Angola: Project Manager with expertise in GBV in Emergencies - Angola

Background:

Due to armed clashes between militia loyal to Kamuina Nsapu (KN) and the Armed Forces of DRC (FARDC) have occurred in Kasai region in Democratic Republic Congo, as of 29 May 2017 over 30,000 Congolese have fled to Angola over the last months. Approximately some 500 persons are arriving daily mainly from Kamako area to Angola. Refugees are staying at Cacanda and Mussungue reception centres, as well as in surrounding areas of Dundo. 78% of pre-registered asylum-seekers are women, children and elderly. Very few aid agencies are present in Northern Angola and ready to support the refugees.

People in Need (PIN) has been active in Angola since 2006. A team of 8 expatriates and approx. 70 local staff manage several programmes focusing on improving education, livelihoods and food security, water sanitation and hygiene (WASH) conditions and gender-based violence that are implemented in Bié, Humabo and Huíla provinces. In response to the influx of refugees from DRC in northern Angola, PIN have been deploying Emergency team; and plans to start emergency response.

Job overview:

The Project Manager will be responsible for implementation of emergency GBV project in Lunda Norte province of the Northern Angola in response to resettlement of 30,000 Congolese refugees from Dundo to Lovua Municipality. The project will concern about the main activities as follows:

  • Distribution of Women Dignity kits
  • Establishment of Women and Girl Safety place incl. a women protection network set-up
  • Prevention activities/ GBV Mainstreaming

The implementation of the emergency project will be done in close cooperation and coordination of the PIN Angola country programme’s senior staff.

Main responsibilities:

  • To ensure the proper implementation, supervision and monitoring of the project activities (project cycle management);
  • To oversee the project team incl. capacity building
  • To coordinate with other Protection humanitarian actors at an implementation site
  • To provide logistical and administrative support for the project activities
  • To contribute to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information relating to safety concerns to his/her immediate supervisor
  • At the request of his/her supervisors, to represent the organization with local authorities and stakeholders involved in the implementation of the project
  • To contribute into the development of new interventions based on identified needs

Suitable candidate has:

  • Proven experience in and technical knowledge of Protection/ GBV sector; or international social work
  • Working experience in humanitarian context, especially with project cycle management is advantage
  • Sound understanding of principles of humanitarian aid
  • Excellent working knowledge of French is essential, knowledge of Portuguese/ English is asset
  • Experience with team management
  • Excellent communication skills and cultural sensitivity
  • Mature, well-balanced personality able to work independently in challenging environment
