Relief International (RI) is implementing a UNHCR funded Livelihoods, Environment and Agriculture for Peace (LEAP II) project. The overall objective of the LEAP II project is to improve communities’ resilience and self-reliance through integrated health, nutrition, livelihoods, and environment programming. Relief International has 2 PHCC (primary health care centres) (Central and West) in Yusuf Batil camp, Maban, providing comprehensive Primary Health Care with integrated nutrition. Services include outpatient consultation (according to South Sudan PHCC/U and IECHC guidelines), EPI, HIV/AIDS/Reproductive Health services (ANC, skilled delivery and PNC), management of SAM and MAM, health education and referral for emergencies and SAM with complications. Relief International also implements the Care Group model as its behavior change strategy.
Purpose of the consultancy
The purpose of this consultancy is to lead the design, implementation, and analysis of knowledge, practice and coverage (KPC) survey on health including reproductive health (RH) services in Yusuf Batil camp, Maban. This assessment will target refugees in Yusuf Batil camp and the surrounding host community to inform program implementation for RI health and nutrition. This assessment will look at service coverage and capacity as well as KPC of target populations to better inform programming and content of awareness raising sessions and other information and education materials. The overall assessment will allow RI to generate strategy that will help promote positive behaviors that are appropriate to the setting and also to provide a supportive environment that will enable the community to initiate and sustain positive behaviors on maternal and child health and IYCF practices.
The consultant will prepare a draft proposal on how they intend to conduct the survey. The consultant is expected to propose and design a suitable methodology for gathering information and delivering results
Specific Objectives
· To establish a baseline on health and nutrition indicators for new programming
· To follow up and measure changes in indicators from a previous baseline
· To provide required measurement and reporting of donor-required indicators
· To better define programming needs and behaviors to address community needs and gaps in service delivery
· To serve as a final programme evaluation for certain aspects of RI programming
Specific tasks.
· Submit a report, which will include an interpretation of the tasks, and methodologies, which will be used in the KPC study.
· Develop appropriate tools and instruments for gathering information by using ODK. Submit the prepared questions to the health and nutrition program team for approval.
· Submit the approved questionnaire for the survey.
· Present the KPC Methodology.
· Conduct a desk review (nutrition Survey reports, HIS, DHIS Reports etc.) relevant to the survey.
· Conduct KPC survey: Train data enumerators and ensure quality of data.
· Process and analyze the data, write and submit a draft report of the survey;
· Present Preliminary findings at the mission level.
· Present the draft report of the findings in a stakeholder forum for comments and feedback.
· Revise and submit a final copy of the survey report including recommendations.

Qualifications.
· Experience in Public Health, Nutrition and related fields.
· Previous experience in similar assessments.
· Previous experience conducting KPC survey.
· Good analytical skills.
· Good communication, interpersonal, administrative and management skills.
· Experience in conducting surveys in South Sudan or the region will be considered a plus.
· Attachment of all supportive documents with the technical proposal is required.
