The Nordic International Support Foundation (NIS) is a Norwegian-registered, non-profit foundation engaged in stabilisation and reconciliation initiatives in conflict and post-conflict areas. NIS’ primary areas of intervention are institutional development, public service delivery, and conflict resolution.

The Nordic International Support Foundation (NIS) is implementing a multiple stabilization programme in Somalia funded by the Norwegian government, SSF, EU, GIZ among other donors. The programme aims to contribute to stabilization through the implementation of multiple projects across Somalia. NIS is requesting Expressions of Interest (EOI) from qualified consultancy firms and/or organizations to conduct Political, Economic and Secuirty Analysis (PESA), Third Party Monitoring & Evaluation, Environmental assessments, Livelihoods andBusiness Development for NIS stabilization & development programme.

Description of Expression of Interest

The Expression of Interest (EOI) must include a capabilities statement highlighting the organization’s technical staff and the ability of the organization to scale up staff and consultants to meet the requested demand for data collection. Qualifying organizations must be able to demonstrate relevant Stabilization Programming M&E experience in Somalia and access to programme locations1, with past performance including reference contact information. The EOI must include a sample impact evaluation report as an annex.

The selected organization (‘Consultant’) will be responsible for undertaking Baseline, Endline, Environmental impact assessment, Livelihood assessments, Bussiness development, Political economic and security assessment (PESA) among other technical assessments that may deem necessary. This will include:

i. Doing political security and economic analysis

ii. Collecting and analyzing data[i] for all programme activities in all locations

iii. submitting a comprehensive Final Assessment Reports inclusive of all programme activities in all locations.

iv. Conducting and regularly reporting on Real Time Evaluation and Monitoring of all programme activities in all locations.

EOIs must be submitted to procurement.somalia@nis-foundation.org no later than 17:00 (Mogadishu time) on 3rd of February 2018

EOIs should list the name of contact person, title of contact person, and contact details on the cover page and the EOI package must not exceed 15 pages (excluding annexed example of impact evaluation, PESA report, Business development proposal). Following the assessment of submissions, a shortlist of not less than three and not more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment i.e specify area of your interest. NIS will select qualified responses at its sole discretion, and issue Request for Proposals on or about 11th February 2018. The shortlisted applicants will submit detailed applications along with supporting documents as per format and instructions provided in the RFP. However, the prequalified organizations will be engaged with framework agreement with NIS for a period of 2 year.

NIS reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of EOIs.
