OXFAM

Project: Public and private sector institutional capacity building and strengthening**

Consultancy: Policy advisor, to be based in Hargeisa, Somaliland and with frequent travel to Bosaso, Puntland**

Location: Hargeisa, Somaliland and Bosaso, Puntland**

Duration:4 months with possibility of extension

JOB PURPOSE:

The Policy advisor will be required to identify the policy need of the Ministries of Puntland and Somaliland and design a key policy; besides supporting the capacity building and institutional strengthening of the Ministry of Fisheries & Marine Resources. At the same time the policy advisor will support the partners and the Ministry in FSL components and monitoring and evaluation.

Background

The major challenge facing the two ministries is lack of fisheries experts to carry forward the ministry’s mandate. There is a general lack of policy experts and appropriate policies and regulations. The ministry also lacks funding and finances to fulfil its mandate. Ministry of Fisheries has not been a government priority in terms of financing the ministry in Somaliland & Puntland.

The Public & private institutional capacity building project is a 3 year project seeking to build a robust fishing sector by strengthening the public and private sector institutions involved in fish production and marketing, through capacity building and training. In this project the government will be supported in building an overall enabling environment for small scale artisanal fishermen to maximise production and revenues. At the regional level, the project will help increase the contribution fisheries industry makes towards the regions’ GNP.

Overall objective

To ensure the Artisanal Fisheries population in Somaliland and Puntland have enhanced livelihoods, food security and nutrition over 3 years through improved and effective public and private fishery and coastal management sector

Specific objectives

The capacity of the Ministries of Fisheries and Marine Resources in Puntland and Somaliland strengthened to effectively maximize and manage marine resources and the environment by:

  1. Policies put in place by the Somaliland and Puntland authorities to manage marine resources and the coastal environment. The Ministries of fisheries in Somaliland & Puntland put in place favourable working environment and provides capacity –building and necessary assistance to the public Artisanal fishery and coastal management sector.

Consultancy objectives

Oxfam is seeking services of a qualified Policy advisor to undertake consultancy work for a period of 3 months with a possibility of extension within the framework of the project activities. Equally the policy advisor will support the meal and FSL component in the project as per the tasks below.

Tasks and Responsibilities

A-Policy level

  1. Conduct consultation meetings with the Ministry staff and come identify gaps in the policies.

  2. As a result of the consultation meetings develop policies as per the need of the Ministry of Fishery and Marine Resource.

  3. Train 6 government officials in Somaliland and Puntland on negotiations for better markets externally

  4. Technical backstopping, support and mentoring of government institutions relevant to fisheries work

  5. Provide oversight to the technical experts placed in the government ministries and guide them to broader regional fisheries project goals.

B. Meal level

1. Undertake field visit to monitor project data collections and guide partner and Ministries in proper data collection system.

2. Collecting best practices, case studies which demonstrate qualitative and quantitative changes over the period.

3. Monitor status and progress of program implementation based on performance indicators

4. Ensure high quality reports are submitted in a timely manner and work closely with the project manager to ensure reports meet donor requirements.

C. FSL level

  1. Identify gaps and provide capacity building support to FSL officers of the partners
  2. Undertake continuous market price assessment on fish and fish production related activities and provide recommendations to the ministries
  3. Assist the ministries in utilizing the recommendations produced by the Value chain reports and update as per need.
  4. Assist the project manager in the identification of new projects and new areas of intervention(program development)

Key Deliverables

  1. Policies for the Ministry of Fishery and Marine Resources developed
  2. Government officials in Somaliland and Puntland trained on negotiations for better markets externally
  3. End assignment report produced
  4. Meals capacity gaps identified and partners trained

  5. Assisted the project team in producing quality donor report

Qualifications, Experience and Competencies

· A Masters degree in Agriculture, political science, sociology, development studies or other related field.

· Strong experience in policy development, Monitoring and Evaluation, Food Security and Livelihood and ability to link this to programme

· Sound understanding of major economic, social development and poverty issues facing the region

  • Experience working with government authorities and particularly in the area of Fisheries

Other technical competencies include:

· Proficiency in report writing

· Working knowledge and experience in Fishery sector

· Willingness and ability to travel within all project areas given relative security.

· Experience in the delivery of training

· Excellent oral and written English skills, Somali speaking is highly desirable.

Contract management

The Oxfam Project Manager will provide broad oversight to the consultancy while the Project Manager responsible for the project will manage the contract and coordinate the assignment.

Remuneration

To be discussed with the prospective consultant.

  1. The rate will be pegged on deliverables as discussed with the consultant

  2. Oxfam will facilitate transport facilitation for field visits.

  3. Payment is subject to taxation as per the laws of the country

  4. Payment will be done based on approval of the deliverables by the Project Manager.
