1.Background:

VSF Germany is an international Non-Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in Southern Sudan, Northern Sudan, Kenya, Somalia, and Ethiopia. With focus on livestock health, agriculture, value chain and marketing, food safety, natural resources management, Peace and Conflict, Good governance, Disasters & Emergency but also developing the capacities of communities and governmental institutions, VSF Germany works towards food security and strengthened livelihoods of pastoralist communities.

Somaliland

The livestock accounts for about 60-70% of the total GDP and also employs 80% of the workforce in Somaliland: significantly contributing to the national economy. In different Somali communities, livestock producers are regarded as producers of milk and meat, income generators and stores of wealth. Fresh milk and other dairy products are staple food, vital items of trade for daily income but actual local supply below demand in both urban and rural areas in terms of quantity and quality in Somaliland. The below demand milk supply of milk is a function of low hygienic and quality standards since most of the trade is done through informal channels, where rules and regulations, if any, are hardly observed.

VSF- Germany has been implementing the BMZ funded project to strengthen dairy and meat value chain for income and food safety in agro-pastoral systems in collaboration with Ministry of Livestock and other stakeholders of Somaliland. In addition, the project will collaborate closely with other key stakeholders-at producer, trader and consumer levels while strengthening public and private partnership (PPP) particularly in the dairy and meat sectors.

2.Objective of consultancy:

The objective of this consultancy is to design and facilitate a three‐day (3) Business group formation, management and development training for milk and meat vendors inJune 2016 at each of the project sites of Salaxley, Cadaadley and Dacarbudhuq in Maroodijeex region. This training is intended to build the capacity of milk and vendors to enable to organize and effectively manage business groups.

3.Scope of work and duration:

The consultant will be expected to:

a. Design and facilitate a three‐day (3) Business group formation, management and development training for milk and meat vendors in Salaxley, Cadaadley and Dacarbudhuq districts.

b. Through the Business group formation, management and development training for milk and meat vendors, provide participants with:

· An understanding of the business group(definition, types, importance, purpose, etc.)

· An understanding of basics of business groups (Characteristics, rules & regulations, rights & responsibilities etc.)

· An understanding of business group organization and leadership (Vision, Mission, Constitution, membership criteria & relations, representative positions, selection/ election of leaders, etc.)

· An understanding of effective management approaches/ systems of business group (effective communication, organizingeffective meetings, human resource management, conflict resolution, cooperation & networking etc.)

· An understanding of basic business group financial management (Business financing, record keeping & financial records, budgeting and income sources, financial control, debt payment planning etc.)

· An understanding of services offered by business groups (Financing & sourcing for finance, group product marketing, group procurement of inputs and services, advocacy & lobbying and representation and negotiation etc.)

· An understanding ofbusiness group action plan (preparation of action plans, implementation & monitoring of action plans, reviewing and readjusting action plans etc.)

Deliverable outputs:

The activities and expected outputs are as follows:

· Prepare of course objectives, contents, tools, materials and stationeries required for the training.

· Facilitate a three‐day (3) Business group formation, management and development training for milk and meat vendorsatSalaxley, Cadaadley and Dacarbudhuq in Maroodijeex region;

· Provide relevant training materials in the area of Business group formation, management and development to participants;

· A comprehensive report of the training in each location;

· Carry out evaluation of the training in every venue and submit a report of feedbacks and recommendations from the participants;

· Provide feedback to participants arising out of the training evaluation;

· Provide the project management with a feedback analysis report from participants on the three‐day exercise for each location.

4.Methodology:

The training methodology employed should be experiential and participatory.

· Participants: Participants are mostly women without literacy skills and knowledge in governance.

· Selection of participants: Participants to training were selected by the Project team based on the project objectives.

· Logistics and equipment: The Project will provide all necessary equipment: projector, flipchart, office supplies and other materials at the request of the Consultants in order to ensure efficient completion of the training program.

· Working language: Working language of training is Somali. Materials should prepared in English and Somali. The reporting language is English

· Training materials: The Project will ensure printing of all training materials.

5.Profile of consultant**

· University degree in Organizational development/ management, Community development, or other related field.

· A minimum of 3 years of experience as a training consultant.

· Familiarity with pastoral setting.

· Excellent interpersonal communication skills.

· Good Planning and organization skills.

· Experience in working with women groups.

· Ability to work under time pressure.

· Fluency in English (written and verbal) and Somali is required.

6.Payment:

· 1st installment, the Training Institution/Consultant will be paid 40% of the quoted amount after submission of the training manual, training methodology and schedule.

· 2nd installment, the remaining amount shall be paid upon completion of the training and the acceptance of the final report.

The payments will be made in A/C payee cheques/or direct bank transfer in the name of the consultant or firm named in the contract. VSF Germany will deduct with-holding tax at source as per the rules of taxation governing VSFG operations and it will be deposited directly to custodian of such tax. No other benefits shall be admissible beyond what is stipulated in the contract, nor does it guarantee a regular position in VSF Germany.

7.General

Commitments:

All the outputs – Reports, data base, etc. produced by this assignment will not be disseminated in part or whole without express authority from VSF-Germany. Thus the consultant shall not produce these materials in any form (electronic, hard copies, etc.) to a third party without a written permission from VSF Germany.
