Fisheries Lead

National position

Fulltime/ 40 hours a week

1 year contract

Based in Hargeisa, Somaliland

Shaping a stronger Oxfam for people living in poverty.

Job Purpose

To lead the fisheries programmes in Somalia and ensure achievement of the objectives of Oxfams’ country strategy in the field of fisheries; ensuring a strong integration of policy, advocacy, campaigns and programming work, maintaining coherence and coordination regionally and globally

Key Responsibilities and Accountabilities

Main tasks of the function (general)

· Lead on programme and project development in the fishery sector, as well as mobilization of funding.

· Responsible for project management, delivery and budget management

· Ensure high quality and timely Reporting – financial and narrative, in accordance with Oxfam’s and donors requirements.

· Management of human resources working in the fisheries programme

· Representation of Oxfam Somalia and effective coordination with key stakeholder in the fisheries sector on national and international level.

· Act as fisheries focal point for Oxfam and ensure high level of knowledge of fishery sector.

· Support the development of the fisheries sector, using a value chain approach, and fostering cooperation with key actors in the sector.

· Supports lobby and advocacy of Oxfam and partners to support men and women working in the fisheries sector.

· Ensures the mainstreaming of cross-cutting issues linked to Influencing, Gender and Humanitarian matters.

Contacts

External

· Leadership in existing and new networks and alliances with other organizations in the sector.

· Work closely with stakeholders such as international organisations, and local and international organizations, working for the fisheries sector.

· With (inter)national politicians, civil servants, business representatives, press, and people interested, to inform on the policy positions of Oxfam and increase the support for the demands of the Somalia fishery sector.

· Capacity strengthening of partners in collaboration with training institutes and experts

Internal:

· Report to the country director on issues related to overall tasks and convergence of policy with program strategies

· Regularly interact with different departments in the Oxfam confederation to keep informed and be informed about related issues and opportunities in Oxfam

· Participate in internal Oxfam (International) meetings when required

Technical Skills, Experience & Knowledge

Essential

· Experience and excellent understanding of the fisheries sector in Somalia, Somaliland and Puntland, the region and linkages with the international markets.

· Good understanding of a value chain approach, preferably related to the fishery sector.

· Analytical skills. Experience in policy, power and stakeholder analysis

· At least 5 years of experience with managing development programmes.

· Experience in working with and supporting Multi-stakeholder initiatives or platforms.

· Experience as a team manager

· Knowledge of quality standards and control mechanisms in the fishery sector is required

· Networking skills

· Environmental awareness

· Influencing skills

· Good verbal and written communication skills

· Diplomacy, tact and good negotiation skills

· Self-motivated and able to lead the programme, engage others and create ownership.

Desirable

· Understanding of Oxfam International’s structure and operating model

· Understanding of Somalia and recent global policy dynamics
