Pact an International NGO based in Antananarivo and recognized global leader in international development, seeks to employ a Monitoring, Evaluation, Research and Learning Manager with expertise in Monitoring, Evaluation, Research and Learning to implement its USAID-funded project, Hay Tao which aims to enhance the enabling environment for effective community-based natural resource management (CBNRM) and conservation of biodiversity in Madagascar through a number of targeted interventions.
The MERL Manager will be responsible for leading the overall design, implementation, and oversight for the Monitoring, Evaluation, and Learning Plan (MELP) for the recently awarded Pact Madagascar Hay Tao Project.
The MERL Manager will establish the Monitoring, Evaluation, and Learning system. This will include developing tools and methodologies to capture output and outcome data on finalized performance indicators, establishing the data flow, data management systems, and reporting timelines for the data captured. The MERL Manager will ensure data quality through routine data quality assessments (RDQAs). She/he will be responsible for managing additional MERL staff hired by Pact for the Hay Tao project and will lead communication with consortium partners for the MEL system and activities.
The MERL Manager will be responsible for ensuring compliance with donor reporting requirements, the collection of high quality data across all the project and will be a key stakeholder in supporting and promoting Hay Tao’s focus on learning and adapting as reflected by USAID’s ADS 201 and CLA processes.
Minimum Duties and Responsibilities
- Oversee the design and implementation of Hay Tao’s MEL system in coordination with Pact’s Results and Measurement Team to develop key performance indicators, targets, tools, and appropriate M&E responsibilities across the project.
- Manage baseline assessments and support the implementation of research studies such as Pact’s Applied Political Economy Analysis (APEA) and Climate Change Vulnerability Assessment to collect high quality data for informing baseline data and target setting.
- Coordinate any external evaluation processes in alignment with award.
- Adapt existing Pact monitoring tools, as well as propose new ways of measuring change through the use of both quantitative and qualitative methods, analysis of secondary data, and, where appropriate, remote monitoring techniques.
- Provide oversight and management to the design and implementation of Hay Tao’s data management system in alignment with Pact’s database management procedures and the Results and Measurement Quality Standards.
- Coordinate with technical teams to ensure proper data management within Pact’s Capacity Solutions Platform (CSP).
- Coordinate internal and external reviews of data and lead the analysis of findings, with a strong emphasis on promoting results to inform learning and adapting within the project.
- Conduct RDQAs with consortium and partners to ensure that project generated data is of high quality and meets Pact’s global standard.
- Ensure appropriate training of all consortium and partners in monitoring and evaluation procedures, data collection tools, and data management practices in alignment with the MELP and Pact’s Results & Management Quality Standards.
- Strengthen staff and partners’ capacity in qualitative and quantitative monitoring and evaluation techniques through comprehensive staff training, mentoring, and/or coaching.
- Liaise with the USAID-funded sister project Mikajy M&E staff and other development partners conducting related research/evaluation to ensure coordination of efforts.
- Support the development and review of routine program reports before submission to donor and ensure consortium partners’ compliance with internal data quality requirements and timely submissions for reporting.
Supervise other MERL staff and oversee consortium partners’ compliance with MEL system.

Minimum Educational Qualification, Expertise and Key Skills**Minimum 7 - 10 years of active M&E experience, with at least 4 years at a supervisory level and including experience supporting project start-up for M&E systems.
Knowledge and expertise in developing and implementing valid and reliable quantitative and qualitative data collection methods.
Experience implementing M&E systems under USAID-funded projects.
Excellent computer skills, including experience with: Excel, PowerPoint, DHIS2, SPSS, R, or STATA.
Experience implementing mobile technology for data collection.
Experience supporting and/or leading on capacity development activities for monitoring, evaluation, research and learning.
Ability to conceptualize, plan and implement program activities creatively, as well as possess the ability to analyze data and promote and utilize lessons learned for the continuous improvement of program implementation and to promote a culture of learning.
Ability to build and maintain strong interpersonal relationships and support staff through mentoring and coaching to improve procedures.
Fluency in written and verbal French and English required.

Preferred Qualifications**Bachelor’s degree with 7 – 9 years experience or Master’s degree with 4 – 6 years experience in development studies, research methods, social sciences, monitoring and evaluation, project management or other relevant field preferred.
Experience in the areas of natural resource management, capacity development, livelihoods, and/or governance a plus.
Experience with Monitoring, Reporting and Verification frameworks/tools.
Knowledge of USAID’s ADS 201 and Collaborative, Learning, and Adapting processes (CLA) and experience using data to engage in learning and adaptive management.
Knowledge and experience in the Malagasy context.
Experience implementing cloud-based databased systems for M&E activities.
Experience in results-based funding mechanisms i.e. USAID contracts.
