Background
The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster-affected communities. The IRC has been operational in South Central (Mudug, Galgadud, Banadir and Nugaal) regions of Somalia, implementing interventions in the areas of Livelihood, WASH and Health, GBV, Governance and Rights reaching out to more than 200,000 conflict and drought-affected population in these regions.
Summary of Responsibilities:
Working under the guidance and supervision of the Senior Reproductive and Community Health Manager (SPHCM) the Reproductive Health manager will be responsible for overseeing the Reproductive Health (RH) program in the field locations and supervising the implementation of the three core aspects of Reproductive Health Safe Motherhood initiatives including: modern family planning methods, safe abortion care, emergency obstetric care including RH referral management system. He/she will be expected to monitor and ensure improvement and maintenance of RH performance indicators within the IRC Somalia programs as per SPHERE/WHO standards in humanitarian settings.
Key Responsibilities
- Monitor and promote adequate management of pregnant women and the sexual and reproductive health and rights of adolescent girls and boys per the underlying conditions noted.
- Train RH providers on clinical services to promote uptake of family planning (FP) and use of FP commodities including IUDs, implants and post abortion care services (PAC).
- Ensure that RH providers are disseminating accurate and specific RH information to women and adolescent girls to promote their recognition of danger signs in pregnancy and postpartum and the importance of seeking immediate care.
- Support RH Providers to enable them communicate all RH information and options clearly and respectfully to all men, women, boys and girls.
- Ensure the ambulance referral system for pregnant women including obstetric complications is functional and able to provide timely and safe transportation to the facilities and that documentation is well maintained. Ensure the defaulter tracing system for antenatal and family planning clients is working and that clients are being traced and referred to the facility for RH services.
- In collaboration with the health team, plan and conduct rapid assessments followed by more in-depth technical assessments when needed and share assessment findings with the team.
- Oversee continuous training programs for the RH staff as well as organizing trainings with consultants as per the annual work-plans and budgets.
- Provide support to RH providers to enable them use program data within COMET and the registers (facility and community based) to monitor and improve quality of care. Ensure proper collection and analysis of demographic data associated with RH is done.
- Compile RH weekly, monthly reports and donor reports as required.
- Monitor implementation of key recommendations in field monitoring reports to make sure that the specified recommendations are effected.
- Supervise and coordinate the implementation and monitoring of RH project activities in line with proposal targets and work plan timelines
- Assist in response and management of any Health/RH emergencies e.g. MISP guidance for typical IRC emergency programming contexts and participate in the development of disaster preparedness systems.
Clinical Care of Sexual Assault Survivors (CCSAS): Ensure sufficient numbers of competent trained female and male RH providers are available 24/7 (where applicable) in the health facilities to provide CCSAS services to women, men, boys and girls when needed.
Ensure that health facilities have functioning equipment and reliable supplies (EC, PEP for HIV, antibiotics)
Coordinate with the WPE unit to ensure that referral pathways are functional between clinical and psychosocial support services.
Ensure that data is managed and used to improve quality of care in a way that protects survivor's identity
Participate actively in execution of operational research in various health facilities if need be to enhance the quality, coverage, effectiveness and performance of the RH program.
Plan and actively involve the community in marking recognized Health/RH related days
Plan and complete work assignments with a high degree of initiative, good judgement, analytical skill, and integrity.
Perform other duties as assigned by the supervisor.
Human Resource
- Monitoring and supervising both RH IRC /staff seconded to IRC to ensure work is performed efficiently
- Routinely monitor RH staff performance according to their job description and provide written feedback in a timely manner
- Review personnel issues and concerns of RH staff and assist with determining and implementing solutions
- Participate in recruitment of RH staff as appropriate.
Reporting and Coordination
- Represent IRC in RH Coordination meetings with implementing partners and the MoH and attend RH working group meetings /Health related forums.
- Coordinate with other sector responses within IRC (WASH, WPE, Livelihood and Governance) to ensure a multi-sectoral approach to RH programming.
Supply chain
- Work with the supply chain team to develop accurate and timely monthly RH orders.
- Monitor utilization of IRC issued RH supplies; monitor and track IRC RH sector assets
- Review of all RH program purchase requisitions.
Finance and grant management
- Plan and manage RH program budget as delegated by the supervisor in order to maintain program expenditure within the budget provided.
- Prepare spending plans for the program as delegated by the supervisor.
- Ensure that all grant required activities, indicators are systematically tracked and objectives are successfully met within the project timeframe.
- Develop an annual RH sector work plan for all the IRC supported health facilities to set direction and priorities.
- Attend and participate in monthly budget review meetings at the field level.
Other
- Perform any other duty as directed by the supervisor
Required qualifications and experience:
- Medical Doctor with specialization in Obstetrics and Gynecology.
- Minimum 4 years of experience in reproductive health in clinical and/or direct practice settings, with at least three years directly implementing reproductive health programs.
- Strong familiarity with international guiding principles and best practices required, such as with MISP, IASC guidelines, and other guidelines on RH in conflict settings.
- Experience in developing staff capacity especially in competency based training
- Ability to write clear and concise reports and working knowledge of English is required.
- Strong computer skills: must be competent in the use of Windows, MS office programs (Word, Excel).
- Demonstrate creativity, ability to apply innovative thinking and problem solving skills.
- Trained on Family planning and post abortion care is a plus.
- Experience in managing an RH program in emergencies or among refugee/ displaced populations is an added advantage.
