- INTRODUCTION
A consortium of Save the Children International (SCI), CARE Netherlands and Norwegian Refugees Council (NRC) are implementing Horumarinta Elimiga Phase II (HE II) Program with SCI as the lead agency. In addition, The Danish TV collection project has provided additional funds to strengthen the current training and employment action. The program is being implemented in partnership with Ministry of Education & Higher Studies MOE&HS and MOLSA in order to provide durable solutions for vulnerable Somaliland families and youth, as part of a larger initiative by Save the Children to support the creation of realistic livelihood opportunities. The TV collection fund will build on the 2nd phase of the EU-funded Horumarinta Elmiga (Education for Empowerment through Cohesive and Harmonized System) project (HE II), which supports the provision of quality basic education and relevant TVET training for the youth in Somaliland.
TV collection project
Specifically, the TV collection project aims at building resilience through skills training offered to youth from vulnerable families and provide targeted assistance to their families who are facing hunger effectively assisting them move from crisis to sustainable development. Leveraging the impact of HE II, the program will work to contribute towards Save the Children country strategic plan thus ensuring a) Both female and male care-givers have sufficient income at all times to meet the essential needs of their children for survival, learning and protection; b) families who are poor are resilient against disasters and shocks and continue to invest in their children's survival, learning and protection; and c) adolescent girls and boys who are deprived, have the opportunity to build the skills, networks and self-esteem they need to make the transition to safe and decent livelihoods. In addition, TV collective covers gaps on youth skills development and empowerment noted in HE II including holding national symposiums focusing on youth thematic issues, Support the first ever M4P market systems development study whose output will be building SCI staff capacity and comprehensive market systems development assessment to input a potential private sector pilot to mention but a few. Combining these strategic elements, the objective of this programme will be to ensure that increased household income through improved livelihoods for youth is invested in children’s wellbeing.
Market systems development
Ideally, approaches to Vocational’ skills training usually focus on strengthening the supply side of the labor markets i.e. Numbers, quality, employability and skill sets of youths. The idea is that a market system development (MSD) intervention is needed that ensure identified training constraints are addressed sustainably and also give the private sector a voice in training, value chain linkages facilitation ,potential to expand markets and employment of more skilled youth. In order to build its staffs capacity, Save the Children wishes to contract an MSD consultant or an MSD based NGO to train STEP staff in M4P and carry out an MSD assessment in Somaliland within the current interventions and inform a limited pilot in Hargeisa Somaliland.
2.0.OBJECTIVES
Objective 1: Capacity building, training and coaching in M4P and values chains analysis through market systems development approaches to identified SCI staff
Objective 2: Market assessment to identify sectors of growth and related value chains with high potential of industry job creation.
Objective 3: Designing of an intervention funding concept outline in TVET MSD and an appropriate LFA and action plans.
- SCOPE OF WORK.
The action intents to facilitate the stimulation of M4P pro-poor industrial economic growth in Somaliland through local enterprises in order to enhance employment- including jobs creation and entrepreneurial activities. This entails sensitizing the staff through initial training in MSD followed by a detailed analysis value chain analysis on identified sectors to provide a framework for Market System Development (MSD). The assessment report will clearly cover the staff capacity building and the market analysis.
The consultant will model a combination of interventions including improving linkages and access to financial services, business development services, and changes in business environment through a follow-up pilot. In addition, the report will validate that any facilitative approach that aims to address the unemployment challenge in the skills training and livelihoods will need to be market-driven –Private sector led - and working with the private enterprises within selected high value economic sectors for growth. There will be need to address the systemic constraints in the sectors and facilitate investments that will lift the key constraints in productivity, capital, land and skills as growth in the sector that leads into skills training and jobs creation for sustainable livelihoods. graduates. To facilitate sustainable piloting and scalability, an action plan including a draft LFA will be done.
The selected consultant / NGO is also expected to develop an inception plan that will outline the approach, methodology and schedule of activities for undertaking the assignment.
- METHODOLOGY
The market systems development (MSD) study will entail a private sector baseline assessment that will include; a) Development of value chains on potential sectors for growth; mapping out industry, private and public actors, training providers, and internal and external operating environment. b) Development of horizontal and vertical linkages in the industry. Identifying demand driven skills areas in the value chains, c) Development of linkages for SMEs with lead sectoral players through facilitation and franchising approach, d)Developing an MSD pilot framework; detail the role of Business development providers in employment creation; advise on the MSD MEAL strategy; and outlining how TVET graduates will concurrently benefit from MSD employment creation alongside private sector growth, e) Recommendation on an MSD donor funded program that will pilot TVET and employment through an MSD approach.
4.0 EXPECTED OUTCOME:
The action will stimulate private sector economic growth and demand driven skills training and enhanced employment TVET graduates employment in Somaliland.
6.0 SPECIFIC TASKS
The key tasks for the consultancy will be:
Conduct a capacity building training and coaching in MSD and values chains analysis through participative approaches to STEP staff drawn from a number of ongoing projects.
Identify at potential economic sectors for growth in Somaliland with the support of SCI, relevant partner ministries and actors within our current intervention.
Undertake a market assessment to identify systemic constraints and opportunities within the identified potential economic sectors for growth, skills training and youth employment.
Analyze and outline an appropriate methodology towards an MSD private sector facilitation, clearly showing how SMEs will benefit through new sectoral linkages, alternative products and direct employment of skills training graduates.
Demonstrate MSD integration of market systems, private sector, skills training projects, partners, entrepreneurship training, private sector capacity building and facilitation.
Outline the overall value chain maps for the selected sectors in including:
Players , actors and relationships among other private and public actors,
Value chains linkages, existing and potential ones to be created,
Flows of value added in the system,
Changes in the flow of product and services over time i.e. demand, actors and suppliers’ profiles linkages.
The identification of key underlying reasons for Private sector underperformance
- The Assessment report will include an analysis on expected outcomes on short, medium and long term on the selected value chains be strengthened with the current interventions.
Effects on significant numbers on SMEs entrepreneurs, with specific focus on IDPs , women and youth,
Potential to increase income and expansion for targeted micro and small enterprises,
Job creation potential in the area of intervention,
Potential product profitability,
Opportunity for developing further SME linkages with regional or international firms.
Outline an MSD monitoring and evaluation framework for SMEs and skills training process clearly indicating results and impacts on Private sector linkages and employment that provide test results to inform a rational application of an MSD pilot.
Design a funding concept outline, action plan and LFA for potential piloting and scale up subject to funding.
Recommend appropriate skills training partnership models for a Private sector led MSD pilot.
7.0 DELIVERABLES / OUTPUTS:

9.0 QUALIFICATION AND EXPERIENCE OF THE CONSULTANT
To qualify for this assignment, the consultant must:
Have minimum Master or Bachelors in Marketing, Technology IOM, or equivalent
Over 7 years proven Technical expertise in Private Sector Development Programs, Market Systems Development MSD and M4P youth programmes capacity building.
Demonstrated experience and proven record in undertaking Private Sector development. PSD; an Market Systems Development;
Knowledge of TVET is an added advantage.
Having relevant experience in working in ASAL area
Experience evaluating private sector development programs
Good writing and verbal communication skills
Demonstrated skills in qualitative and qualitative research, data capture and analysis, plus analysis statistical packages
The Consultant (s) must have done similar assignment(s).Prove of the previous work done on the same should be provided.

A detailed technical proposal that comprises methodology, work plan, experience of previously conducted similar assignments, capacity to undertake the assignment & budget for the consultancy period. .
A detailed work plan that clearly shows a number of days and deadlines for each task-including anticipated time for sharing draft to SCI, commenting, accommodating comments and finalizing the draft.
Provide three professional references and a sample of previous MSD work done. .
