GLOBAL PEACE AND PROSPERITY INITIATIVE (GLOPPI) is international NGO that strives to eliminate underlying causes and impacts of violent conflicts, and poor governance. It also strives to eliminate or reduce poverty and poor governance. In collaboration with others, GLOPPI intends to empower the poor, marginalized, excluded and the suffering people to participate governance and in all decisions affecting their lives in order to lead peaceful and prosperous life.
Global Peace and Prosperity Initiative (GLOPPI) would like to recruit a dynamic and energetic person as a community facilitators/officer for its governance programme. This position reports to Project Manager. The position holder will implement the Good Governance and accountability project activities at the community and district/sub-district level. The position holder will specifically be responsible for the implementation of “Bottom up Approach to building Accountable Somaliland Local Governments through Empowering Civil Society (BATASOLGEC) to be piloted in Gabiley and Arabsiyo in Gabiley region of Somaliland before scale up.
This project focuses on building the capacity of the civil society in Gabiley region. More specifically, it will strengthen Accountability and Good Governance and Development forums in each of the target area ( a civil society accountability forum, to enhance civil society and local government interactions; build the capacity of civil society (youth & women groups, religious & traditional leaders, university students, business people, CSOs and NGOs etc) to work with the local government and the local municipality council; increase the level of awareness of the general public on good governance and accountability and making the local elected municipality council accountable, transparent and responsive; and create an incentive/reward system for the highly performing leaders on good governance, leadership and accountability.

The community facilitators who are passionate for accountability, good governance and development will play a key role in achieving our visions by providing effective project implementation. MAIN DUTIES AND RESPONSIBILITIES
· Facilitate the implementation of the project at community/sub district/district levels.
· Mobilize different groups of the civil society (youth, elders, religious leaders, women, business people and farmers etc) and ensure that they join the civil society accountability forums.
· Increase the membership of accountability and good governance and development forum (GAGADEF in Gabiley and AAGADEF in Arabisyo) to reach a critical mass to bring about desired changes on accountability, good governance and development.
· Facilitate strengthening of Accountability and Good Governance and Development forum in the target areas (Gabiley and Arabsiyo).
· Conduct the capacity assessment of the local municipality council and development committee in the target districts and identify gaps for capacity building.
· Facilitate and organize relevant trainings for the Gabiley local municipality council and other development committees in the region.
· Conduct the capacity assessment of the different forums and identify gaps for capacity building.
· In collaboration with the project team, train civil society accountability forums on participatory planning, budgeting, monitoring and evaluation, resource mobilization etc.
· Support the forums to develop its internal policies and procedures (2 admin/finance, HR, logistics/procurements etc for two forums).
· Conduct training for the local councilors on how to monitor the performance of the local government and how to hold the local government accountable.
· Organize a series of interaction meetings between the accountability forums and local government and local council and enable forum members to participate, interact and influence local government processes such as the annual budget planning, implementation, monitoring and evaluation of local government funded projects.
· Ensure the forums actively participate in local government planning and budgeting, implementation, monitoring and evaluation of development projects.
· Support the forum to advocate for accountability, good governance and development in their localities, regions and at national level.
· Support the forums to demand their rights from other service providers outside the region.
· Design and implement awareness-raising communication programme to increase awareness of the general public on accountability and good governance.
· In consultation with the committee, identify and assess the high performing leaders and individuals on accountability and good governance, and nominate the accountability prize.
· Monitor regularly the activities and achievements of the ‘’Bottom up Approach to building Accountable Somaliland Local Governments through Empowering Civil Society (BATASOLGEC)
· Write clearly and comprehensive monthly, quarterly and annual reports to the Project Coordinator and covering progress of BATASOLGEC project.
· Maintain regular communications on Project work to the Project Coordinator
QUALIFICATIONS/COMPETENCIES AND EXPERIENCE:
· Diploma or BA in political science, leadership, governance, international relations/study and diplomacy, public management/administration, sociology and social anthology, development studies or a related degree.
· At least 2 years working experience as community facilitator/officer or a project officer in an INGO environment.
· At least three years experience in mobilizing and organizing and strengthening communities and civil societies and their organizations.
· At least 2 years experience in capacity building of civil society coalitions and alliances particularly in the areas of accountability, good governance and development.
· At least 2 years experience as a trainer and in building the capacity of the civil society preferably in good governance and development.
· At least 2 years experience in implementing good governance and accountability projects.
· At least 2 years of experience in coordination of multiple activities.
· At least 2 years of experience in gender mainstreaming.
· Extensive knowledge on Gabiley and Arabsiyo local context and social dynamics and the impact it can have on the success of the project
· Excellent writing skills.
· Excellent facilitation and communication skills
· Ability to work under minimum supervision and deliver results timely
· Ability to influence high level officials and communities with divergent opinions
· Experience in working with local government officials and local municipality council as well as diverse civil society including Diaspora etc.
· Excellent communications skills and commitment to GLOPPI’s vision mission and values.
· Fluency in English and Somali is a must.
· Must be already living or planning to live in one of the four target areas (Gabiley and Arabisiyo,)
· Willingness and ability to travel to remote areas of the region and ability to link the grass-root communities and coalitions with the forum.
· Must be Somalilanders and people with high level of integrity, transparency and accountability.
· Must be social, approachable, visionary and inspiring leaders.
· Must have a positive attitude towards community self-reliance and must inspire and lead the community and their forums to bring about desired changes to lead peaceful and prosperous lives.
· Must be a problem solver not problem creator and must be able to work with the team harmoniously.
· Experience in working with local NGO partners etc
