Angola: Monitoring and impact evaluation

Introduction

One of the current priorities for World Vision Angola is the improvement of the data collection and analysis, with the aim of:

1) Improve project management, allowing faster and more objective monitoring, and evidence-based decision making
2) Improve project impact measurement, highlighting good practices and lessons learned, to facilitate knowledge generation, and the production of outreach material, with special emphasis on the Child Wellbeing Report.
The consultancy is expected to support to the point 2) above. The requested support to be offered will focus on the following activities:

1. Review the logframe of all active projects, or in the start-up phase
2. Where necessary, contribute to the realization of the project baseline
3. Support the M & E responsible in defining the LEAP indicators for each project, establishing a baseline value and a target, and detailing the protocols for gathering the necessary information for the calculation
4. Provide a proposal for the structure of the CWB report, identifying the areas, and the specific contributions of each project, based on the observations made to WVA CWB Report FY17,
   and contribute to calculate the final number of beneficiaries (direct and indirect) achieved by World Vision Angola, detailing the contribution of each area and project.

Expected results

The consultant should produce the following products:

1. Logframe of active projects reviewed / updated
2. A LEAP indicator established for each project, with a clear protocol for its measurement
3. A CWB structure proposal, and a calculation of the beneficiaries achieved by the WVA directly and indirectly in the different sectors and projects.
