Organisational background:
Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia Since May 1992. Currently, AAH is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security and the livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia.
Goal:
This post aims to identify and implement high quality Water, Sanitation and Hygiene (WASH) activities, which are appropriate and comprehensive, in conformity with overarching strategy and the standards, set internationally, by AAH and by national policies.
The Positions and Responsibilities:
AAH Somalia is looking for a suitable Somalia National candidate to fill the position of WASHProgram Manager (PM). The positions will be based in Hudur. The Program Manager reports hierarchically to the Field Coordinator Hudur & technically to the WASH HOD.
The WASHProgram Manager‘s core responsibilities will include but not limited to the following:
Objective 1: Implement projects remotely in current AAH intervention areas
Ø For each of the following programme implementation activities, you will be required to develop and implement remote tools:
o Assessments & needs identification (surveys; database, analysis tools)
o Project implementation
o Monitoring
o Evaluation
Ø Carry out staff training to ensure knowledge and skills are available to complete projects
Ø Set-up a contingency plan for the WASH sector, which will feed into the mission contingency plan
Ø Follow-up on project implementation (objectives, budget follow-up, logistics procedures etc.)
Ø Follow-up of humanitarian situation and advise on needed interventions
Ø Manage information that is produced by the teams and use it to improve programmes / construct future programmes
Ø Ensure daily communication with the teams
Ø Ensure that information paths are clear
Ø Provide regular program reports (weekly coordination & monthly reports)
Objective 2: Build capacity of internal AAH WASH department and partners
Ø Set up a training plan for the staff and partners
o Identify training needs
o Carry out trainings when necessary
Ø Develop a partnership approach with the local partner
o Build capacity according to partners requests and needs
Objective 3: Carry out coordination at Nairobi level.
Ø Cluster coordination
o Attend cluster meetings as needed
o Participate in cluster initiatives after discussion with PC
Ø Attend other WASH coordination forums
o Ensure AAH is represented
Ø Attend any DRM / early warning / surveillance networks related to WASH / pastoral issues
o Integrate the information in early warning for the Somalia mission
Objective 4: analyse on WASH-related humanitarian context, advice on, and design emergencies interventions accordingly.
Ø Keep up to date information on the humanitarian situation
Ø Build contingency plan and activate when necessary
Ø Advise on humanitarian intervention if needed
Ø Keep informed about the interventions of other actors
Objective 5: Contribute to country strategy and creating new programmes
Ø Humanitarian situation review in order to contribute and analysis and recommendations for strategy
Ø Promote assessments if new needs are identified and intervention necessary
Who we are looking for:
Educational & Professional background:
Ø A degree in civil/water engineering
Ø A minimum of 3 years’ experience in WASH projects.
Required skills:
Ø An excellent manager with good communication skills.
Ø Knowledge of Somali language an advantage.
Ø Experience working in fast paced humanitarian programming in Somalia
Ø Good facilitation, analytical, planning and report writing skills
Ø Good interpersonal skills
Ø Must be able to work within a team
Ø Excellent oral and written English and Somali language skills
