Background Information - Job-specific

UNOPS seeks a Fund Manager to support management of its Security Sector and Justice Programme (hereinafter referred to as the “Programme") in Somalia. The Programme’s desired outputs include: 1) develop political, legal, and financial frameworks; 2) expand, train, equip, and provide infrastructure for police; 3) expand, train, equip, and provide infrastructure to justice agencies in targeted areas; 4) monitoring and manage risk. The Programme is funded by the United Kingdom Department for International Development (DFID) and runs until July 2020.

The Fund Manager reports directly to the SSJP Programme Manager, who provides overall direction and general supervision. The Fund Manager will have the responsibility of implementing SSJP operations in accordance with UNOPS terms and conditions to ensure effective and efficient service delivery. Fund Manager responsibilities will include, among others, oversight of SSJP operations, grant and project management, tracking and planning of financial resources expenditures, monitoring and evaluation reporting, and quality assurance and communication.

1.Programme Delivery

  • Support the Programme Manager to ensure the financial sustainability of the programme and delivery of desired results, ensuring compliance with organizational strategies, rules, regulations and standards of performance.
  • Develop the Operational Manual including all standard operating procedures.
  • Ensure grant management and disbursements are carried out efficiently.
  • Implement approved Programme plans (including the establishment of milestones) within the tolerances set by the SSJP Board.
  • Manage delivery of the Programme’s outputs, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.
  • Authorize, monitor, and control work packages to be delivered by the UNOPS team or implementing partners.
  • Identify and manage risks so that maximum benefit to client and stakeholders is achieved.
  • Monitor and evaluate performance of service providers from a fiduciary and contract management perspective.
  • Represent UNOPS at SSJP Board meetings on a periodic basis in order to discuss key issues and propose solutions to fiduciary and operational challenges that arise.
  • Ensure that SSJP Programme activities are carried out in a timely fashion and the delineation of responsibilities remains clear.
  • Submit mandated reports and critical issues to the Programme Manager and clients, to drive future process improvement and business development planning.Consult and collaborate with internal and external colleagues and partners to ensure linkages, consistency, and harmonization of approaches and compliance with guidelines, framework and standards of accountability, integrity and performance.

2. Manage programme resources

  • Plan and propose required programme resources (human and financial).
  • Manage and remain accountable for expenditures against the budget (based on accurate financial reports).
  • Support the Hub Director and Operation Centre office in development of pricing strategies based on UNOPS pricing policy and models to ensure an appropriate balance between revenue and development capacity within UN mandate and spirit.
  • Ensure implementing partner capacity is commensurate with funding requirements
    • Monitor and evaluate performance of the implementing partners from a fiduciary and
    • contract management perspective
    • Monitor progress of the programme at a technical level and ensure periodic progress and updates are made to the SSJP
  • Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors, implementing partners and personnel are received on time.
  • Manage programme resources in accordance with UNOPS standards of ethics, integrity and accountability framework and financial sustainability.

3. Team Management

  • Plan, recruit, manage and develop project(s) personnel/technical experts with the skills and competencies needed to ensure optimum performance and encouraging the formation of diverse teams in term of gender and geography.

  • HR team based in Kenya East Africa Hub
  • Select and Recruit team members in line with UNOPS HR policy
    • Promote teamwork, collaboration and diversity by providing the Programme team with clear direction, objectives and guidance to enable them to perform their duties responsibly, effectively and efficiently.
    • Foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed.
    • Receive Project Team training plans and assist in implementation of training needs of project personnel.
  • Supervise and manage team meetings. Conduct regular team meetings.

4. Knowledge management and innovation

  • Keep abreast of and incorporate latest/best practices, approaches and technology to enhance the programme delivery and results.
  • Institutionalise and share best practices and lessons learned for corporate development planning and knowledge building.
    • Disseminate information to project staff to update as required in keeping with UNOPS rules and regulations.
  • Draft policy papers and/or recommend policy changes to align operations with changing environment.Lead the planning, implementation and organization of strategic capacity building of personnel, clients and stakeholders within the programme.

Impact of Results
The effective and successful performance by the Fund Manager directly impacts on achievement of programme results and consequently reinforces the visibility and image of the UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.

Experience

  • A minimum of 7 years of experience managing engineering projects and/or programme management planning and operations in a large international and/or corporate organization.
  • Experience working in a conflict or post-conflict environment is desired. Regional experience would be considered a strong asset.
  • Previous work experience in a hardship duty station is highly desirable.
  • Knowledge on UN rules and procedures for programme management is preferred.
  • Skills in Accounting and Finance on Fund Management and Monitoring and Evaluation are essential

Education

  • Advanced University Degree (Masters) in Project Management, Public Administration, Social Studies, or other relevant discipline with 7 years experience in relevant field.
  • University Degree (bachelor’s degree / first level) with a combination of 2 additional years of relevant professional experience in Project Management, Public Administration, Social Studies, or other relevant discipline may be accepted in lieu of the advance university degree
  • PRINCE2® Foundation/Practitioner an asset
  • Programme/Project Management Professional (MSP® or PMI-PgMP/PMI-PMP) an asset.

Languages

  • Fluent working knowledge of English is required.
  • Any other official UN language is an advantage.
