Introduction
The Cabinda Province Agriculture Value Chains Development Project (CPAVCDP) is an initiative funded by the African Development Bank (AfDB) to provide improvements in the production, storage, processing, and commercialization infrastructures needed for the value chains of certain products: food crops (cassava, banana, sweet potatoes, peanuts and beans); commercial crops (coffee, cocoa and palm oil); marine and freshwater fisheries; small ruminants; and horticulture (vegetables and fruit). The Project will rehabilitate the water transport structures needed for irrigation; provide training to value chain actors in technical and management matters; introduce mechanization in land preparation; support research for adaptation; and improve agricultural extension services. The project will also rehabilitate or build rural infrastructures, including rural roads to link production clusters to markets, agro-livestock processing centers, central markets, community health centers, primary schools, potable water facilities in communities and improve access to energy.
The Project will be implemented over a period of four years, with a total cost of USD 123.15 million. For the implementation of the planned activities, the Project will have an Implementation Unit (PIU) based in Cabinda, and composed of a team of national and international experts, who will work under the guidance of the Institute of Agrarian Development (IDA).
The Project aims to increase access to productive resources through the establishment of a credit line, which will be managed by World Vision International - Angola (WVA). To this end, WVA has signed a Memorandum of Understanding with IDA, and will work in coordination with PIU. The WVA is looking for a Manager to manage this component of the Project.
Purpose of the post
The Manager shall ensure the correct and timely implementation of the activities and the achievement of the programmatic and financial goals set forth in the work plan, with the ultimate aim of ensuring the achievement of the Project's objectives.
Main functions of the post
The main functions of the position include, inter alia:
Institutional representation: the Manager will be responsible for representing WVA in the Project, ensuring the good reputation and institutional development of the WVA.
Ensures the good relationship with the institutions of the Government of Angola, both locally and centrally in Luanda.
Maintains ongoing collaboration with the Project Implementation Unit to ensure that the credit component is executed consistently with the rest of the project activities
Maintains dialogue with local partners, such us organizations and producers associations, ensuring full ownership of activities, and technical and institutional strengthening
Works with the financial institution depositary of the credit fund, ensuring the correct implementation of the disbursement
Represents WVA at Project meetings, steering committees, and any other type of event organized under the Project
Contributes to building strategic alliances with all kinds of stakeholders, both at the provincial and central levels, supporting the positioning of the WVA in the areas of microcredit, agribusiness, development of value chains
Technical orientation: the Manager will be responsible for providing methodological guidance for the correct technical implementation of the credit component, with the ultimate goal of increasing access, management and monitoring of the microcredit to small producers.
Reviews the logical framework, indicators and targets for the credit component, elaborating the detailed work plan in strict coordination with PIU and IDA
Negotiates with the financial institution depositary of the credit fund the specific conditions for the disbursement of funds, and ensures the correct implementation of the conditions established
Revises, adapts and implements WVI materials and methodologies for microcredit management, and trains and supervises WVA staff in their application
Provides technical guidance on agribusiness issues, value chain development, and market access
Supervises the training of technicians from Government institutions, local organizations and associations, and final beneficiaries, for the complete appropriation and use of materials and methodologies
Systematizes field information and good practices, producing informative material of different types (articles, pamphlets, presentations, etc.), and participating in specialized events
General management: the Manager is responsible for the general good functioning of the component, through the timely management of the resources available
Supervises the work of human resources, providing coaching, establishing work plans, and monitoring the achievement of individual and team targets, with the ultimate goal of supporting the professional growth of all staff
Prepares the terms of reference of consultants to be contracted for the implementation of specific activities
Ensures proper execution of administrative procedures, ensuring the application of the highest standards of quality and transparency
Ensures the correct use of financial resources, being responsible for the implementation of the budget in line with the implementation of the activities and the objectives envisaged
Conducts field visits to monitor the effective reach of activities and their impact on the livelihoods of the final beneficiaries.
Produces and presents the narrative and financial reports requested, in the times and quality required by the donor, IDA and the WVA
Conditions and benefits of the post
The WVA offers an annual contract, renewable up to a maximum of three years, with an initial probation period.
The position is based in Cabinda, where the Manager will live in an organization house with furnitures, internet and TV included. It will be possible to share the house with other colleagues.
Local transportation with car of the organization.

Air tickets every 6 months to the country of origin with 1 week of rest, plus annual vacations of 20 days (totaling 30 days of annual leave). Note: this is a "non-family posts", meaning that expenses with dependents are not included. If the person wishes to bring spouse or children, WV can support with the visa but will not be able to cover costs for airfare or other local costs (for example: school for children, kindergartens, etc.).
Requirements of the post
Advanced degree in agronomy, economics and / or related sciences;
Postgraduate degree (master, doctorate) in developmental subjects highly desirable;
Knowledge and experience of the management of agricultural and microcredit projects, as well as methodologies for access and management of credit and the strengthening of productive chains for small producers; highly desirable experience in using tools and methodologies from World Vision International
Management experience of projects funded by multilateral agencies, preferably above US $ 1 million
Indispensable international experience, highly desirable work experience in Angola
Fluency in Portuguese or Spanish indispensable; highly desirable English;
Team management experience (there will be 3 people reporting to this position, who should also interact with their peers and colleagues in Luanda)
Driving license;
Innovative and entrepreneurial profile, able to relate to different stakeholders, such as local and national government institutions, national and international partners, and community organizations.
