Country: Angola

Duty Station: Luanda, with possibility of field missions in the Country.

Starting date: January 2019

Duration: 12 months (renewable)

General context of the project

Twenty years of civil war have had a great impact on Angola society, especially on the most vulnerable categories, women, children and elder people. In this scenario, VIS has been working in Angola, since 1991, in close collaboration with the Salesian Missionaries, implementing projects mostly in the education sector: literacy, basic education and vocational training for the most vulnerable children. At the moment, VIS Angola is implementing a three years project “Vamos Juntos” co-funded by the EU that addresses the activities to street children and local institutions, mainly in Luanda, Angola’s capital.

The principal goal of the project is the:

  • Harmonization and coordination with the three partner organizations and the 28 associates that are carrying out child protection activities in the area of intervention.

  • Start-up of institutional best practices on Child Rights, trough a constant dialogue between all parties, participation and inclusion of all actors involved in Child Rights, in the country.

General purpose of the position

The Country Representative will have the following functions:

· To officially represent VIS in the country;

· To manage and coordinate the project funded by EU, ensuring the achievement of the foreseen results and ensuring the implementation of the operational plans, defined in collaboration also with HQ;

Main responsibilities and activities:

The Country Representative is responsible for the following activities:

· Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs and other stakeholders

· To monitor donor’s priorities and intervention strategies in the country as well as to map and approach new donors

· Assess, promote and submit new projects, following the procedures defined and promoting a spirit of participation at all management stages, ensuring the transparency of the intervention

· Supervise, monitor and evaluate the implementation of the country operations - and all related administrative, financial, human resources, logistics and security aspects - ensuring timely and quality assistance delivery, in compliance with VIS and donors guidelines, regulations and procedures.

· Coordinate, guide and supervise the mission staff, and evaluate their performance

· To ensure the respect for the values and Code of Ethics of VIS within the mission

· Interaction on the Country security issues with HQ (Security Referent) and relevant actors

In relation to the Project “Vamos Juntos” funded by EU the Country Representative is responsible for:

· Ensuring relevant monitoring systems and ensuring that systems permit the appropriate implementation.

· Contributing to the formulation of programme strategy, also in collaboration with HQ Referent.

· Ensuring project team management and coordination

· Ensuring the deliver of timely quality reporting on project activities

· Establishing and maintaining excellent relationships with relevant stakeholders, local authorities, relevant donors and institutions.

Requirements:

Knowledge and Competences:

· Post-graduate or professional qualification, in development, humanitarian, management or related subjects;

· Minimum of five (5) years of relevant working experience in Senior Management Position, abroad, in development projects, preferably in education sector.

· Good knowledge of Portuguese, Italian and English is an asset.

· Good knowledge of EU and Italian Foreign Ministry procedures

· Good Knowledge of Office tools, especially Excel, and knowledge of project financial management procedures

Capabilities:

· Supervision and overall understanding of economic-financial aspects;

· Coordination and supervision of local staff in line with the legal requirements of the hosting country;

· Capacity of training local staff through learning-by-doing (training on the job);

· Capability of reacting in front of unexpected occurrences;

· High diplomatic and sharing capacities with the religious counterparts;

· Reliability and accountability

Psycho-suitability dimension:

· Adaptability to situations with high tension among partners, to a context characterized by high commuting times when moving around the city and to the other areas covered by the project, to environmental and climate heavy conditions during the rainy season, to live in an establishment shared with others;

· Management of unexpected occurrences and aptitude to problem solving;

· Complete sharing of the Salesian missionary spirit and capacity of collaborating with the religious counterparts.
