POSITION: AREA MANAGER- MOGADISHU

REPORTS TO: PROGRAMME COORDINATOR
DUTIES AND RESPONSIBILITIES
Program Development and Management
- Line management for senior project staff and support functions in the area
- Supervise sector coordinators/officers (Health, Nutrition, HIV/AIDS, TB, Food Security, WATSAN Education and M&E) and provide assistance to successfully implement current programs, ensure consistency with SOPs, and further develop and integrate these sectors where appropriate.
- Compliance with and adherence to Mercy-USA policies, guidelines and procedures
- Provide area specific input on organizational strategies, Country Strategy and Plan of Action
- Organize grants opening and closure meetings at area level
- Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
- Assess needs, develop emergency and recovery response and implement response plans
- Ensure optimal use of resources within the allocated project budgets and CC strategies
- Represent Mercy-USA and networking on area level both with donors/potential donors, coordination forums and other implementing partners
- Ensure that capacity building is provided to all staff in the area
- Ensure overall security and safety of staff in the area
- Liaise with the federal government of Somalia and officials from the states of Somalia as need arise.
Finance and Administration
- In coordination with Programmes Coordinator, review and provide operational feedback to sector and program managers on implementation issues, and develop strategies for improving and enhancing program support services.
- Help design and implement coherent organizational structure that is consistent with agency practices and appropriate to program needs.
- Assist in identification and selection of potential candidates for program/project level financial and administrative assignments.
- Enforcing all Mercy USA policies at the field office
- Approve as required, authorized levels of project related expenditures.
- Provide constant advice to both field staff and the regional on security situation
Monitoring and Evaluation
- Supervise M&E Team and provide required support and guidance to meet the program M&E needs, including execution of baseline, periodic, and final evaluations as necessary.
- Review program/project narrative and related financial reports submitted by sector coordinators and officers, share feedback with programmes coordinator and concerned sectors managers, and initiate appropriate/necessary follow up action recommended or warranted by monitoring reports.
- In coordination with your team present quarterly program implementation status reports to programmes coordinator and sector managers and highlight any areas that may require special management attention.
- Ensure measurement of achievement and progress toward project goals through timely submission of well-prepared annual plans and budgets.
- Conduct regular field visits to field program sites and activities on a regular basis to review overall status of program implementation.
More specifically the Area Manager (Mogadishu) in Mercy-USA will:
- Scale up Mercy-USA activities in Banadir, Hirshabelle and South-west states and ensuring compliance in all aspects
- Identify program development opportunities in the Area in partnership with authorities, UN partners and INGOs
- Maintain positive working relationships with all regional, state and federal level government authorities (project approvals, reporting, follow-up of projects implementation)
- Liaise with federal government and the relevant regional, state and federal government officials and authorities for the purpose of project approvals and government reporting

Academic
- Degree in Health Sciences/Public Health/ Project Management/ Social Sciences/ International relations/Community Development or another relevant technical discipline
- Professional qualification will be an added advantage
- Master’s Degree in the specified field will be an added advantage
Experience
- 4 years minimum in similar position
- 3 Years’ experience working as a Senior Project Manager in a humanitarian emergency and recovery context
- Previous experience from working in complex and volatile contexts.
- Experience of implementing USAID,UN,EAC, DFID, ECHO funded projects
- Experience working with budgets, including managing financial outlays and expenditures
- Previous work experience managing remote field teams
Work related skills
- Strong knowledge of the programme management cycle, and related process and structures for quality programme management
- Good organizational skills
- Experience with scaling up of humanitarian programs in strictly controlled context is an asset
- Excellent interpersonal skills, including diplomacy and negotiation
