TERMS OF REFERENCE FOR CONDUCTING MONITORING AND EVALUATION

  1. Introduction

VSF Germany is an international Non-Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in South Sudan, Sudan, Kenya, Somalia, and Ethiopia.

We Focus on Livestock, food security and Livelihoods, Natural Resources Management, Peace and Conflict, Good governance, Disasters & Emergency, and Agriculture

1.1 About the Project

VSF Germany has been awarded funds by the Germany Government Foreign Office for a project running from 1st August 2016 to 9th February 2018 in Dollow and Luuq districts, Gedo Region, Somalia. The title of the project is “Food Security Rapid Response in Gedo”. The overall objective of the project is “Food-insecure and desolate households in Gedo region are food secure, caver their basic needs and are better prepared to sustain their productive assets (livestock), while the purpose of the project is Improved access to food through direct food aid, rise in income due to cash-for-work measures and improvement of livelihoods through veterinary support in livestock farming and advancement in fishery.

VSF Germany is looking for a consultant (individual) to conduct a monitoring and evaluation in the project locations through interaction with beneficiaries and stakeholders in Dollow and Luuq districts in Gedo region, Somalia.

2.Purpose of the task

The purpose of the consultancy is to clearly identify, articulate, and document the progress and achievements of the project in light of the overall project purpose.

The monitoring and evaluation outcome is primarily for VSF Germany and stakeholders for measuring of effectiveness and efficiency of the aid delivery as per the plan of the project.

2.1 Specific objectives of the assignment:

The specific objectives of the consultancy are to;

i) Collect data and information and analyze the approaches for implementation of the project activities under each result.

ii) Assess the process of delivery of the project activities under each result(food vouchers, cash for work, fisheries, animal health, etc)

iii) Assess and evaluate the stakeholders’ participation in the project activities and their overall view on project outputs.

iv) Assess and evaluate internal and external factors which may have impacted the delivery of the project activities.

v) Document lessons learnt and recommend ways of improving VSFG delivery of such emergency support.

3.Methodology and Process**

§ In the monitoring and evaluation, VSF Germany expects the consultant to employ both quantitative and qualitative methods for collecting data/information. Such methods should employ Participatory Tools and Techniques for data collection, which may include but not be limited to In-depth interview, Key informant interview, Focus group discussion to generate required facts about the project.

§ Comprehensive desk review of all relevant documents i.e. Project proposal, plan of action, planned mode of delivery, project reports and prevailing circumstances.

§ The consultant will have to fully engage project stakeholders (i.e. Local leaders, Pastoralists, Community Disease Reporters (CDRs), Village Committees and beneficiaries to assess their role in delivery of the assistance by the project

§ The interview and interact with a reasonable sample of the target stake holders to gather data/information to bring out valid finding from the monitoring and evaluation exercise in the villages served by the project.

§ The sample size of this survey will be determined by the consultant from a total of i)1000 beneficiary households of food aid, ii) 400 beneficiary households of Cash for work, iii) 200 households of farmers, iv) 4 500 pastoralist households receiving animal health services, v) 50 households of fisher folk.

4. Duration of the assignment:

The task will be performed in 15 days with 10 days being field work in project locations and submission of final report submitted not later than 20 days from date of signing the contract.

Any changes the proposed in time frame should be mutually agreed between the contracting authority and consultant. However, any adjustments should ensure that the work is completed within the stipulated period of time and shall not give rise to increase in the fee to be paid for the agreed task as per this ToR.

5.Expected outputs/Deliverables and Reporting

Output 1:Summary of inception report of the monitoring survey in electronic version; ONE (1) soft copy only within 1st week of the fieldwork.The document should be very precise and address each specific objective consisting of Executive summary (1-2); Methodology; Limitations of the assignment; and way forward for the assignment. This is aimed at assisting to determine any adjustment that may be needed for the field work.

Output 2: A draft report; ONE soft copy only, of the whole study to VSF-Germany on 10th day of the assignment for feedback before finalizing the report.

Output 3: Final report of the task with main body not more than 25 pages not later than 20 days of the assignment in 3 hard and 3 soft copies of each.

Output 4: A folder of photos taken during the field work in electronic form (CD).

Key contacts and report:** VSF Germany’s Country Programme Manager will be the focal point. At Field level, the consultant will work closely with field staff under supervision of the project Manager.

6.Mode of payment:**

The payment will be done according to the following time frame/arrangement:

· First: installment: the Consultant will be paid 40% of the quoted amount after submission of the draft report.

· Final installment: 60% of the amount agreed in the contract shall be paid upon completion of work, acceptance and approval of the final report and any other documents pertaining to this assignment.

· Consultant shall be required to provide original invoice to facilitate processing of payment.

· The payments will be made in A/C payee in form of cheques/or direct bank transfer in the name of the consultant named in the contract. VSF Germany will deduct with-holding tax at source as per the rules of taxation governing VSFG operations and it will be deposited directly to custodian of such tax.

· No other benefits shall be admissible beyond what is stipulated in the contract, nor does it guarantee a regular position in VSF Germany.

7.General considerations

a) Required logistics support will be provided by VSF Germany as prescribed in the contract.

b) All documents prepared during the assignment will be property of VSF Germany.

c) Assignment will not be sub-contracted to a third party by the consultant.

d) In the event that, additional time is required to complete the assignment, over and above that previously agreed to, without changing the scope of work, then it has to be agreed by VSF Germany in writing.

e) In case of any change made, in the scope of work by VSF Germany because of an increase or decrease in the cost or time required for performance or any part of the work under the contract, equitable adjustment in the contract price, delivery schedule, or both will be amended in writing.

f) Confidentiality of all the assignment will be assured at all times.

7.1Preparation of the Proposal

The consultant shall bear all costs associated with the preparation and submission of the proposal. The consultant shall submit one of technical and one of financial proposal in a single file

7.2Technical Proposal**

The technical proposal should briefly and clearly describe the following aspects; Understanding of the task, Technical aspect of the proposal, Methodology (Monitoring strategy, Sampling design, Data collection tools, Data Processing & Analysis, Data quality control measures, operational plan, names and curriculum vitae (CV as an annex) person(s) to do the work and with contact details of bidder.

7.3Financial Proposal.

The budget of the task should be broken down in details as follows: Consultancy fees, Questionnaire development cost, Communication cost, Data processing & analyzing cost, Reporting cost Miscellaneous (stationeries, printing, etc). All the pages of the financial proposal should be signed by the respective person of the bidder.

NB: The costs of long meetings such as focus group discussions will be borne by the VSF Germany directly (venue, refreshments, etc if required).

8.0Termination of the assignment

This agreement shall be effective between dates agreed in the contract, unless otherwise earlier terminated or extended based on agreed compelling reasons.VSF Germany may terminate this agreement at any point on occurrence of any irregularities, anomalies relating to non-compliance by the consultant with any terms and conditions as agreed upon in the signed contract.

In the event of a Force majour (major natural disaster, war or major civil or political unrest) this agreement will automatically come to an end. In this case the consultant will only be paid for the work done up to the date of stoppage and will not make any claim for remaining period of the assignment.

9. Competence Required:

9.1 Qualification and Experiences

· At least a Degree qualification in any of the following areas, Veterinary Medicine, Social Sciences, Natural Resource Management, Disaster Management or any other relevant degree from recognized institutions.

· Must have minimum of 5 years’ of overall experience conducting Monitoring and Evaluation for emergency and resilience building initiatives.

· Demonstrated experience of working in donor funded projects under public sector and /or NGOs.

· Must demonstrate a minimum of 3 years’ experience of undertaking a similar task in Somalia environment or in the Greater Horn of Africa particularly for an integrated project.

· Must have good understanding on livestock, livelihoods, and DRR programmes.

· Experience of working in Gedo region is a plus.

Note:** Applicants who do not meet the minimum eligibility criteria shall not be considered.

10.0 Confidentiality:

All the outputs – monitoring and evaluation reports, data base, etc produced by this assignment will not be disseminated in part or whole in any form (electronic, hard copies, etc) to a third party without a written permission from VSF Germany.
