Organisational background
Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia Since May 1992. Currently, AAH is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security and the livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia.
The position and responsibilities
AAH Somalia is looking for a suitable candidate to fill the Communication Manager position, based in Somalia-Garowe. The role reports hierarchically to the Field Coordinator in Puntland & technically to the Grants and Communication Manager.
Goal:
The Communication Manger is to carry out AAH communication strategy and coordinate its implementation in order to provide support to AAH programs in the fields of interventions.
The Communications Manager’s core responsibilities will include but not limited to the following:
Mission 1: Define the communication strategy in line with the Country Director
- Implementation of the communication strategy in relation with the country strategy and the advocacy activities defined by the Country Director
- The coordination of internal and external communication activities with approval from the CD to handle in the country in relation with relevant actors (Field Coordinator, medias, partners, locals authorities)
- Analyzing the context in terms of communication issues.
- The organization and management of local communication campaigns (Press conference, presentations) in order to maximize AAH visibility and advocacy action on the field.
- Ensuring the respect of visibility guidelines from donors and respect of communication commitments within proposals.
- Providing inputs in relation with his/her “media” skill to define the advocacy strategy.
Mission 2 : Provide technical support to the teams
- Training the teams on the communication strategy and the institutional positioning to support through their activities (program, cluster )
- Managing request from COMDEV department or AAHIN communication teams
- Providing support to Program Managers and Heads of technical departments in order to implement a communication plan within their programs
- Providing a technical support to HR teams in the implementation of internal communication activities (information boards, teambuilding events, training on AAH identity)
Mission 3 : Ensure AAH communication with relevant local partners
- Monitoring the AAH communication with authorities, NGOs, media, in collaboration with the Country Director and/or the Field Coordinator
- The AAH media/web presence of AAH in the country
- The overall consistency of the various communication activities and messages carried out by AAH in the country.
Mission 4 : Develop and manage the mission communication tools and disseminate them on the field bases
- The consistency of the various communication tools on the mission
- The regular the updates of information and publications
- Implementing and developing web communication tools
- Visiting the field bases and support the implementation of the communication strategy at base level in collaboration with the field coordinator
- The dissemination of communication tools on the different bases
- Capitalizing any type of communication tools (written document, audio, video)
Mission 5 : Manage the team (if needed)
- The day-to-day management of his/her team (guidance, follow-up, motivation)
- The evaluation of the performance and developing the skills of his/her team members
- The management of the teams for which s/he is support/technical manager
Qualifications, Experience and Competences:
Essential
- A degree in journalism, public relations or Communication from a recognized university with 2years experience in development communication OR a diploma in journalism, public relations or communication with 3 years’ experience in development communication will also be considered.
- Demonstrated ability to analyze development projects and develop powerful communication materials
- Familiarity with a range of social media platforms and their use for development communication
- Interpersonal, written and verbal communication skills; problem-solving and organizational skills
- Willingness to live and work in Somalia.
- Fluency in Somalia.
- Good organizational skills
- Effective organizational representation at different levels
- Disciplined and able to work and arrive at decisions autonomously and with minimal guidance;
- Fluent in English (professional English);
- Excellent verbal and written skills;
- Ability and willingness to travel regularly to the various field sites in Somalia- Bakool, Nugaal, Banadir, Mudug and Lower Shabelle regions
- Capacity to work on Remote area
- Strong capacity to work in tense conditions and high insecure and volatile context
Preferred
- Ability to re-evaluate objectives and implementation of activities linked with quick changes in the security context, and thus in the access to the beneficiaries;
- Strict adherence to AAH security policies and procedure. Respect for local cultural norms and traditions and ability to live in Somalia cultural environment.
- Familiar with Somalia Context and Culture
