Department Overview:
Pact seeks a Finance Manager for the anticipated Bilateral Labour Intensive Stabilization Programme in Somalia, funded by the Royal Norwegian Embassy. The programme will provide immediate benefits to communities in areas newly recovered from Al Shabaab, or in areas under threat by militant groups, as well as strengthen the ability of the government, including local authorities, to function and provide relevant services for Somali citizens.
Position Purpose:
Reporting to the Team Leader, the Finance Manager for the anticipated Bilateral Labour Intensive Somalia Stabilisation Programme will oversee the development and implementation of the programme’s financial systems, including the preparation, negotiation, and monitoring of grant agreements with grantees.
Key Responsibilities:
- Design, develop, and adapt policies, guidelines and criteria to manage the programme’s finance systems
- Work with program staff on integrated management of all project finances to ensure effective use of resources in order to achieve program objectives in compliance of all donor requirements
- Prepare and review monthly financial reports from field programs for completeness and accuracy
- Lead oversight and coordination of all banking activities and administration
- Provide training/mentoring for staff where necessary in financial management and grant compliance
Coordinate with other departments for training/mentoring of sub-grantees where necessary in the administration of the programme's sub-agreements with partners Basic Requirements:
A college or post-graduate degree in Business, Accounting, Finance or related field
At least eight years of experience in financial management for large complex projects, working in the field of international development, preferably in East Africa with specific experience in Somalia or other fragile and conflict affected states
Experience overseeing the financial systems of large and complex programs with several sub-awardees
Ability to travel and work in Somalia
Professional level of oral and written fluency in English language**Preferred Qualifications:**
Fluency in Somali language
Somali nationals strongly preferred
