Somalia Strengthening Institutions for Public Works Project (SSIPWP)
The SSIPWP project is the centrepiece for building the capacity of the Federal Ministry of Public Works, Reconstruction and Housing (MPWR&H) and state-level Ministries and the Banadir Regional Administration (BRA). By developing more effective, efficient, inclusive and accountable institutions for public works and infrastructure.
SSIPWP project is funded by the African Development Fund (AFDB) and implemented through a Tripartite Protocol Agreement between the Somalia Federal Government, African Development Fund and our client
The purpose of the SSIPWP project is improve the capacities of MPWR&H, State-Level Ministries and BRA responsible for public works to enable them independently plan, manage and oversee infrastructure construction projects and maintenance of public works
The Federal Ministry of Public Works, Reconstruction and Housing is responsible for managing, building and rehabilitating federal government buildings and the infrastructure of the country. The Ministry has always been the custodian authority of all infrastructures, buildings, bridges, highways and roads, land plots, land tenure, national infrastructure policy, urban planning and topographic and cartographic research in Somalia.
GENERAL FUNCTIONS
Role objective:
SSIPWP project is seeking a retainer (on required basis) for technical translator fluent both in Somali and English. The professional translator must have experience and knowledge in translating technical and legal documents in Somali or vice versa. He or she must understand the subject matter of documents in order to translate information to Somali or English. The translator must able to manipulate sentences and ideas to have the same coherence of the source language text.
Expected output:
· The professional translator is expect to translate policy and procedure documents, guidelines, technical standards and legal documents written in English to Somali language or vice versa
· Translate training materials from English to Somali language
· Provide accurate translation of documents upon demand within required timelines
· Make translated document as user-friendly as possible for Somali speakers
· Reads through or listens to material in one language, ascertains understanding of the meaning and context of that material, and converts it into a second language, making sure to preserve the original meaning.
· Translates online, video, and television media by providing subtitles
· Consults with subject matter experts and other colleagues in order to understand specialized concepts and translate them appropriately
· Refers to online translation tools for additional assistance with translation
· Follows up with Ministry and other stakeholders to ensure satisfaction and understanding
· Uses highly specialized translation software to encourage efficiency and consistency
· Adheres to our client’s quality standards established by the Association of Translation Companies to ensure that all completed work follows legal and ethical obligations.
· Translates a variety of documents including Project documents, literary, legal, research, technical, scientific, and commercial materials
· Works on a freelance basis or pursues employment with an educational, commercial, or government organization.
Project reporting:
· This position reports to the Project Manager
Team management:
· This role does not have team management responsibilities
ESSENTIAL EXPERIENCE
Education:
§ Bachelor's degree in Journalism related field.
Work experience:
§ Minimum of 5 years of demonstrable relevant Translation experience.
Geographical experience:
§ Minimum of 5 years of experience in Africa (desirable).
Languages:
§ Fluency in English and Somali are essential.
Key competencies:
Competence:
· Ability to handle multiple tasks and work under pressure;
· Advanced computer skills, including MS Office programs;
· Previous experience in translating English to Somali or vice versa
· Good writing, communication skills, creativity, initiative and ability to work in a team,
Required Qualification and Experience:
· Bachelor's Degree, Fluency in at Least Two Languages, (English is mandatory)
· Written and Verbal Communication,
· Understanding of Grammar, Knowledge of Specific Subjects,
· Minimum 5 years of proven experience in translation is required
· Experience in translating publications on technical documents, legislations, policies and procedures.
· A proven record of attention to detail is required.
· Strong experience in Office Suite (especially Microsoft Word) is essential.
· Technical training in translation, interpretation, journalism, copy writing, editing, proofreading is desirable
· Experience In translation of UN or Government documents would be a significant asset.
· Proven experience in working with minimal supervision.
· Understanding of the socio-economic and political situation in Somalia would be a significant asset.
· The ability to follow directions and maintain adequate transparency is required
· Minimum bachelor degree or higher in communication, journalism and related field.

Deliverables:
· High quality translated documents delivered on time and providing for consistency of terminology and correspondence to lexical, stylistic and semantic content of the original;
· High quality interpretation, delivered with appropriate speed, providing for consistency of terminology and correspondence to lexical, stylistic and semantic content of the original speech

· The translation submitted to SSIPWP project under this terms of reference is the property of SSIPWP project and cannot be submitted, distributed to or used by any other party, unless arranged otherwise. The consultant is required to maintain the confidentiality of the sensitive information provided to him or her.
