Overview:

IBTCI is recruiting a short-term Field Supervisor for its Somalia Program Support Services (SPSS). The primary goal of SPSS is to provide ongoing monitoring, verification and evaluation support to the USAID/East Africa/Somalia Office that will inform programming through delivery of timely qualitative, quantitative and analytical information that will assist USAID in meeting their short, medium and long term monitoring objectives in Somalia. The Field Supervisor will work closely with the contracted third-party monitoring (TPM) organizations. The period of performance for this position is October 2017 through January 1, 2018 and the level of effort will be full-time during this period. This position will be based in Somalia and must be filled by a Somali national, preferably based in the Emerging Federal States.

Essential Duties/Tasks and Responsibilities:

  • · Provide overall field level coordination for MVR activities in the Emerging Federal States/ South Central region of Somalia
  • · Field Supervisor will ensure that MVR activities are effectively executed and comply with all the laid down guidelines and procedures
  • · Work closely with the TPM organization in ensuring that all pre-deployment activities including planning, pre-deployment background and data collection, stakeholder consultations, security and Government buy-in and pre-deployment induction training are undertaken within the timeframes specified by SPSS;
  • · Supervise data collection in order to ensure that Field Monitors are conducting interviews in accordance with the set guidelines and procedures;
  • · Consistently review data entered in the third party verification database to ensure all verification data is accurate and complete. Where extreme values are observed take the necessary remedial measures in consultation with relevant Field Monitor;
  • · Conduct adequate number of spot-checks to verify that Field Monitors have visited the selected sites and are actually conducting interviews with the selected respondents;
  • · Work with the field monitors to conduct post-deployment debriefing to review the entire verifications exercise and document lessons learnt
  • · Initiate and facilitate meetings between the TPM and key stakeholders
  • · Represent SPSS while in liaison with local Government entities
  • · Prepare first draft of verification reports for Senior M&E Officer
  • · Observe recruitment and training of Field Monitors (FMs);
  • · Provide continuous updates to SPSS on the overall security situation of the selected sites and the potential implications of planned verification activities.

RequiredKnowledge, Skills and Abilities:

  • · Very good written and verbal communication skills in both English and the local Somali language;
  • · Experience in data collection activities household surveys, key informant interviews and focus group discussions;
  • · Experience with monitoring and evaluation activities preferred;
  • · Experience working with civil society organizations, Government agencies or other international organizations in any part of Somalia;
  • · Knowledge of the prevailing socio-economic and political developments in Somalia desirable.

Minimum Requirements:

  • · At least one (1) year work experience in South-Central Somalia and Mogadishu;
  • · Excellent written and oral communication skills in English and Somali.

Education: Bachelor’s Degree in International Affairs, Public Health, Social Sciences, Demography, Evaluation, Economics or related field required. Master’s degree preferred.

Supervisory Responsibility: This position does not have any supervisory responsibility.

Travel: Local travel is required.
