The Country Office in Somalia is currently recruiting a:

Program Manager

Fulltime 40 hours a week

6 months contract, possible extension based on donor funding

Based in Burao, Somalia/land

Purpose of the position

To manage Oxfam’s Humanitarian Programme in various locations around Burao, Somaliland.

Key responsibilities and tasks

Representation: Representing Oxfam towards relevant stakeholders, government officials, UN agencies and other NGO staff at field level as appropriate

  • Ensure that Oxfam is known and respected for the work conducted
  • Ensure that government agencies and civil society organisations are adequately involved in project activities
  • Ensure that Oxfam is adequately represented in formal coordination activities including clusters and informally recognised by stakeholders including local NGOs, INGOs and UN
  • Ensure the adequate inclusion and development of implementing partners towards the independent execution of programme activities.
  • Host and lead media and donor visits effectively to contribute to strategic planning

Implementation and reporting: Effectively manage implementation of projects with all departments

  • Coordinate the establishment of effective work- and supply plans with all departments
  • Establish an effective monitoring system
  • Take required action to ensure timely implementation of activities where necessary
  • In particular: Ensure that all activities are sensitive to community needs and gender issues, promote the full and equal participation of women in all aspects of the work and ensure that Oxfam's Programme is an opportunity for peace making, not community division
  • Lead coordination with support departments on logistics, HR etc.
  • Provide strong narrative reporting and financial accounting in donor and internal reports
  • Ensure programme planning is updated regularly and followed.

Base administration: Oversee and coordinate the safe and effective operation and administration of the base

  • Ensure staff safety and security procedures are monitored, updated and implemented. This will include risk- and threat analysis for Oxfam staff and programmes
  • Oversee recruitment, management and development of local staff in line with Oxfam policies, including training, disciplinary action, overall work morale, motivation and discipline at base level.
  • Ensure that project teams are adequately resourced and equipped to implement successfully
  • Coordinate the physical and HR development of the base using budget and resources effectively
  • Work effectively with colleagues in other functions, partner organisations, and affiliates to develop joint funding proposals.

Strategic planning and development:

  • Maintain situational awareness including current and upcoming opportunities, economic and political developments, humanitarian risks and challenges
  • Provide evidence and analysis for the development and implementation of current and future OGB programming.
  • Conduct ongoing monitoring and assessments and provide clear analysis of the humanitarian situation and of the Oxfam response ongoing and proposed. This will include strong consideration of gender and protection issues.
  • In close coordination with the Humanitarian Programme Manager, work to strengthen, refine and define the humanitarian strategy for the specific location
  • Develop a vision and strategy for the base and locality
  • Develop donor funding proposals in line with the humanitarian strategy and funding opportunities and needs
  • Develop contingency plans and exit strategy to cater for upcoming risks and future developments

    Information collection and management, strategic development, proposal writing

Requirements

You have:

  • Degree in relevant discipline, including humanitarian or development studies, project management, economics, political science, anthropology, agronomic/agriculture etc.
  • Proven experience of effective organisation, organizational development and implementation of systemic approaches in challenging work environment
  • Effective communication internally and externally towards government and NGOs, donors, journalists and within matrix management: superiors, managers, technical experts.
  • Proven track record of effective management: Planning, monitoring, budget oversight, logistics, leadership
  • Experience in project delivery, specifically field experience. Experience in dynamic and/or insecure context advantageous.
  • Demonstrated experience of integrating gender, protection and diversity into emergency response programmes.
  • Very good command of English language in word and script. Proven donor reporting skills distinct advantage
  • Leadership capacity in management of field teams: Team building, ability to develop a common vision, maintain morale and discipline at base level. Capacity to support and develop staff. Previous experience in managing field teams distinct advantage.
  • Understanding of security risks and risk mitigation techniques
  • Evidence of project cycle management experience, including strategic planning, monitoring & evaluation.
  • Ability to reason and express approaches logically and concisely, convincing writing skills.
  • Strong analytical & conceptual thinking, proactive information gathering
  • Understanding of technical issues including any of the following: WaSH infrastructure and community programming, livestock programming, market-led-cash approaches, local economic development (LED), resilience and disaster-management programming, early-warning-systems, community threat response mechanisms, protection and safe programming.
  • Experience of working with in drought context will be a distinct advantage; experience of Somali region (Kenya, Ethiopia & Somalia/land) will be an added advantage.
  • Tenacity to work, live and deliver results in challenging environment
  • Operational independence in seeking and pursuing solutions
  • Diplomacy, tact and negotiation skills.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Sympathy with the aims, values and objectives of Oxfam.
  • Commitment to humanitarian principles and action.
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).

Oxfam Novib is committed to providing you with a competitive, fair, and comprehensive pay and benefits package that is justifiable to our donors. The salary range for this position is set in scale 9 with a salary range between € 3,021 to € 4,648 gross.
