A. Project Title
RE-INTEG: Increasing access to basic services and creation of realistic livelihood opportunities in the main accessible areas of return and departure in Somalia
B. Project Description
Over 1.1 million people, or nearly ten percent, of the Somali population live in protracted internal displacement. Another one million Somalis are in displacement in neighboring countries, bringing the total displaced population to approximately 20% of the current estimated population of Somalia.
Most internally displaced persons (IDPs) live in unplanned and informal settlements in urban areas. For example, Mogadishu is home to nearly 400,000 IDPs, which is over one third of the overall internally displaced population in Somalia. About 55% of the IDPs are concentrated in two of Mogadishu’s peripheral districts. 47% of the displaced population in Mogadishu have expr4essed local integration as their preferred durable solution, as such the EU Reinteg program directly addresses the desired solution for the majority of displaced.
The EU-REINTEG project is a joint UN and BRA initiative, it originates from and directly supports the Somalia IDP Solutions Initiative led by the Federal Government of Somalia and the UN Resident and Humanitarian Coordinator and it builds on the primary role and responsibility of authorities to support durable solutions. The Municipality of Mogadishu is the leading institutional partner for this project.
The Programme focuses on:
(a) Strengthening relevant governance structures through capacity building and accountability mechanisms to create the relevant sustainability potential for solutions;
(b) Implementing innovative, replicable and scalable solutions for basic and protective service delivery and employment;
(c) Producing, by the end of the project, a comprehensive and implementable urban durable solution strategy which includes financing schemes for the scale and complexity of Mogadishu’s IDP situation.
The Urban Solutions Task Force (USTF) is the embodiment of the National Development Plan Strategic Objective 1 on Durable Solutions. Through the USTF IDP’s will be able to access the relevant governance structures that they were previously unable to access. EU-REINTEG provides the financial support to establish the dedicated capacity in the Benadir Regional Administration (BRA) to begin bridging the gap between IDP’s and their accountable authorities.
The USTF is designed to bolster the inclusion of IDPs in the policy, planning and implementation of urban programs by designing and implementing Benadir’s first tailored Urban Durable Solutions Strategy (UDSS). The USTF will manifest for Mogadishu the strategic path outlined in the Somalia National Development Plan (NDP) 2017-2019.
The Urban Durable Solutions Strategy (UDSS) is a living document that will focus on overcoming 4 key challenges faced by IDPs and returnees in their effort to achieve durable solutions to their displacement; rule of law and governance, access to land and tenure security and inclusive development, individual documentation, social inclusion and participation, access to services and labor markets.
Role objectives
Under the supervision of the Programme Manager for EU-REINTEG and the Secretary General of the BRA, the Urban Solutions Task Force Coordinator has the primary duties to provide timely liaison and information to the BRA senior management regarding the implementation of EU-REINTEG, as well as to coordinate and oversee the implementation of the Urban Solutions Taskforce.
More in detail, other tasks are as follows:
• Ensure timely and regular reporting to USTF, BRA and EU Reinteg Secretariat when required;
• Coordinate programme review and planning meetings with BRA;
• Organize for adequate visibility and awareness of UDSS;
• Act as the focal point between the BRA and EU-Reinteg partners and secretariat; ensure sufficient understanding by all local stakeholders about the EU Reinteg, donors and the objectives and activities of the Programme;
• Maintain communication and coordination with the appropriate officials of local and central authorities, United Nations agencies and NGOs in Mogadishu;
• Collaborate and coordinate with UN Agencies – especially the ones that are part of the EU Reinteg- to ensure programmatic integration, and sharing of best practices and lessons learnt;
• Collaborate and support all UN-Habitat colleagues and contractors operating with BRA when required;
• Promote and organize teamwork and a productive working environment that is inclusive, consultative and participatory;
• Coordinates, liaises, and supports regular meetings and working sessions of the Urban Solutions Task Force;
• Develops and disseminates USTF meetings minutes and outcomes on a timely basis;
• Take charge in the preparation of USTF Work Plans and the development of the UDSS;
• Lead the USTF in the development, testing, evaluation and revision of the UDSS;
• Lead and organise monitoring visits for the program;
• Lead the development of the key thematic areas to be included in the UDSS;
• Lead the development of the community outreach for the strategy and develop the relevant outreach material;
• Engage with the beneficiary selection based on the knowledge derived from the community outreach;
• Coordinate and participate when required in arbitration related to instances of disputes surrounding key activities within the project;
• Reporting as and when is required to the Resilience Pillar Working Group;
• Develop with the EU-Reinteg Consortium a sustainability strategy that ensure the continuation of the implementation of the strategy;
• Works closely with EU Reinteg Programme Coordinator and the UN Habitat Protection and Durable Solutions Specialist.

Project reporting
Reporting Line: the consultant reports to the Secretary General of the Benadir Regional Administration on a weekly basis as well as the UNDP RE-INTEG project manager. He or she will also share reports and other information timely with the EU-REINTEG consortium for revision and approval.
The consultant will closely work with and liaise with the participating UN agencies to perform the duties specified above.
The consultant will be based at BRA, which is responsible to provide an office to the Task Force. Equipment and furniture are instead to be made available by UNDP.
Key competencies
Education
University degree in Social Science, Law, Public Administration and/or other relevant fields.
Work Experience
5 years working experience in projects development is essential, coordination experience with Government institutions is vital – especially with Federal Government of Somalia – with substantive experience in community mobilization, (local) governance, local economic development, financial management, and working with local authorities.
Language
Strong written and oral skills in both English and Somali are required.
Other skills
Proven knowledge in project management, coordination. Proactive, results oriented, independent, able to identify and carry out duties and responsibilities with minimum supervision. Mature, professional, supportive and cooperative in all matters within the work setting, problem-solving oriented. Maintain confidentiality with regards to all work-related issues.Team management
