OVERVIEW OF THE POSITION
The Client is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). The client is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize the clients technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, the client supports peacekeeping and special political missions in accordance with Security Council mandates.
As a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by the clients technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. The client support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) The client also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.
GENERAL FUNCTIONS
Role objective:
Under the supervision of the Project Manager for Explosive Threat Mitigation (ETM), the Operations Assistant will be responsible for the coordination of Explosive Hazard Threat Mitigation project operational activities of UNMAS Somalia.
Expected output:
Functional Responsibilities:
Assist in liaison among various stakeholders including the contractors, AMISOM SHQ CIMIC, SPF, FMS authorities and relevant organisations in ETM related issues;
Assists in the provision and issuance of tasking orders to contractors delivering services in support to AMISOM explosive threat mitigation operations;
Visit task sites to monitor and assure the progress of field service delivery by the contractors in support to AMISOM explosive threat mitigation operations;
Support in providing substantive inputs to assist the Project Manager in the preparation of project reports;
Assist in facilitating routine field visits (when security situation permits) to assess the impact of services on the local community and the mission in general;
Collate, verify and organize field data, including evaluating the reliability of field sources and credibility of information;
Provide routine and ad-hoc reports on field operational activities and impact of the project on the beneficiary;
Monitor the equipment issued to the staff of the project or loaned to implementing partners and ensure documentation is regularly maintained;
Attend internal and external meetings and deliver operational update to participants;
When requested, support formal investigations being conducted on mine action incidents/accidents and assist in translating and interpreting of project subject matter;
Implement any other tasks requested by the Associate Operations officer or Project Manager.

ESSENTIAL EXPERIENCE
Education:
§ High School with 5 Years of Relevant Experience is esential
§ Bachelor's in a relevant field is desirable
Work experience:
§ Minimum of 1 years of demonstrable relevant Quality Management experience and/or minimum of 1 years of demonstrable relevant Mine Action experience.
Geographical experience:
§ Minimum of 1 years of experience in Africa with local experience in Beletweyne & Baidoa is an advantage.
Languages:
§ Fluency in Somali and English are essential.
Key competencies:
Explosive Ordinance Disposal (EOD)qualification to a basic level is desired;
Knowledge in explosive hazard risk education is desired;
Experience in liaison with military personnel or authorities is desired;
