Context:
As an intergovernmental organization established in 1951, IOM is committed to the principle that humane and orderly migration benefits both migrants and society. As the leading international organization in the field of migration, IOM works with its partners in the international community to help address the growing challenges to managing migration flows, to promote an understanding of migration issues, to bolster economic and social development through migration, and to work towards a global respect for the human dignity and the well-being of migrants.
Madagascar has been a Member State of the Organization since 2001 and IOM manages a permanent office in Antananarivo since 2014. As part of its country activities and in support of its humanitarian program, IOM initiated the “Enhanced Capacities for Humanitarian Data Collection, Monitoring of Population Displacements and Information Management for an Effective Response in the Southern Madagascar” project, which aims to (1) ensure the contextualisation, deployment, and use of Standard tools for Displacements Tracking Matrix (IOM DTM tools); and (2) to strengthen the resilience of local communities most affected by displacements caused by the drought through community stabilization activities.
In Androy, the pilot region, IOM works in coordination with the National Office of Disaster Management (Bureau National de Gestion des Risques et Catastrophes, BNGRC) and local humanitarian actors to carry out four cycles of data collection, which will be conducted in the four districts of the region: Ambovombe, Bekily, Beloha and Tsihombe. The Androy region, which is characterized by a slowly evolving disaster (drought), poses a very unique context for the deployment of the DTM tools, making Madagascar the first country in which the DTM tools are deployed context displacement of this kind.
There are two aspects to the implementation of the DTM. The first relates to the field activities mainly carried out by enumerators and supervisors for the collection of data. The second focuses on the processing and analysis of data. It is therefore necessary to have technological solutions and IT equipment adapted to this context and to the specific methodology defined for the steps of data collection and processing.
In this context, IOM is recruiting an International Consultant to (1) optimize the data collection and processing system for the various questionnaires developed through appropriate technological solutions; And (2) to make a series of practical recommendations in terms of appropriate IT equipment in order to allow a permanent appropriation of the means of data collection and processing by the national partner (BNGRC).
Objective of the consultancy:
The objective of the consultancy is to optimize the data collection and processing system for the
different questionnaires developed; and to make a series of practical recommendations to ensure the long-term appropriation of the means of data collection and processing by the
BNGRC, to which the equipment necessary for the continuity of the DTM's activities will be delivered over time
Core Functions / Responsibilities:
I- Home-based activities:
Develop and present a consultancy work plan detailing the methodology, the specific needs analysis, etc.;
Develop a questionnaire whose answers will enable the identification and evaluation of existing capabilities and technological solutions and the specific analysis of the needs of the partners involved in the DTM.
II- Site activities (Antananarivo et Androy):
Conduct an assessment of existing and/or available technological capabilities and solutions with the national partner and/or key DTM stakeholders at the central level in Antananarivo and the Androy pilot region;
Produce an evaluation report presenting the specific technological needs and solutions of the national partner and/or the key DTM stakeholders. Formulate a series of practical recommendations to ensure a sustainable appropriation of the means of collecting and processing the necessary IT equipment and hardware/software applications to be installed. IT requirements should cover the entire DTM cycle: from collection, to processing, to data analysis.
On the basis of the evaluation report:
a. Develop the data capture system so that it can respond effectively to data processing and mapping;
b. Format database fields from current software and/or specific software that is better suited to
DTM data management;
c. Develop a process through the components of the data processing software so that the quality and security of each step of the data processing is maintained at the most optimal level and in accordance with the requirements of the DTM reports;
d. Test the tools and the process and re-adapt them until they meet the specific needs for which they have been solicited;
e. Develop a user guide with the necessary information to use the tools and processes proposed and train IOM staff in the use of them.
Deliverables:
The deliverables are detailed below, and spread over a period of 30 days.
Deliverables
Presentation and validation by IOM of a work plan for the consultancy, detailing the methodology, the specific needs analysis, etc.
Presentation and validation by IOM of a questionnaire whose answers will allow the identification and evaluation of existing capabilities and technological solutions and the specific analysis of the needs of the partners involved in the DTM.

- Presentation to IOM of the evaluation report presenting the specific capacities and needs in technological solutions of the national partner and/or the main DTM stakeholders, as well as formulating a series of practical recommendations to ensure the permanent appropriation of the means of collection and data processing by the BNGRC.

Development of the data capture system
Formatting of database fields from current software and/or specific software better suited to the management of DTM data
Development of a process through the components of the data processing software
Operationalization of the tested tools
Presentation of the guide for users
-Training of IOM staff in the use of these tools

- Presentation to IOM of the final narrative report detailing the progress of the consultancy.

Required Qualifications and Experience:
Education
• Master's degree from an accredited academic institution preferably in Information and
Communication Technology (ICT) or related fields.
Experience
• Minimum of 3 years experience in the use, adaptation and creation of data processing software;
• Proven experience in DTM tools and mastery of the quality requirements of the information conveyed by DTM reports;
• Demonstrate strong communication and facilitation skills;
• Have solid training capacity;
• Have experience in the implementation of humanitarian projects would be an asset;
Languages
Fluency in English and French is required.
