OVERVIEW OF THE POSITION
The proposed Mogadishu Road Connectivity Assessment and the Trunk Drainage Master Plan will give the Benadir Regional Administration (BRA) a much needed road network and drainage system plan to rationalize future investments. Local roads in Mogadishu have been dilapidated due to decades of conflict and neglect. BRA sees investments in local roads of utmost priority as they bring various multiplier effects. Roads improve people’s welfare by improving access to services; lower transportation costs of goods and services that in turn spur local economic growth; help integrate far-flung areas where most of the poor and vulnerable IDP communities reside into the urban fabric; improve security; provide direct employment opportunities particularly for the poor; increase neighborhood value which will attract more private sector investments; vitalize private sector and harness social inclusion if roads are built with private sector and community involvement; and demonstrate that Mogadishu is urbanizing in the right way, which will facilitate the return of diasporas and refugees. Moreover, roads serve as tangible peace dividends augmenting people’s confidence in Somalia’s future and help strengthen the new government’s legitimacy by delivering tangible benefits to its people. Finally, roads are highly connected to the urban drainage systems, as the two are typically constructed and maintained together. A drainage system, which is critical for the sustainability of road investments, is non-existent. Mogadishu has few options for natural drainage of excess precipitation. Due to the absence of a drainage network and decade-long negligence, flooding of streets has become a “normal” part of life, despite drastic consequences for urban poor and IDPs. The lack of any comprehensive citywide road network and accompanying trunk drainage network plans undermines BRA’s ability to strategically prioritize and sequence investments, or to leverage private sector investments. The proposed road network and drainage master plan gives an important tool for BRA to maximize the limited resources and mobilize additional financing.
GENERAL FUNCTIONS
Role objective:
The proposed Road Connectivity Assessment and the Trunk Drainage Masterplan complements the World Bank’s investment lending. It ties into the ongoing Somalia Urban Investment Planning Project (SUIPP), which financed technical and engineering design work for local roads in Mogadishu. It also ties into the planned Somalia Urban Resilience Project (SURP), scheduled to become effective by Q2 of 2018, which will finance local roads and associated drainage network in Mogadishu that were prioritized under SUIPP. The proposed Road Connectivity Assessment will look at how the main road network can be developed to improve connectivity of the SUIPP/SURR-financed local roads to existing and proposed trade and commercial hubs and socio-economic facilities. The assessment will also examine the possible socio-economic impacts using multi-criteria analysis for the community roads prepared in the Feasibility Study under SUIPP and corresponding cost estimates for the additional proposed road linkages. The drainage assessment will map out existing trunk drainage systems and identify gaps in their connectivity and develop topography specific designs. This will help mitigate unplanned expansion of the drainage system, frequent localized flooding, and road shoulder erosion among others. The proposed activities, together with SUIPP and SURP, will help strengthen government effectiveness in providing municipal governance and urban resilience through better planning and (re)construction of critical urban roads and drainage systems in Mogadishu. Modalities of public-private partnership and community participation in construction and operation and maintenance (O&M) of the road network and drainage system will be considered. Taken together with SUIPP/SURRP, the proposed activity will contribute to strengthening urban resilience and facilitating sustainable development of Mogadishu.
Expected output:
The Technical Liaison Officer will;
Provide assistance to the partner Consultants (IPE Global) recommending and liaising to Municipal PIU's achieving the required information regarding the road assessment data and Drainage Master Plan.
To ensure an effective communication and relationship between the Municipality, the Project Consultants, District Leaders, and the Communities.Provide information needed on the field such as key informant interviews, translate information and questionnaires, arrange meeting with communities, taking project photographs, and liaise with the BRA/PIU.
Review/endorse documents prepared by the Consultants for community participation and investments, i.e. presentations, work procedures, surveys, reports etc. and give any recommendations for improvement.
Lead the local team in gathering information in the field, such as data collection on roads name and location, records dwelling types along that road, verify density of population using quantitative judgements, gather necessary information related to the drainage masterplan.
Submit weekly and monthly reports as agreed by the PM, Coordinator/Liaison/Proofreader on your activities performed and any issues or actions taken.
Committed to prepare for and attend UIPP workshops/meetings during project implementation.
Disseminates information provided to the group to key stakeholders and the general community and for the Project Teams information.
Attends site visits and workshops as required to observe activities and liaise with the Municipal Technical Working Groups (TWG), Municipal Officers and Managers, District Leaders and other project team members.
Making recommendations related to field activities, informed and/or support Project Manager to any decision that will have a material impact on the project.
Help develop and strengthen channels of communication to support the UIPP’s coordination activities related to municipal cooperation and ensure effective information dissemination and coordination.
Assist the UNOPS Project Manager, the Consultants and Municipalities with preparations for UIPP meetings and conferences, organizing in-country consultation meetings with relevant agencies in collaboration with the country office in Somalia.
Based on the consolidated Project Work Plan, the Community Liaison Officer will use this to monitor and report the progress of the Consultants delivery. Monthly Progress Reports are to be prepared by the Technical Liaison Officer for submission to the Project Manager to track and confirm the status of the community development work performed under the Project. The format and time for submission of the Reports will be given by the Project Manager. The Technical Liaison Officer needs to assist the Project Manager to ensure that the deliverables of the Consultant will be receive according to the schedule as indicated in the Project Workplan.

ESSENTIAL EXPERIENCE
Education:
§ Bachelor's degree in Community Development, Monitoring and Evaluation, Research, Political/Security/Development Studies or other relevant discipline and related courses, bearing good scholastic records..
Work experience:
§ Minimum of 5 years of demonstrable relevant Monitoring & Evaluation experience.
Geographical experience:
§ Minimum of 5 years of experience in Africa (desirable).
Languages:
§ Fluency in English is essential.
Key competencies:
Work Experience
The Technical Liaison Officer should have at least five (5) years minimum work experience in project development with focus particularly in community level and coordination with private and public sector organizations.
Previous work in a project management and monitoring and evaluation role would be desirable.
