BACKGROUND AND CONTEXT TO THE ASSIGNMENT:

CARE Somalia is an international NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.

Currently CARE Somalia is implementing a 2 year project integrated Emergency Livelihoods and WASH Response Project for Returnee Reintegration in Lower Juba Somalia from 2017-2019 . The project goal is to save lives, alleviate suffering and maintain human dignity of the returnees, IDPs and Local host communities while putting more focus on the vulnerable women, girls and boys. The project aims at creating awareness in the community, encourage community networks to ensure psychosocial support and increase coordination within the protection cluster.

Overall, Somalia has an estimated 1.1 million internally displaced people, of whom 52% are women and girls (Somalia GBV working group strategy, 2014-2016). The severe drought has triggered an increase in internal displacement, including forced evictions. Between November 2016 and March 2017, more than 615,000 people in Somalia were internally displaced by drought, including 377,000 displaced in the first three months of 2017. This is raising protection concerns, and exacerbating vulnerabilities among the most disadvantaged groups of the society; women, children and the elderly. Provision of basic services remain minimal not only for these groups but more so for the larger marginalized communities. Sexual gender based violence’s remains rampant among the IDPs, returnees, and very vulnerable host community households, with women and girls being the most victims. According to the GBV sub-cluster, a total of 3,200 GBV cases were reported from September 2016 to March 2017[1] . In the drought-affected regions, actual numbers are estimated to be far higher but not reported for fear of reprisals. The significant increase in reported cases and growing number of beneficiaries for protection services is connected to high influxes of internally displaced people from locations worst hit by the drought.

In the context of crisis, conflict, and population movement multiple types of protection concerns are growing in Lower Juba. People in the crisis face a number of protection concerns, namely sexual and gender-based violence, trauma, and, for IDPs and returnees, a lack of secure tenancy. Displaced people are particularly vulnerable, unprotected and exposed to exploitation and abuse and any have gone through multiple displacements over decades. IDPs and returnees are marginalized and at increased risk of human rights violations including forced evictions, discrimination and pervasive gender-based violence (GBV).

PURPOSE OF ASSIGNMENT:

CARE seeks an external consultant, in targeting to build the implementation capacity of CARE and partner staff and its stakeholders in Kismayo, Somalia, in Gender-based Violence in Emergencies (GBViE), Gender-based Violence Case Management GBV-CM), Community-based Psychosocial Support (PSS) and Clinical Management of Rape (CMR). The consultancy aims to support CARE Somalia, partner staff and stakeholders to impart life skills acquire skill sets and knowledge based on the 2015 IASC GBV Guidelines across targeted clusters (Education, Nutrition, Health, Shelter/NFI, Protection, WASH and Food Security), with a particular focus improving the protective environment for women and girls at risk, including GBV survivors, through mitigation and prevention of GBViE.
