About the Commission
National Independent Boundaries and Federalism Commission (IBFC) is responsible for the entire Boundaries delimitation, demarcation and Federalism process in Somalia. IBFC is mandated to establish inter-state, regional and district boundaries according to the Federal Constitution of Somalia.
Job Description
Under the supervision of the Chair and Secretary General of Somalia’s National Independent Boundaries and Federalism Commission), Researcher will assist IBFC in Matters and activities related to the Research of Boundaries and Models of Federalism..
The Researcher will deliver results in the following areas:
- Preparation of IBFC delimitation and demarcation data collection capacity building for field staff, Taskforces , IBFC representatives at the field stations, civil society members and other stakeholders;
- Prepare Assessment, Monitoring and evaluation reports of historical data and maps of Somalia Pre and Post-colonial period.
- Prepare and present the inter-state, regions and districts boundary line findings of the assessment conducted
- Assist the IBFC in liaison and coordination on research and data collection matters with stakeholders
- to avoid overlapping and ensure consistency in technical assistance provided to different entities on legal frameworks;
- Draft reports, minutes, notes, manuals, training materials, and forms as they relate to legal issues;
- Perform other tasks and duties as requested by the supervisor.
- Establish protocols and filing systems for Maps and Boundaries documents.
Qualifications Required
- Level of Education: Master Degree
- Field of Study : Minimum Bachelor of Sociology and Community Development Studies related to settlement of boundaries disputes, research of historical boundaries identification and demarcation and or equivalent.
- Experience : 5 years of experience related to Bachelor of Political Science, experience of settlement of land/boundaries disputes research
- Languages: Somali English
Desirable Skills
- Exactly define the scope of the anticipated research work;
- Be acquainted with the file classes in which boundary-related records are held in the archive (prior consultation of online and other catalogues is highly recommended);
- know the details of archive research policies, such as restrictions on numbers of documents consultable per day, permissions required, opening hours/holidays, access to document reproduction facilities and equipment, especially for maps (which may not be available or prove cost-prohibitive);
- Secure professional help from the archival staff. Drawing on their expertise may speed up the research process and facilitate access to materials not readily identifiable in the catalogues;
- Calculate enough time.
