Department Overview
Pact seeks a Programme Manager for the anticipated Bilateral Labour Intensive Stabilisation Programme in Somalia, funded by the Royal Norwegian Embassy. The programme will provide immediate benefits to communities in areas newly recovered from Al Shabaab, or in areas under threat by militant groups, as well as strengthen the ability of the government, including local authorities, to function and provide relevant services for Somali citizens.
Position Purpose
Reporting to the Team Leader, the Programme Manager for the anticipated Bilateral Labour Intensive Somalia Stabilisation Programme will provide day-to-day oversight for the programme’s operations, including working directly with local partners.
Key Repsonsibilities

  • Providing operational and administrative support to programme, including ensuring high-quality implementation of district-level activities and working directly with local partners
  • Working directly with district-level government, including providing capacity development support when required
  • Assisting in the review of scopes of work, programme reports, work plans, and ensuring quality of content
  • Keeping track of programme’s up-coming due deliverables and reporting dates; helping track and complete monthly financial reports
  • Coordinating preparation of project-related consultant agreements and tracking related payments
  • Supporting recruiting and onboarding processes for project staff
  • All other tasks Basic Requirements

  • At least 8 years of programme management experience in governance, peacebuilding or youth-focused programming funded by the EU or other European donors, with experience in Somalia or other fragile states.

  • Demonstrated experience and success in providing capacity development support directly to district-level stakeholders.\

  • Demonstrated experience with similarly complex projects involving coordination with multiple programs and partner institutions, including delivering at pace in conflict affected and fragile states, in political complex and high-risk environments, and managing demands from multiple stakeholders.

  • Financial management, compliance, procurement and due diligence experience.

  • Excellent communication and relationship management skills.

  • Fluency in English; fluency in Somali a plus.

  • University degree required; Masters Degree in International Development, International Politics, Development Policy or related field preferred.
