PSI seeks an experienced Chief of Party (COP) to lead the management, coordination and reporting of all activities under an anticipated $50M - $99.99M 5-year USAID-funded project in Madagascar. The project will improve health product availability and accessibility in Madagascar through a total market initiative (TMI), with the goal to ensure that quality pharmaceuticals and health commodities are available and accessible to all Malagasy people on a sustainable basis through coordinated efforts of the public, private, and commercial sectors.

The Chief of Party (COP) should have significant leadership, management and international development experience; a demonstrated track record in successfully managing government and private sector relations; a commitment to capacity building; a strong interest in private sector approaches to development; and experience successfully implementing Total Market Initiatives (TMIs). This position will be based in Antananarivo, Madagascar and will report to the Regional Director, Southern Africa.

Your contribution

  • Lead the implementation and monitoring of the Total Market Initiative for Health Product Supply in Madagascar.
  • Oversee a management team in the project office, as well as key focal points across other regions in Madagascar.
  • Build relationships and capacity among partners. Provide overall oversight of the project and maintain effective and regular communication with donors, implementing partners, Madagascar government entities and the private sector.
  • Coordinate and manage the work of our key implementing partners/sub-contractors to coordinate a successful program.
  • Lead internal and external program planning, communication and reporting with sub-contractors.
  • Serve as the focal point for engaging in dialogue with the Government of Madagascar (GOM) at central and decentralized levels in conjunction with donors on key issues relevant to TMI-HPS in Madagascar.
  • Serve as main point of contact/representative of the project to USAID.
  • Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards.
  • Ensure high-quality periodic reporting in line with USAID and PSI requirements.

What are we looking for?

The basics

  • Master's degree or higher in Public Health, business, management or related field.
  • At least 10+ years of demonstrated experience in the design, implementation, and monitoring of a USAID-funded project, preferably of similar size and scope, and in Africa.
  • Familiar with U.S. Government regulations (e.g. Federal Acquisition Regulations and Foreign Assistance Act).
  • 5+ years of experience building the capacity of the government, ideally in Africa including Madagascar.
  • 5+ years of experience in the private sector or providing technical assistance to improve private sector performance, ideally in Africa including Madagascar.
  • Fluency in English and French is required.
  • References will be required.

  • Demonstrated ability in the concepts, principles, methods and techniques of delivering TMI approaches to healthcare preferred.
  • Ability to successfully recruit, train, develop and manage staff
  • Ability to manage agreements and all required programmatic and financial reporting requirements, including sub-contract management.
  • Ability to perform internal control functions to manage day to day operations of the project.
  • Excellent interpersonal and communication skills, both oral and written.
  • Excellent management skills.
