Somalia: Programme Support Officer

Your primary responsibility will be to monitor and report on the impact of HALO’s work in Somalia. You will produce high quality reports and a variety of materials for donors and other stakeholders to reflect this. You will contribute and improve external communications, raise awareness for HALO’s work, and support programme fundraising activities. You will be based in Hargeisa but may be required to travel to other regions. You will report to the Programme Management team. You will be one of a small number of expatriates working in direct support of a large and proficient national staff team. You will have opportunities to visit field to monitor the work of Community Outreach Teams, visit active mine clearance and help develop future development focused projects.

RESPONSIBILITIES

  • Coordinate qualitative and quantitative research to measure the outcomes of HALO’s operational activities, including data collection, analysis and write-up

· Conduct and prepare case studies documenting the impact of HALO’s work

· Prepare reports for donors, including collection of case studies and quantitative data on outcomes, to present HALO’s progress in line with donor requirements

· Work closely with HQ Communications team to identify beneficiaries with compelling stories; gather and help develop content to raise awareness of the programme and key milestones; create and manage imagery for the programme; plan the distribution of stories and news through a variety of communications channels as appropriate

· Develop and prepare programme publications, including presentational materials such as brochures, briefing documents, displays and powerpoints

· Develop workplans for and monitor the deployment of socioecominc Community Outreach Teams across the HALO's area of operations

· Provide support on writing proposals and tenders to donors to attract additional funding

· Manage donor contracts as required, tracking the progress on outputs of contracts, providing timely updates and highlighting any issues to the Programme Management

· Providing support to the Programme Management and HALO Senior Management on a range of other tasks

· Travel as required across the programme to fulfil the above duties.

REQUIREMENTS

· Graduate in a social-science subject desirable

· An understanding of quantitative and qualitative research methods

· Fluent English speaker with very strong written English

· Strong numeracy skills

· Strong IT skills, proficient in use of Microsoft Access and Excel (experience using Access and Excel for data collection and analysis an asset)

· Good cultural awareness, able to adapt to working with different people

· A self-starter, able to organise and manage their own time

· A practical and adaptable person, prepared to work in rural locations and willing to live in close proximity to others in a challenging security environment
