Norwegian People's Aid is seeking a Country Director for humanitarian clearance operations in Angola
Wars and armed conflicts come to an end; however, the remnants of war continue to terrorize millions of people for decades to follow. Humanitarian Disarmament's vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and other explosive remnants of war. Currently NPA has more than 22 Humanitarian Disarmament Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

NPA seeks an experienced Country Director for our presence in Angola, which currently consists of an established mine action programme. The programme conducts survey and clearance of landmines in Malanje and Uige Provinces, and aims to complete mine clearance in Malanje province in 2018. The Country Director must also be prepared to oversee implementation of capacity development activities for the national mine action authorities in Angola. The programme cooperates closely with national authorities and other stakeholders, and aims to be a catalyst for improving policy dialogue, productivity, impact and efficiency in humanitarian disarmament in Angola. The place of work is Malanje/Uige with frequent travels to Luanda for coordination.
Responsibilities
The Country Director is the senior representative of NPA in Angola, and has the overall responsibility for all aspects of the mine action programme, including operations, policy work, personnel, finance, logistics and donor relations. Other regional or global responsibilities and tasks may be included subject to instructions from Department for Humanitarian Disarmament. All responsibilities including overall planning and donor reporting have to be carried out in accordance with the strategic objectives, donor approved plans and corresponding deliverables in close collaboration with the Desk Officer and HD management team at HO.
General Responsibilities:
- Responsible for the design and implementation of the programme, including coordination with national mine action authorities and other relevant stakeholders.
- Responsible for the development and management of the programme, annual plans and budgets in accordance with overall NPA guidelines and with emphasis on relevance, quality, cost efficiency and impact.
- Responsible for management, tasking and supervision of expatriate and locally employed staff.
- Responsible for resource mobilisation for the programme.
- Motivate synergy and further cross-utilization of resource between the NPA projects within the region and globally.
Responsible for the security of programme staff and programme assets, including ensuring that evacuation plans and the External Office Crisis Management Plans are updated and relevant for the programme activity
Desired qualifications:
The position requires management experience as well as good operational understanding. Good communications and diplomacy skills are required as is a proven track record of constructive stakeholder dialog and fundraising. Relevant experience would encompass the following:
- Experience as a successful upper level manager in a complex international organization with documented good results, preferably from mine action
- Excellent leadership skills with the ability to achieve results through others
- Previous experience in a multi-national environment
- Written and verbal proficiency in English
- Written and verbal proficiency in Portuguese is an advantage
Personal competencies:
- Excellent communication and interpersonal skills with the ability to meet deadlines and work calmly under pressure and limited supervision.
- Proven ability to develop, manage, motivate and lead a team.
- Ability to work in and adapt to difficult and complex contexts and conditions.
- Analytical, systematic and structured
