Purpose of the position:
Angola is a country prone to emergencies and the work of the NO1 Communication for Development (C4D) staff will be essential for the development and implementation of C4D interventions in emergency situations.
The incumbent will support the C4D emergency activities in the cholera outbreak-affected areas in northern Angola, the refugee crisis in Lunda Norte, and other emergency response operations which may arise to ensure a timely, coherent and efficient response in accordance to the Core Commitments for Children in Humanitarian Action (CCCs) and defined humanitarian response UNICEF work plan. The incumbent will also support to build the capacity of partners and CSOs contingency planning and emergency preparedness in terms of C4D.
Key functions, accountabilities and related duties/tasks
In close coordination with UN agencies and UNICEF partners, including central, provincial and municipal authorities developing and supporting the preparation of communication and social mobilization plans to respond to emergency situations, such as refugee crisis, yellow fever, cholera and drought.Support coordination and implementation of a Social Mobilization activities and training with UN agencies and other UNICEF partners including health officials, local media, local administrative, community leaders and social mobilizers.In close coordination with UN agencies and UNICEF partners, including central, provincial and municipal authorities developing and supporting the C4D emergency preparedness plans, enabling the different actors to be better prepared in case of a sudden onset emergency.In close coordination with UN agencies and UNICEF partners and central, provincial and municipal authorities develop and implement advocacy and training meetings and workshops at different levels with authorities/public servants, health staff, local media, community and religious leaders and social mobilizers to strengthen their capacity to respond to emergencies.Support assessment of behavioural barriers and mapping of areas where NGOs and CSOs operate in different provinces and their specific capacity in terms of communication for development.In close coordination with provincial and municipal level authorities support the monitoring dissemination of key messages, the use of the material in the trainings and in the social mobilization activities with families, verifying and evaluating the behaviour changes.Ensure that timely information on progress and results is available by supporting the compilation, organization and analysis of data for C4D emergency reports.To qualify as an advocate for every child you will have…
University degree in social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or other related social science field is required with emphasis on participatory communication, communication planning, social mobilization, training and impact evaluation of communication interventions.A minimum of one year of professional experience in areas of social development program planning, communications and social mobilization.Proven experience in communication and social mobilization to respond or prevent emergency situations.Fluency in English and Portuguese is required.
