About The Commission
National Independent Boundaries and Federalism Commission (IBFC) is responsible for the entire Boundaries delimitation, demarcation and Federalism process in Somalia. IBFC is mandated to establish inter-state, regional and district boundaries according to the Federal Constitution of Somalia.
Job Description
Under the supervision of the Chair and Secretary General of Somalia’s National Independent Boundaries and Federalism Commission), the advisor will assist IBFC in legal
Matters and activities related to the law of land rights and use.
The Legal Advisor will deliver results in the following areas:
- Support to the BFC on providing legal input on the development of legal framework on Boundaries delimitation and demarcation in Somalia; in particular but not limited to bills;
- Provide legal assistance as required during the upcoming boundaries delimitation and demarcation exercise.
- Particular providing legal analysis to the National Constitution administrative boundaries Articles and directives during the national Consultative Process when conducting Boundaries delimitation and demarcation activities across Federal republic of Somalia
- Establish, based on needs assessment and requests, a calendar of briefings on legal matters to stakeholders of the boundaries and Federalism processes.
- Develop legal framework and advise the IBFC on potential inconsistencies / contradictions in the legal Framework between the various legal texts organizing the delimitation and demarcation of national boundaries
- Assist the IBF in developing the internal policy regulations, procedures and codes of Conduct of the Inter-state taskforce committees conducting the delimitation and demarcation activities with local stakeholders and IBFC regional representatives.
- Ensure buy-in in the stakeholder’s engagement processes.
- Act as liaison between IBFC, Judiciary and MOIFA at Federal and state level to contribute to the preparation of manual of procedures, treaties/agreements ,MOUs ,Contracts and related training materials by IBFC to be used for the of IBFC delimitation and demarcation capacity building for field staff, Taskforces , IBFC representatives at the field stations, civil society members and other stakeholders;
- Assist the IBFC in liaison and coordination on legal matters with stakeholders to avoid overlapping and ensure consistency in technical assistance provided to different entities on legal frameworks;
- Draft reports, minutes, notes, manuals, training materials, and forms as they relate to legal issues;
- Perform other tasks and duties as requested by the supervisor.
- Establish protocols and filing systems for legal documents and official Correspondence.
Qualifications Required
- Level of Education: Master Degree
- Field of Study: Minimum Bachelor of International Law related to settlement of boundaries disputes and litigation or equivalent.
- Experience 5 years of experience related to Law, experience of settlement of land/boundaries disputes and litigation
Languages Essential: Somali & English
