1. SUMMARY
CARE Somalia is seeking to procure the services of a consultancy firm to conduct a baseline study for the Somalia Federal Ministry of Education, Culture and Higher Education (MoECHE) Education Sector Program Improvement Grant (ESPIG) 2018-2020, funded by the Global Partnership in Education (GPE). The ESPIG intends to provide accelerated support to implement components of MOECHE’s Education Sector Strategic Plan (ESSP) 2018-2020, with a particular focus on the primary education sub-sector. The 2018-2020 ESSP is a very comprehensive plan covering all sectors and laying out crosscutting and capacity building strategies supported by ESSP Results Matrix with set targets.
The ESPIG is a partnership between the MoECHE and GPE, with CARE as the selected Grant Agent.
The program will cover four Federal Government of Somalia (FGS) Member States (Galmudug, Jubaland, Hirshabelle and Southwest), which have signed a Memorandum of Understanding with the Federal MoECHE. Banaadir has not been recognized as a state and is under the jurisdiction of the MoECHE until its status changes. Together with Banaadir, the states of Galmudug, Jubaland, Hirshabelle and Southwest consist of eleven regions where local education offices are managed by Regional Education Officers (REOs). Each regional office manages district offices: there are 58 district offices across Banaadir and the four FGS states. The MoECHE, CARE and CARE’s subcontractor Concern Worldwide will co-implement ESPIG activities in collaboration with the Federal Member State MoEs, regional and district offices and communities.
The baseline study will seek to determine the current status of indicators for key ESPIG outcomes and outputs, as well as to identify factors that may influence these outcomes and key considerations for the design and implementation of ESPIG activities in order to maximize the likelihood of success. The consultant (s) selected to lead the baseline study will be responsible for carrying out a mixed-methods study (including extensive triangulation of qualitative and quantitative data, as well as triangulation of data from multiple sources), working in close cooperation with CARE, its sub-contractor Concern Worldwide and the MoECHE. The consultant (s) will be responsible for all components of the baseline, including its design; compliance with ethics and protection requirements; selection, training and deployment of enumerators; data collection; data quality control; database management; analysis; and reporting.
2. BACKGROUND TO THE GPE PROGRAMME AND THE PROJECT
2.1.GPE Programme Background:
The Global Partnership for Education (GPE) is a multi-stakeholder partnership and funding platform that galvanizes global and national support for education in developing countries, focusing on the poorest and most vulnerable children and youth. It is the only global partnership entirely focused on education in developing countries. More than 50% of GPE funding supports countries affected by fragility and conflict.
Established in 2002, GPE brings together 60+ developing country governments, 20+ donors, international organizations, civil society, teacher organizations, the private sector and philanthropy to improve the lives of children and youth through quality education for all. Since 2003, the GPE has allocated more than US$4.7 billion to partner developing countries to strengthen education systems — improving access to schools, the quality of education, equity in learning and data collection. GPE 2020, the partnership’s strategic plan for 2016–2020, aligns GPE’s vision and mission to the Global Goal for education, calling for inclusive, equitable quality education for all by 2030.
The Global Partnership for Education is committed to addressing the most important education challenges that developing countries face by strengthening education systems. The developing countries supported by the Global Partnership for Education have shown significant results:
· Achieving gender parity: 64% of GPE partner countries had as many girls as boys completing primary school in 2015.
· Educating girls: 74% of girls in GPE partner countries finished primary school in 2015 compared to 57% in 2002.
· Increasing the number of children in school: 72 million more children were in primary school in 2015 compared to 2002.
· Increasing completion of primary school: The primary school completion rate in GPE partner developing countries has increased from 63% in 2002 to 76% in 2015.
CARE was selected as the grant agent to support the FGS’ MOECHE on the implementation of the GPE-funded ESPIG. ESPIG interventions focus on increasing equitable access to quality primary education; building foundational capabilities to increase the quality of education at primary level; and enhance the capacity of MoECHE and State-level MoEs’ staff to manage, coordinate and monitor the education sector.
