I.Background on ACTED

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill CCCM Officer Position in Kismayo. However this position is contingent on the organization securing funding.

II.Position Profile

ACTED’s CCCM officer will work with ACTED’s CCCM Senior Officer to devise a strategy for integrating CCCM activities into the local community respecting local authorities, clan leaders and community leaders. The CCCM officer will most notably liaise with local authorities and IDP site gatekeepers with the goal of sensitizing these actors to the nature of the CCCM cluster and CCCM partner responses in addition to supporting both actors with camp-based needs and challenges. In addition, the CCCM officer will work to continually reinforce good relationships in the sites that ACTED CCCM are operating in

III.Duties and Responsibilities

Implement CCCM activities as requested by the CCCM Senior Officer and Technical Coordinator such as but not limited to

  • Liaise and build relationships with local authorities, landowners, clan elders, community elders, religious leaders, etc in order to sensitize the community to ACTED’s CCCM programming
  • Liaise with local authorities and aim at fostering a collaborative relationship for site coordination and activity implementation
  • Assist in bridging the gap between IDP community/site committees with site manager/local authority through ad hoc meetings, weekly meetings, etc
  • Responsible for engaging with local communities through focus group discussions and peer to peer interviews in order to understand needs at site level
  • Design assessments and surveys used to capture pertinent needs of camp residents
  • Take detailed meeting minutes during coordination meetings
  • Assist in training and capacity building exercises for local authorities
  • ·Treat community members in a sensitive and humane manner

Build and maintain mutually respectful relationships with gatekeepers, service providers, local authorities, IDP community members and host community members, in order to ensure smooth communication, activity implementation, and community outreach.

Any other tasks as requested by ACTED’s CCCM Technical Coordinator and Camp Management Program Manager.

IV.Qualifications/Skills Required

  • Completion of university degree in civil engineering, humanities, social studies, architecture, urban planning or engineering
  • Minimum 3 years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs.
  • Experience working in a camp setting
  • Technical skills such as Microsoft Office/AutoCAD.
  • Experience in community services, women empowerment, youth activities, protection, distribution or registration.
  • Experience in working with national partners, local/government authorities, and UN organizations

Essential knowledge and skills:

  • Fluency in English, Somali
  • Extensive knowledge of Somalian displacement context.
  • Excellent communication skills.
  • Excellent interpersonal and team-playing skills.
  • Highly flexible, with the ability to use initiative.
  • Ability to work in a multi-cultural environment.
  • Commitment to humanitarian principles and values.
  • Understanding of gender, protection and human rights.
  • Commitment to promoting gender equality

Preferred experience:

  • Managerial experience, including leading/supervising subordinate staff, organizing activities and report writing.
  • Experience in training and capacity-building of staff.
  • Experience in CCCM, including Introduction to CCCM Training.
  • Preferable experience operating in a refugee/IDP camp environment.
  • Knowledge of logistics and procurement processes
