STUDY-: GENDER AND PROTECTION IMPLICATIONS OF CASH BASED INTERVENTIONS
IN SOMALIA/SOMALILAND
1.BACKGROUND AND RATIONALE
Somalia is frequently subject to natural disasters and human-made crises, for which humanitarian actors often respond to, through a variety of means. The effects of these protracted and cyclical crises are felt differently among women, girls, men and boys. Furthermore, gender inequities in Somalia are profound; it ranks fourth lowest globally on the Gender Inequality Index on internationally comparable indices[1]. Cash based intervention (CBI) is one of the most significant shifts in how humanitarian assistance is delivered. Over the past 10 years in Somalia, CBI has increasingly been used as a preferred approach to meet the needs of crisis-affected communities throughout the country. As part of good practice, humanitarian actors prioritize women as the recipients of CBI in Somalia and the approach has been heavily studied at individual agency and collective levels. Nevertheless, the relationship between gender and CBI in Somalia remains poorly understood, as well as the protection implications of CBI through a gender analysis.
CARE, an international non-governmental organization (NGO), has been working in Somalia for nearly 40 years delivering development and emergency aid in Somalia. CARE, at a global level, focuses on women and girls in the center of its work because we know that we cannot overcome poverty until all people have equal rights and opportunities. As a result, CARE seeks to understand through a gendered perspective the impacts at individual, household and community of CBI, looking closely at the protection implications and impacts.
2.AUDIENCE AND USE OF FINDINGS
The findings will be for CARE and external CBI and Gender in Emergencies (GiE) stakeholders. The outputs will be published externally and shared widely. Language should be non-technical and accessible to humanitarian stakeholders. Expected outputs include:
· A full report (20-30 pages exclusive of annexes)
· A brief on research (2-4 pages)
· A presentation or webinar on main findings
3.RESEARCH OBJECTIVES
The objective of the research is to understand the protection impacts of CBI from a gendered perspective in Somalia / Somaliland. The focus will be in women and girls living in in areas where CARE is currently implementing cash programing funded by USAID/FFP including Sool, Sanaag, Bari, Mudug and Galgadud regions. Groups will include pastoral, rural communities, internally displaced populations and minority groups
CARE will use the results of the research to improve current and future CBI work in Somalia/Somaliland. Additionally, it is expected to contribute to the discussions on gender and CBI
