ABOUT THE NEAR NETWORK

Adeso together with other local and national NGOs have come together to form a global network which was launched in May 2016 at the World Humanitarian Summit in Istanbul, Turkey. The network, NEAR (Network for Empowered Aid Response), is a movement of local organizations with a bold ambition - to reshape the top-down humanitarian and development system to one that is locally driven and owned, and is built around equitable, dignified and accountable partnerships.

CONTEXT

The overall objective of the research is to apply tools and mechanisms identified through previous NEAR research to improve access to financial resources for local actors in Somalia. This consultant will support NEAR to move forward with its commitment to a national pooled funding mechanisms managed by local and national organizations to meet the 25 % direct resource flow to local NGOs by 2020 as per the Grand Bargain target.

The existing UN pooled funds at country level should be made more accessible to local and national NGOs with 80% earmarked for local and national actors. The World Humanitarian Summit Global Consultation's summary report, also endorsed the creation of a SNGO managed pooled fund to increase direct finance to local actors. The consultant will provide expertise to the Somali government and civil society in the same country to establish a pooled fund.

SCOPE OF WORK

1.Provide technical assistance to NEAR, Adeso and the Government in establishing an independent Islamic Social Financing Fund for Somalia

· Work on validating the ISF model in the report and its relevance in Somalia

· Determining the structure, design and functions of the model to be piloted in Somalia

· Developing MoU(s) with relevant stakeholders as required

· Engaging Civil society, private sector, religious leaders and the government in the design of the pilot

Lead the process of getting the fund to be legally established, including the establishment of governance and Sharia compliance boards.

A detailed work plan will be developed with the consultant for the 3 moth duration and this will serve as the deliverables for the duration of the consultancy.

QUALIFICATIONS:

· Must be willing to travel frequently and stay in Somalia for extended periods of time during the project.

· Must have willingness to work with civil society, private sector and government in Somalia.

· Must have a strong network of contacts in both private sector and government.

· Must be fluent in Somali.
