Chemonics seeks an operations director to support the USAID Procurement and Supply Management project (PSM) in Madagascar. PSM will be the primary vehicle through which USAID will procure and provide health commodities, provide technical assistance to improve Madagascar's management of the supply chain, and collaborate with key international stakeholders to support global health initiatives. The Madagascar office will work under two of the project's task orders -- the President's Malaria Initiative and Population and Reproductive Health -- to provide commodities and supply chain technical assistance.
The operations director will assist the country director with development and implementation of management systems and with supervision of project operations and staff; oversee all administrative systems to ensure quality control; and ensure the coordination, coherence of, and adherence to U.S. government regulations and Chemonics' corporate and field-office policies. Responsibilities include:
Support the country office director to develop and implement key management systems that will support project planning, reporting, and performance management; financial management; property and technical procurement systems; grants management; and personnel management
Manage daily work of project teams as directed by the country office director
Support technical implementation through timely reviews and effective management of subcontracts and leases with labs, warehouses, and other vendors, as well as relevant software licenses
Monitor and support the standardization of operational systems and policies across PSM Madagascar's main office and regional field offices
Ensure compliance with U.S. government regulations, Chemonics' corporate policies, laws of Madagascar, and any supplemental policies developed specifically for PSM
Supervise and provide regular and constructive feedback to project staff
Qualifications:
- Bachelor's degree required; advanced degree in relevant discipline desired
- Minimum seven years of experience managing USAID contracts, including strong skills in procurement/subcontracting, compliance, financial management, human resources, and client management
- Field experience desired (including long-term overseas positions or extended short-term engagements)
- Knowledge of Madagascar operating environment preferred, including registration, taxes, and labor law
- Demonstrated ability to manage and implement complex USAID-funded public health programs in a developing country context
- Ability to supervise local and international staff effectively
- Ability to work with cooperating partners in implementing complex programs
- Strong interpersonal, written, and oral communications skills
- Demonstrated leadership, versatility, and integrity
- Fluency in written and spoken English
- Proficiency in French; fluency preferred
