Somalia Strengthening Institutions for Public Works Project (SSIPWP)
The SSIPWP project is the centre piece for building the capacity of the Federal Ministry of Public Works, Reconstruction and Housing (MPWR&H) and the state-level Ministries of public works and the Banadir Regional Administration (BRA) public works department. By developing more effective, efficient, inclusive and accountable institutions for public works and infrastructure.
SSIPWP project is funded by the African Development Fund (AFDB) and implemented through a Tripartite Protocol Agreement between the Somalia Federal Government, African Development Fund and our client.
The purpose of the SSIPWP project is to improve the capacities of MPWR&H, State-Level Ministries and BRA responsible for public works to enable them independently plan, manage and oversee infrastructure construction projects and maintenance of public works
The Federal Ministry of Public Works, Reconstruction and Housing is responsible for managing, building and rehabilitating federal government buildings and the physical infrastructure of the country. The Ministry has always been the custodian authority of all infrastructures, buildings, bridges, highways and roads, land plots, land tenure, national infrastructure policy, urban planning and topographic and cartographic research in Somalia
GENERAL FUNCTIONS
Role objective:
Somalia Strengthening Institutions for Public Works Project (SSIPWP) is seeking consultant service to facilitate strategic planning workshops and writing final report. The strategic plan focuses on three years strategic direction, detailed annual work plans and appropriate organizational structure to support in achieving the outcomes of the strategic plan. The development of a strategic is a high priority for the growth and the future development of the Federal Ministry of Public Work, Reconstruction and Housing. The purpose of this terms of reference is to solicit proposals from qualified and experienced consultants in strategic thinking and planning.
The desired outcome of this service is a comprehensive strategic plan that articulates the current challenges, strength, opportunities and threat; clear vision, mission, goals, objectives and associated strategies to achieve it; a detailed work plan for each division/branches within the ministry.
Expected output:
The facilitator/consultant is expected to conduct this work in the following phases:
- Based on the existing capacity assessment reports, the consultant will summarize and articulate these reports into strength, weakness, opportunities and threat (swot) of the current conditions
- Facilitate a managers workshop to verify the swot analysis finding
- In collaboration with the strategic planning committee, review the existing vision, mission, goals, and objectives of the ministry
- Develop specific and achievable strategies to achieve the goals and objectives for the ministry
- In collaboration of the directors/head of departments, develop a detailed annual work plan
- Facilitate a second workshop for the executive team, managers and possible external partners
- Write a clear, concise and easy to understand final strategic plan and associated annual plans
- Present the Strategic Plan in a dedicate workshop session with Stakeholders, Partners and Donors.
- Through a consultative process and application of an appropriate tool of analysis, identify critical gaps, conduct SWOT analysis and define strategic opportunities for MPWRH FGS;
Comparing with strategic opportunities in the Ministry. identify focus areas and develop strategic objectives and key result areas for the same;Existing Reports and AssessmentsThe following assessments were undertaken by previous Minister, our client staff and other international partners. The strategic plan will build on the existing assessments and their findings. Copies will be provided to the facilitator/consultant.

ESSENTIAL EXPERIENCE
Education:
§ Master's degree in planning, public policy, development.
Work experience:
§ Minimum of 5 years of demonstrable relevant Urban Development experience.
Geographical experience:
§ Minimum of 7 years of experience in Africa (desirable).
Languages:
§ Fluency in English is desirable.
Key competencies:
The facilitator/consultant must demonstrate the following requirements:
• At least a master’s degree in a relevant field in the area of planning, public policy, development studies;
• Evidence of having undertaken similar assignments;
• Proven excellent communication and facilitation skills, including in multi-cultural settings;
• Minimum of 5-10 years of experience in strategic planning; experience in organizational and change management an advantage;
• Experience of facilitating a consensus-based strategic plan
• Experience of gathering and utilizing information and data from strategic planning process
• Excellent facilitation skills
• Experience of developing strategic plan in government ministries
• Ability to influence and motivate participants
• Should speak Somali language
