A consortium of Save the Children International (SCI), CARE Netherlands and Norwegian Refugee Council (NRC) are implementing Horumarinta Elimiga Phase II (HE II) Program with SCI as the lead agency. The program is being implemented in partnership with Ministry of Education & Higher Studies (MOE&HS). The European Commission (EC) funded program is aimed at contributing to a sustainable, cohesive education system offering relevant services to the majority of the relevant age groups in Somaliland. The Technical Vocational Education & Training (TVET) is one of the major components of this program. The project has a target of reaching 1,100 disadvantaged youth (50% females) through the provision of employable skills training, linked with Employment Promotion Services and functional literacy/numeracy training. The skills training is being conducted in Vocational Training Centers and Host training Enterprises located in the major towns of Somaliland. So far, skills training have been offered up to skill proficiency level 2. In the past Labor Market Skills Surveys and Tracer studies, Leaders, and Donors have indicated a need to scale up skills training to higher levels of training to stem market saturation and enhance beneficiary’s professional career paths thus enhancing employment potential within and beyond Somaliland. The appropriateness and relevance of such training will be determined through a comprehensive feasibility study to be conducted in the Country which will effectively form the basis of a phased TVET revitalization program by the Government, development partners and championed by Save the Children Somaliland.
The feasibility study is anticipated to form the baselines of a roadmap towards a National TVET System development. In addition, the study will analyze the socio-economic operating environment; design of a phased upgrading framework of TVET Institutions; development of market driven competency-based curriculum; constraints and opportunities on TVET frameworks; cost recovery strategies and public-private sector markets systems development and its linkage with training and employment.
An in-depth analysis of the TVET subsector is needed to prioritize areas of need. This
should examine but not limited to, economic trends, the demand and supply of labor, the institutional capacity to manage and deliver TVET, institutional upgrading needs, and the role of and partnerships with other stakeholders. This preparatory technical assistance will help MOE&HS to undertake this feasibility jointly with SCI so that resources may be mobilized to strengthen TVET and by so doing advancing the vision of Somaliland leadership to the next technological level.
OBJECTIVES OF THE CONSULTANCY
The feasibility study will provide the Government and Development partners with sufficient information to make strategic decisions in revitalizing the TVET system in the country. In doing so, the study will inform the design of a sound TVET Strategy in line with SL education policy; upgrading and mainstreaming TVET institutions into the national education system. Specifically, the feasibility Assessment will:
a) Analyze the TVET socio-economic environment to determine the current status, future direction, policy reforms and overall strategy of revitalization of the sector in the short, medium and long-term interventions.
b) Review and analyze the current practice of TVET including policies, curriculum frameworks, providers, programs and career path progression, quality and cost recovery strategies to inform a rational phased TVET revitalization program.
c) Inform the design of a viable TVET national policy contributing to the development of skilled manpower at different levels, enhance the national development programs, Inform the nature and type of training to be offered, and the kind of training institution(s) to offer the training & provide recommendations and viable options in developing Institutions and programs.
d) Recommend an appropriate roadmap towards the development of a comprehensive national TVET strategy; leading towards upgrading of TVET institutions and facilities developing market driven modular competency-based curriculum; identifying employment constraints and opportunities and Cost-recovery strategies. Carry out an analysis on potential sectors for growth, linkages with TVET training and employment that will form the basis for planned private sector markets systems development. This will in turn contribute to enhanced economic activities and Youth employment.
How to apply:
QUALIFICATION AND EXPERIENCE OF THE CONSULTANT
To qualify for this assignment, the consultant should have:
a) Minimum of a degree in education or TVET;
b) Over 10 years technical expertise in TVET programs, curriculum, delivery, and Monitoring, Evaluation, Accountability and Learning;
c) Demonstrated experience and proven record in undertaking feasibility and baselines surveys, strategy development and private sector development; experience in TVET program development is an added advantage;
d) Show evidence of having successfully completed at least three similar assignments;
Interested consultants who meet the consultancy requirements should submit the following;
a) A detailed technical proposal that comprises methodology, work plan, the experience of previously conducted similar assignments, the capacity to undertake the assignment & budget for the consultancy period.
b) Draft proposed a structure of the feasibility project template.
c) A detailed work plan that clearly shows a number of days and deadlines for each task-including anticipated time for sharing draft to SCI, commenting, accommodating comments and finalizing the draft.
d) Curriculum Vitae including three professional references.
