Madagascar: WASH Consultant-Emergency Response, Antananarivo Madagascar (6 months)

Background and Justification

Significant damages and flooding occurred in several coastal towns across the east coast of Madagascar as a result of the passage of tropical cyclone Enawo from March 7 to 10, affecting nearly 434,000 people and resulting in over 80 deaths and 253 injuries.

While most areas rapidly mobilised due to a population made resilient by previous cyclones and continuously-improving preparedness, the situation remains dire in several humanitarian areas:

  1. In the 9 most affected districts, more than 1,600 wells and water systems need to be cleaned/disinfected. In addition, 553 schools and 60 health centers require immediate WASH assistance. 168,000 people need to be supported to restore their pre-cyclone water access and 145,000 people need to be supported to restore their sanitation/hygiene conditions.
  2. At least 120,000 children had their schooling disrupted with 3,900 classrooms destroyed and a significant loss of teaching and learning materials.
  3. Health surveillance systems have been damaged, but the first cases of diarrhea are being recorded. 3,000 treatments of diarrhea treatments (oral rehydration salts and zinc) have been prepositioned in the health centers at risk. Indications of increasing malaria cases.
  4. 35,000 households amongst the most vulnerable (single headed families, families with disabilities, families led by elders…) need cash assistance as a rapid way to address their immediate needs such as water, education supplies, child protection, food, and loss of habitat and essential items.
  5. While no immediate increase of violence against children has been noted, it is expected that the damages done to cash and food crop will increase the economic vulnerability of families in areas where sexual and economic exploitation of children are already frequently reported. Many displaced families and local authorities have reported the loss of official documents, including birth certificates for children

The most immediate humanitarian concerns remain:

  1. Water and Sanitation, as flooding of wells and water sources has contaminated drinking water
  2. Cash transfers and non-food items for most vulnerable
  3. Essential drugs, vaccine replacements and bednets
  4. Replenishing pre-positioned stocks of school supplies, as partners do not have means to replace lost materials **

Scope of Work

  1. Goal and Objective:** Under the general guidance of the Chief of WASH, the consultant will be responsible for assisting the UNICEF WASH Programme in Madagascar with the development, planning and monitoring of WASH components of the emergency response, initially focussed on cyclone ENAWO.

  2. Activities and Tasks:

  3. Conduct analytical interpretation and summarize the best available information from WASH assessments in order to benchmark progress of the emergency response over time. That is - monitoring indicators (quantity, quality, coverage, continuity and cost) of service delivery and track the progress in implementation, address bottlenecks, issues impeding sector response, for both WASH cluster and UNICEF response;

  4. Support the Country office in the coordination of the WASH cluster;

  5. Contribute to the preparation of situation reports, sector reviews, programme/funding proposals;

  6. Contribute to the update of the relevant sector and UNICEF humanitarian response plans;

  7. Ensure that interventions meet quality standards, in terms of clear goals definition, appropriate strategic choices and concrete results to be achieved and suggest corrective measures if required;

  8. Undertake field visits in affected areas to monitor implementation of emergency interventions by implementing partners and provide technical assistance as requested and travel to the field to assess response gaps as required;

  9. Assist the country office to identify capacity building needs for implementing partners, and implement the required capacity building activities;

  10. In collaboration with the team, design a medium- term/resilience strategy for the WASH sector that aims at mitigating the impact of future chocks; **

  11. Work relationships:

    The consultant will work under direct supervision and guidance of the Chief of WASH, and in collaboration with the UNICEF Emergency coordinator and WASH staff team.

  12. Outputs/Deliverables:

  13. Monthly update reports are promptly prepared and submitted to the Chief of WASH, using IM tools such as 5w matrix, Sitreps, Donor reports;

  14. Monthly reports based on SWOT analysis assessing the state of implementation of emergency WASH services are prepared

  15. Monthly field mission reports and updates on progress in programme implementation are prepared. These should include recommendations to adequately, effectively and efficiently respond to the needs of affected communities both in terms of timing and quality of execution.

  16. A medium-term/resiliency strategy is designed and validated with the relevant stakeholders. **

Payment Schedule **

Payments will be made monthly upon completion of deliverables as shown in the table above. **

Desired competencies, technical background and experience **

  1. Advanced university degree* from accredited Institutions in relevant fields such as public health, water supply, social sciences, environmental sciences or a field relevant to international WASH related development/emergency assistance. Additional training in Health Education or Communication for Development (Programme Communication), an asset;
  2. Eight years of progressively responsible professional work experience in the UN, other international development organization or national government.
  3. Recent experience in WASH in Emergency programmes including early recovery and resilience;
  4. Recent experience in WASH cluster/sector coordination and interagency coordination activities in relation to WASH emergencies
  5. Experience in WASH social mobilisation and behaviour/social change communication
  6. Fluency in English and French (verbal and written).

    Administrative issues

    The consultant will be based in UNICEF Madagascar. The duration of the consultancy is set for 6 months. **

    The consultant will be responsible for travel arrangements related to this Terms of Reference that includes travel and stay in Antananarivo (Madagascar) for the period of up to 6 months. All the costs, except in-country travel costs, will be included in the quoted consultant’s expenses.

    For local travels, the consultant will be entitled to use of UNICEF vehicles subject to UNICEF terms and conditions. **

    Conditions

    The consultant will be based at the UNICEF Madagascar Office.

    As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

    The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.

    Risks **

    There are limited anticipated risks for this consultancy as realistic and concrete deliverables have been identified against a clear timeline.
