2), and determination of coverage (stage 3).

4. DELIVERABLES

The consultant is expected to provide:

1. A detailed assessment design and estimated timeline

2. Preliminary and final SQUEAC and community assessment reports.

3. Power point presentation of followed methodology and preliminary findings.

5. DURATION

The proposed consultancy will last for 25 days (including training, data collection and technical report). A proposed work schedule will be developed and agreed with the consultant.

Qualifications:

All Bidders are required to meet the following minimum requirements in order to qualify for submission of their proposal:

The consultant is expected to demonstrate a track record of not less than three (3) years of experience conducting similar assessments in a developing country set up with diverse geographic and ethnic/clan compositions. The consultant should also list the scale of similar projects worked on in the past.

1. Advanced University degree in Nutrition, Health and/ or Public Health and proven experience in carrying out SQUEAC coverage assessments and/or community assessments.

2. S/he must have strong writing, analytical, negotiating, communication and advocacy skills.

3. Knowledge of the project area and the local language (s) will be considered a plus.

4. The consultant must have a strong background in statistics and data analysis.

5. Excellent reporting and presentation skills.

6. Attachment of all supportive documents with the technical proposal is required.
