The Government of Puntland State of Republic of Somalia has secured funds from the Islamic Development Bank toward the cost of the of the Feasibility Study for Transformation of the Technical, Vocational, Education, and Training of Puntland State of Somalia and intends to apply part of the proceeds for consultant services. The services include conducting a feasibility study on improving access to quality and relevant TVET and providing practical transformative model for strengthening youth employability over a period of four months. Please refer to the General Procurement Notice (GPN) for this project that appeared in Ministry of Education page dated 13th November 2017 as well as IDB page.
The Ministry of Education and Higher Education now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrate that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment:
Review and assessment of the overall education sector status, achievements, challenges, goals, and plans of the Government as well as TVET systems.
Assessment and identification the qualitative and quantitative gaps in skills’ provision in TVET training as well as various options for TVET institutions, opportunities and interventions.
Prioritization sectors for employment based on the private sector demand, growth opportunities, and potential investments in the short, medium, and long-term.
Proposing practical model for the establishment Public Private Partnership for strengthening youth employability.
Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy.
A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
