Terms of Reference Final Evaluation Consultancy
PROJECT: A-03450: PUBLIC AND PRIVATE SECTOR INSTITUTIONAL CAPACITY BUILDING AND STRENGTHENING funded by European Commission.
Location: Hargeisa, Somaliland, Bosaso, Puntland
Duration: 25 days
Background
The public and private sector institutional capacity building and strengthening project (PPICBS) is a three year programme funded by the European Union and was running from 2014 to 2017. The program seeks to strengthen the capacity of the Ministry of Fisheries and Marine Resources and the private sector to maximize and manage marine resources.
The overall objective of the action is ‘to contribute to improving livelihoods, food security and nutrition of the Artisanal Fisheries population in Somaliland and Puntland over 3 years through effectively functioning public and private fishery and coastal management sectors’. While the specific objective of the action is to strengthen the capacity of the Ministries of Fisheries and Marine Resources in Somaliland and private sector to maximize and manage marine resources and environment.
Objectives of the evaluation
The overall purpose for the evaluation is to learn from the project implementation so that lessons can be drawn that can be the basis for instituting improvements to further project planning, design and management. This final evaluation is expected to measure project impact, sustainability and relevance and inform learning and accountability for future programming.
Scope of work/key tasks
Assess achievement of the project toward meeting expected results fully based on the baseline survey of the project.
To identify extent in which the project contributed to enhancing Ministries of Fisheries of Puntland and Somaliland capacity to carry key essential tasks to its citizens.
To validate the relevance, appropriateness and sustainability of the project interventions set in the context of fishery sector.
To assess the effectiveness, strength and weakness of the implementation process and whether this project has been implemented in accordance with the expectations of the Ministries and met targeted outcomes fully.
To assess coordination and relation with other programs similar in nature. .
To validate achievement of intended results as described in the log frame.
To draw lessons that informs future programming and assesses accountability status for further learning.
Description of the study area
The final evaluation will be undertaken in Puntland, Bosaso and Somaliland, Hargeisa.
Methodology
For this final evaluation, the consultant will use both primary and secondary data sources. The nature of data used in the evaluation will be a mix of qualitative and quantitative research data. OXFAM will however be interested employing below research methods:
§ Survey/direct observation: The consultant will undertake field visits to selected sites to see KAP (Knowledge, Attitude, and Practice) developed by the project as a result of the trainings and will talk to fishery stakeholders.
§ Key Informant Interviews (KII): The in-depth interview is designed to elicit a vivid picture of the participant’s perspective on the evaluation. The consultant will meet relevant stakeholders, partners, Fishery Association members, Ministry of Fishery staff, Berbera Maritime and Fisheries Academy(BMFA) and Somalia Marine Fisheries Science Institute (SMAFSI).
§ Focus Group Discussions (FGD): focus on Ministry staff and Fishery Associations to validate key project outcomes effectiveness but also propose alternative measures of improving future projects.
§ Document Review: key documents to be reviewed are: Fishery project proposal, project log frame, work plans, baseline reports, progress reports related to the projects and government agreements, consultancy report and other relevant materials.
Essential Skills and qualifications of the consultant
OXFAM is seeking seasoned consultant to undertake final evaluation. The consultant must have carried out similar evaluations for INGOs/UN agencies in the past and demonstrated acceptable competencies.
- An in-depth knowledge and experience of carrying out the project evaluations in fishery sector management programs***.***
- Post graduate degree in M&E, development studies, NRM, Livelihood and other relevant studies.
- The consultant should have at least worked for two international organisations which will be subject to providing positive feedback of rendered service.
- Relevant qualification, competencies and experiences suiting with the scope and geography of this assignment.
- Strong analytical and writing skills and the ability to clearly present findings and drawing practical conclusions, and recommendations.
- Strong experience in both quantitative and qualitative data collection and data analysis techniques, particularly in integrated projects
- Knowledge and experience of working in Somaliland and Puntland, with strong understanding of fishery sector development.
- Experience in administering surveys, preferably as a field supervisor or coordinator responsible for checking the quality of work of enumerators.
- Experience of Participatory Rural Appraisal (PRA) methods, including not only household questionnaires, but also (1) Key Informant Interviews (KII) and (2) use of a semi-structured checklist during the stakeholders’ consultations.
- Exceptionally high level of attention to detail in carrying out surveys and data entry.
- Strong management skills: able to organize the work of teams of enumerators to complete the work on schedule and to the required standard.
- Strong information technology/computer skills.
Work plan
The evaluation process will be undertaken in line with the local context and will encourage active participation of people where the project is implemented. It will also consider gender sensitive methods in its approaches. This final evaluation is expected to take approximately 25 days. Details of the work plan to be submitted by the consultant and approved in consultation with OXFAM staff.
Deliverables
A complete draft report, with executive summary.
Share findings with stakeholders, highlighting lessons learnt, areas for improvements and recommendations.
The evaluator will prepare a comprehensive report that describes the end evaluation and puts forward the evaluator’s findings, recommendations and lessons learned that inform to the remaining project plan.
Submit Maximum of 30 pages.
